A GST rate change does not automatically make an old invoice wrong, and editing an invoice later does not change the tax point. First apply the CGST Act’s time-of-supply rules to the supply date, invoice date and payment date, using the notification that brought the new rate into force. Then keep the original invoice, issue a credit note only for a legally permitted reason, and coordinate any output-tax reduction with the recipient’s input-tax-credit (ITC) position.
For a returned-goods credit note, the supplier can reduce output tax only when the recipient has not claimed the related ITC or has reversed it. Credit notes belong in GSTR-1 for the month in which they are issued, subject to the statutory outer cut-off: the return due by 30 September following the financial year of the original supply or the relevant annual-return date, whichever is earlier.
Start with the time of supply, not an edited invoice
When a GST rate changes, the controlling question is which rate the law assigns to the taxable event. Under the CGST Act’s time-of-supply provisions, review the relevant dates for the transaction: when the supply occurred, when the invoice was issued and when payment was received. The answer is not selected simply because someone later reprinted, amended or uploaded an invoice.
Freeze the effective date and the exact rate notification before processing a batch of transactions. A rate revision can affect transactions around the boundary differently depending on the applicable time-of-supply rule. Record the facts for each invoice rather than applying one rate to every document issued before or after the announcement.

| Date or event | Why it matters | Control to keep |
|---|---|---|
| Supply date | Establishes when goods or services were supplied and is one of the dates tested by the time-of-supply rules. | Delivery proof, completion certificate, service record or other evidence of the taxable event. |
| Invoice date | Can affect the time-of-supply analysis and determines the document that records the original charge. | Numbered invoice, issue timestamp and tax calculation. |
| Payment date | May be relevant under the applicable time-of-supply rule, including transactions involving advances. | Bank statement, receipt entry and customer ledger. |
| Rate-effective date | Defines when the revised rate is legally available for the relevant supply category. | Copy of the governing notification and an internal effective-date memo. |
A practical classification method
- Identify the supply category and place of supply, then confirm that the rate notification actually covers it.
- Capture the supply, invoice and payment dates in a transaction worksheet.
- Apply the relevant time-of-supply rule to those facts; do not use the date on which an accounting entry was corrected as a substitute.
- Keep the original invoice if it was correctly issued. If tax was genuinely overcharged or another Section 34 condition exists, use a credit note linked to that invoice.
If the facts are ambiguous, document the interpretation and obtain advice before changing tax reported in a return. A later document can correct an eligible overcharge; it cannot retroactively rewrite the original taxable event.
Which document should you issue?
The document type determines what can be corrected and how the recipient treats ITC. Use the original invoice for the first record of the supply, a credit note for a permitted reduction, and a debit note for an additional amount that is legally due. An amendment is for correcting reportable particulars where the GST system permits it; it is not a general licence to change the applicable rate.
| Document | Use it when | Tax and record effect |
|---|---|---|
| Original tax invoice | The supply is first made and the taxable value and tax are determined. | Creates the primary record against which later notes are matched. |
| Credit note under Section 34 | The taxable value or tax charged exceeds what is payable, goods are returned, or goods or services are deficient. | May reduce the supplier’s taxable value and output tax, subject to the statutory conditions and reporting deadline. |
| Debit note | Additional taxable value or tax is found to be payable after the original invoice. | Increases the supplier’s liability and can support recipient ITC only when the credit is otherwise eligible. |
| Invoice amendment | A permitted invoice detail needs correction in the relevant GST return facility. | Corrects reported particulars; it does not replace a Section 34 credit note when the taxable value or tax must be reduced. |
When Section 34 permits a credit note
CBIC’s Circular No. 92/11/2019-GST describes the statutory situations: the taxable value or tax charged in the invoice exceeds the taxable value or tax payable; goods are returned; or goods or services are deficient. The credit note should identify the original invoice and explain the commercial reason, quantities, taxable value and tax being reduced.
A rate change by itself is not an additional Section 34 ground. If the original invoice used the rate required by the time-of-supply rules, do not issue a credit note merely because a lower rate was announced later. If the original invoice actually charged more tax than the law permitted, establish that conclusion under the time-of-supply analysis and then document the correction under the appropriate provision.

