For a covered movement of goods, a transporter normally needs both documents: the GST tax invoice, bill of supply or delivery challan, plus a copy of the e-way bill or its e-way bill number. They perform different legal functions, so an e-way bill is not a replacement for the invoice. For imported goods, add the bill of entry and make sure its number and date are entered in Part A of the e-way bill.
The governing checklist is Rule 138A of the Central Goods and Services Tax Rules. It requires the person in charge of a conveyance to carry the applicable supply document and either a copy of the e-way bill or the e-way bill number. The number may be shown electronically; a paper copy is not the only acceptable format.
The short answer for a truck driver
Before the vehicle moves, match the consignment to its underlying document and make the movement record available:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Tax invoice for a taxable sale, or a bill of supply where a registered supplier is not charging tax on the supply.
- Delivery challan where the rules permit movement without a tax invoice, such as certain job-work, approval, repair or non-sale movements.
- E-way bill copy or e-way bill number for a movement covered by the e-way-bill rules.
- Bill of entry for imported goods, with its number and date entered in Part A of the e-way bill.
Keep the documents tied to the actual vehicle, goods, consignor, consignee and route. During an inspection, the officer may ask for the invoice or other prescribed document and the e-way bill evidence. Showing only one normally leaves the movement record incomplete.

Why the invoice and e-way bill are different
The invoice, bill of supply or delivery challan proves the underlying movement
The supply document explains what is being moved and why. A tax invoice records the supplier and recipient, description and quantity of goods, taxable value, applicable GST and other commercial particulars. A bill of supply is used in the situations where a tax invoice is not issued. A delivery challan supports a permitted movement that is not represented by a tax invoice at that point.
This document is primarily transaction and tax evidence. It lets the driver and inspecting officer connect the packages to the commercial or operational reason for transport.
The e-way bill records the movement
The e-way bill links the consignment to transport information, including the parties, document details and vehicle or transport-mode data required by the portal. It is a movement-control record rather than a substitute for the line-item document.

Rule 138A states: The person in charge of a conveyance shall carry—(a) the invoice or bill of supply or delivery challan, as the case may be; and (b) a copy of the e-way bill or the e-way bill number.
This wording describes two separate requirements in the same checklist.
Comparison at a glance
| Question | Invoice, bill of supply or delivery challan | E-way bill |
|---|---|---|
| Primary purpose | Shows the supply, tax treatment or permitted reason for movement. | Shows that the consignment is being transported under the e-way-bill system. |
| Usually created by | Supplier or the party issuing the document; a delivery challan is issued for the movement that it supports. | Supplier, recipient or transporter, depending on who generates it and the facts of the movement. |
| When needed | When the transaction or permitted movement requires that document. | When the movement is covered by Rule 138 and applicable notifications, thresholds and exemptions. |
| Typical data | Goods description, quantity, value, supplier, recipient and tax particulars. | Document reference plus transport details, vehicle or mode information and movement-related fields. |
| What the driver shows | The applicable document for the goods in the vehicle. | A paper copy or the e-way bill number in electronic form. |
| Can it replace the other? | No, unless a specific Commissioner notification prescribes an alternative document for a particular circumstance. | No, it does not generally replace the invoice, bill of supply or delivery challan. |
When an e-way bill is required
The ₹50,000 inter-State rule stated by GSTN
GSTN’s Welcome Kit says: e-Way Bill is mandatory for Inter-State movement of goods of consignment value exceeding Rs.50,000/- in motorized conveyance.
The stated figure is a consignment-value threshold for inter-State movement in a motorized conveyance, not a universal rule for every journey.
Before dispatch, confirm all of the following:
- Whether the movement is inter-State or intra-State.
- Whether the consignment value exceeds the applicable threshold.
- Whether the transport is by a motorized conveyance or another mode.
- Whether the goods are on the exemption list attached to Rule 138 or covered by another notified exception.
- Whether a State or route-specific notification changes the practical requirement.
Intra-State thresholds and exemptions can differ. Do not treat the ₹50,000 inter-State statement as an automatic exemption below that amount or as a complete rule for every State.
What value should be checked
Use the consignment value and valuation information entered for the movement, and apply the rule and notifications in force for the relevant State, goods and transport mode. Keep the invoice, bill of supply or delivery challan consistent with the value used in the e-way bill. A mismatch can prompt questions even where an e-way bill exists.

Who generates the e-way bill
Supplier or recipient generation
The supplier commonly prepares the e-way bill from the invoice, bill of supply or delivery challan. The recipient may generate it where the rules and transaction arrangement place that responsibility on the recipient. Whoever creates it must use the correct document number and date and provide the transport particulars required for the journey.
Transporter fallback duty for consignments above ₹50,000
If the consignor has not generated the e-way bill and the goods being carried exceed ₹50,000 in value, the transporter generates Form GST INS-01 using the invoice, bill of supply or delivery challan. This is a fallback responsibility; it does not remove the need to obtain and carry the underlying document.
- Obtain the consignor’s invoice, bill of supply or delivery challan before accepting the load.
- Check the consignor, consignee, document number and date, goods description, quantities and consignment value.
- Generate the e-way bill in Form GST INS-01 with the available consignment and transport information.
- Enter the correct vehicle number or other transport details required for the current movement.
- Give the driver the e-way bill number or a copy and retain access to the underlying document.
- Update transport details when the vehicle or transporter changes, following the portal’s permitted update process.
A transporter may also generate a consolidated e-way bill for multiple consignments carried in one vehicle. The consolidated record does not eliminate the need to carry the individual invoice, bill of supply or delivery challan for each consignment.
What to check before the vehicle leaves
Match the paperwork to the physical load
- Compare the document number and date with the e-way bill entry.
- Match the consignor and consignee names and GSTINs to the shipment instructions.
- Check product description, quantity, packages, weight where relevant and value.
- Confirm that the vehicle registration number is entered correctly and legibly.
- Check the origin, destination and transport mode.
- For a delivery challan movement, confirm that the reason for using a challan is documented.
Make the evidence available to the driver
Store a paper copy in the cab when practical, but also provide the e-way bill number in a form the driver can retrieve without relying on an office employee. Electronic presentation is permitted under Rule 138A. A screenshot or printed number should still correspond to the active e-way bill and the actual vehicle.
Check validity before a delay becomes a violation
Review the e-way bill’s validity and transport details after loading, at trans-shipment and whenever the route or vehicle changes. If the journey is delayed, use the portal procedure available for the particular status rather than continuing with stale or incorrect details.
Imported goods: the extra document
For imported goods, the driver or person in charge should carry the bill of entry in addition to the applicable movement documents. Enter the bill of entry number and date in Part A of the e-way bill. The bill of entry connects the goods to the customs import record; an ordinary domestic invoice alone does not provide that link.
Before departure from the port, customs location or warehouse, verify that the bill-of-entry details in the e-way bill exactly match the document. A wrong date or number can make an otherwise valid movement difficult to explain during inspection.

Bill-to/ship-to movements and the 2026 GSTN change
GSTN’s advisory dated 20 May 2026 makes the Ship To GSTIN mandatory in bill-to/ship-to e-way-bill transactions. If the consignee is unregistered, enter URP as directed by that advisory.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
In a bill-to/ship-to arrangement, the billed party and the physical recipient are not the same. Make sure the invoice, e-way bill and dispatch instructions identify the roles consistently. The driver should know the actual delivery address and be able to show the documents that explain why the goods are moving to that address.
The same advisory introduced voluntary e-way-bill closure after delivery. Closure is available to suppliers, recipients, transporters and an authorised driver or person whose mobile number is provided. Use closure only after delivery is complete and the details are correct; it is an administrative update, not a substitute for carrying the documents during transit.
Part A and Part B: avoid an incomplete e-way bill
Invoice or e-invoice data can populate Part A without completing the transport record. Ensure that Part B transport details are supplied before movement when the rules require them. A driver who has an e-way bill number but no usable vehicle or transport information may still face a problem at inspection.
- Confirm that the vehicle number is correct for the vehicle actually carrying the goods.
- For rail, air or vessel movements, enter the mode-specific information required by the portal.
- Update the record after trans-shipment or a vehicle change as permitted.
- Keep the updated number or copy available after every change.
Multiple consignments in one vehicle
When one vehicle carries several consignments, retain the individual document for each load. Where the rules permit or require it, the transporter can generate a consolidated e-way bill listing the individual e-way bill numbers.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Use a consolidated record to simplify movement-level checking, not to merge separate sales into one invoice. At unloading, each consignee should receive the document belonging to that consignment, and the vehicle records should remain traceable to the individual e-way bills.
Electronic versus paper evidence
Rule 138A allows the e-way bill to be carried as a physical copy or as the e-way bill number electronically. Therefore, a driver does not always need a printed e-way bill. The electronic number must be retrievable and must point to the current record for the goods and vehicle.