How to issue and report a credit note after a rate change
- Confirm the reason. Classify the event as excess taxable value or tax, returned goods, or deficient goods or services. Keep evidence supporting that classification.
- Link it to the original. Preserve the original invoice number, date, recipient GSTIN and supply details. A credit note without a reliable cross-reference makes reconciliation and ITC reversal difficult.
- Calculate the reduction. Separate taxable value, CGST, SGST or IGST, cess where relevant, and the quantity returned or value reduced. Use the legally applicable rate and do not silently replace the rate on the original invoice.
- Check the recipient’s ITC status. Ask whether the recipient claimed the tax on the original invoice. If it was claimed, obtain confirmation that the corresponding ITC has been reversed before reducing output tax for returned goods.
- Issue the note. Give it a unique number and date, state the reason, and retain delivery, return, inspection or deficiency evidence.
- Report it in GSTR-1. Include the credit note in the GSTR-1 for the month in which it is issued, while monitoring the statutory outer cut-off described below.
- Reconcile both ledgers. Match the supplier’s output-tax reduction to the recipient’s purchase register and ITC reversal, and preserve the reconciliation with the return working papers.
Returned goods: the supplier and recipient must move together
For goods returned after GST was paid at supply, CBIC’s sectoral FAQ states that the supplier may issue a credit note for the full value, including GST, and reduce output tax only if the recipient has not availed the related ITC or, if it has, has reversed that ITC. The supplier should not claim the tax reduction while the recipient continues to retain the same credit.
Use a return note, transport or receipt evidence, warehouse records and the recipient’s written ITC confirmation to establish what came back and when. If only part of a shipment is returned, restrict the credit note to the returned quantity and associated tax.
Price reductions and deficient supplies
A post-supply discount or service deficiency can support a credit note only when it fits the statutory conditions and the underlying agreement and evidence support the adjustment. Identify whether the reduction changes taxable value, tax, or both. A commercial settlement that does not meet Section 34 should not be presented as a GST credit note simply to lower output tax.

The GST portal’s GSTR-1 guidance says credit notes are reported in the return for the month in which they are issued, but not later than the return filed by 30 September following the end of the financial year in which the original supply was made, or the date of furnishing the relevant annual return, whichever is earlier.

| Question | How to apply it |
|---|---|
| Which GSTR-1 period? | The month in which the credit note is issued. |
| What is the outer cut-off? | The return due by 30 September following the financial year of the original supply, or the relevant annual-return filing date, whichever comes first. |
| What if the note is issued after that cut-off? | Do not assume the portal or law permits an output-tax reduction. Obtain current professional advice and check the applicable rule and filing functionality before adjusting liability. |
Illustrative deadline calculation
Suppose the original supply belongs to financial year 2025–26. A credit note issued in that year is reported in the GSTR-1 for its issue month. The statutory outer point is the return due by 30 September 2026 or the relevant annual-return filing date, whichever is earlier. This example shows how the cut-off is anchored to the year of the original supply, not simply to the year in which the note was typed.
Set an automated ageing report for every open return, discount and deficiency claim. The report should show the original supply financial year, issue date, annual-return status and days remaining to the outer cut-off.
How returns affect ITC
The recipient may claim ITC only from a compliant invoice or debit note and only when the credit satisfies Section 16 and the related rules. A returned item does not create a permanent right to retain the original tax credit. The recipient must reverse the related ITC when the supplier’s eligible credit note reduces the tax on the transaction.

| Original supply, no return or reduction | Report the invoice and pay the applicable output tax. | Claim only eligible ITC after the Section 16 conditions are met and the invoice is available through the prescribed records. |
| Goods returned before ITC is claimed | Issue and report the eligible credit note; reduce output tax subject to the statutory conditions. | Do not claim the returned portion’s ITC. |
| Goods returned after ITC was claimed | Obtain evidence of the recipient’s reversal, then reduce output tax as permitted. | Reverse the tax credit attributable to the returned goods and retain the calculation. |
| Credit note for deficiency or excess tax | Report the reduction with the original invoice reference and supporting evidence. | Reverse any related ITC reduction and reassess eligibility of the remaining amount. |
| Debit note for additional tax | Report the additional liability. | Claim the additional ITC only if the debit note is compliant, appears as available where required and remains within the Section 16 time limit. |
Use GSTR-2B correctly before filing GSTR-3B
Reconcile each purchase invoice and debit note to GSTR-2B before preparing the available-ITC portion of GSTR-3B. If GSTR-2B marks a document as unavailable, do not place it in the available-ITC portion merely because a supplier has sent a PDF or because the accounting system shows the purchase.

Self-assess other ineligible credit and reverse it in the appropriate part of the return. Keep an exception log for documents that are missing, duplicated, amended, cancelled or linked to returned goods. Follow up with the supplier and recheck a later GSTR-2B rather than claiming unavailable credit speculatively.
A simple reconciliation workflow
- Export GSTR-2B for the tax period and lock the file used for the return.
- Match GSTIN, invoice or debit-note number, date, taxable value and tax amounts to the purchase register.
- Remove items relating to returned goods or supplier credit notes and calculate the ITC reversal.
- Separate available, unavailable and otherwise ineligible amounts.
- Enter only eligible available credit in GSTR-3B and retain the matching report and reviewer sign-off.
Section 16(4): a correction does not restart the ITC clock
Section 16(4) imposes a statutory time limit for claiming ITC. The exact deadline and any retrospective exception must be checked against the law and amendments applicable to the relevant period. A later credit note, debit note, invoice amendment or supplier upload does not automatically reset that clock for the underlying supply.
Before claiming an old invoice or debit note, record the financial year, the date on which the document became available, the relevant Section 16(4) deadline and the legal basis for any exception. If the document is outside the applicable limit, exclude the credit unless a clearly applicable exception has been documented.
Worked rate-change scenarios
Invoice issued before the new rate but supply facts point to the earlier tax point
Classify the supply, invoice and payment dates under the applicable time-of-supply rule. If the earlier rate governs, retain the original invoice and do not issue a credit note solely because the new rate is lower. Any later correction must be tied to a Section 34 ground.

Supply straddles the effective date and tax was overcharged
Document the notification, the three relevant dates and the calculation showing why the tax charged exceeds the tax payable. Issue a linked credit note for the excess, report it in the month of issue and verify the recipient’s ITC adjustment before reducing output tax.
Customer returns goods after claiming ITC
Record the returned quantity and tax, obtain evidence that the recipient reversed the corresponding ITC, issue the credit note, and include it in the correct GSTR-1 period. The supplier’s output-tax reduction and recipient’s reversal should appear in the reconciliation for the same commercial event.
Supplier sends a debit note after the ITC deadline
Check whether the debit note and underlying supply are still within the applicable Section 16(4) period. If not, a late upload or later correction does not create eligibility. Keep the document for audit purposes but do not claim the tax without a valid statutory basis.
Common failure modes and fixes
- Reprinting an invoice at the new rate: Reconstruct the time-of-supply analysis and preserve the original document instead.
- Using a credit note for any commercial discount: Test the reduction against Section 34 and retain contractual and operational evidence.
- Reducing output tax before checking ITC: Obtain the recipient’s non-availment or reversal confirmation, especially for returned goods.
- Reporting in the wrong GSTR-1 month: Use the month of credit-note issue and monitor the outer statutory cut-off.
- Claiming an item absent from GSTR-2B: Keep it out of available ITC in GSTR-3B until eligibility and reporting are established.
- Assuming a later note cures an old claim: Apply Section 16(4) to the underlying invoice or debit note and document any specific exception.
- Failing to preserve the original invoice: Keep the invoice, note, return evidence, tax calculation and ledger reconciliation together.
Records to retain for an audit-ready file
- The rate notification and the date on which the revised rate became effective.
- A transaction worksheet showing supply, invoice and payment dates and the time-of-supply conclusion.
- The original invoice and every linked credit or debit note.
- Goods-return receipts, transport documents, inspection reports or service-deficiency evidence.
- Recipient confirmation of ITC non-availment or reversal where the supplier reduces output tax.
- GSTR-1 acknowledgement and the return-period working for the credit note.
- GSTR-2B reconciliation, GSTR-3B calculation and approval of each ITC reversal.
- The Section 16(4) deadline analysis and any documented statutory exception.
Rate notifications, filing utilities and GST return guidance can change. Verify the notification, current portal behavior and applicable statutory text immediately before filing, particularly for transactions near a rate-change boundary or a credit-note cut-off.