Paper remains useful where mobile coverage, battery life or device access is uncertain. It is an operational backup, not a replacement for generating a valid e-way bill. Similarly, a printed e-way-bill pad, folder or compliance manual cannot replace the transaction-specific number and documents.
Exceptions and alternative documents
Rule 138A allows the Commissioner, by notification, to require specified tax invoices, bills of supply, bills of entry or delivery challans instead of the e-way bill in particular circumstances. That authority is not a blanket waiver. A transporter must identify the exact notification and conditions before relying on an alternative.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When the transporter is a Goods Transport Agency
A Goods Transport Agency supplying road-transport services has additional invoice particulars under CBIC’s invoice rules. The GTA invoice particulars include gross consignment weight, consignor and consignee, vehicle registration number, description of goods, origin, destination and the GSTIN of the person liable to pay tax.
These GTA-service invoice details are separate from the e-way bill obligation for the goods being transported. A GTA invoice for freight does not replace the consignor’s tax invoice, bill of supply or delivery challan for the goods, and it does not replace the e-way bill.
Common mistakes and how to correct them
Carrying only the e-way bill number
Problem: The driver can show movement data but cannot show the invoice, bill of supply or delivery challan. Fix: Obtain the underlying document before dispatch and keep a paper or accessible electronic copy with the vehicle.
Recommended Free Tools
Assuming the invoice replaces the e-way bill
Problem: The vehicle carries a valid invoice but no e-way bill for a covered movement. Fix: Check the threshold, exemptions and State rules, then generate the e-way bill before movement where required.

Using an old vehicle number
Problem: The e-way bill identifies a vehicle that was changed after loading. Fix: Update Part B or the permitted transport field before continuing and give the driver the updated number.
Leaving Part B blank after e-invoice data transfer
Problem: Part A is populated, but transport details were never completed. Fix: Enter the required Part B details and verify that the record is usable for the actual mode and vehicle.
Ignoring the unregistered consignee field
Problem: A bill-to/ship-to e-way bill omits Ship To GSTIN or uses an inconsistent value. Fix: Follow the 20 May 2026 GSTN advisory: make Ship To GSTIN mandatory and use URP when the consignee is unregistered.
Treating an exemption as automatic
Problem: The team assumes that a low-value or exempt-looking consignment needs no e-way bill without checking the notification. Fix: Confirm the exact commodity, State, route, transport mode and applicable exemption attached to Rule 138.
Practical dispatch checklist
- Identify whether the movement requires a tax invoice, bill of supply or delivery challan.
- Determine whether Rule 138 and the relevant State or route notifications require an e-way bill.
- For inter-State movement in a motorized conveyance, check the GSTN-stated ₹50,000 consignment-value threshold and all exemptions.
- Generate the e-way bill from the correct document, or have the transporter generate Form GST INS-01 when the consignor has not done so for a covered consignment above ₹50,000.
- Complete Part B transport details and verify the vehicle or mode.
- For imports, enter the bill of entry number and date in Part A and carry the bill of entry.
- For bill-to/ship-to movements, enter Ship To GSTIN or URP as applicable under the 20 May 2026 advisory.
- Give the driver the invoice, bill of supply or delivery challan and the e-way bill copy or number.
- For multiple consignments, retain each individual document and create a consolidated e-way bill where required.
- Recheck every document after trans-shipment, vehicle replacement, delay or delivery.
What an inspection-ready vehicle should be able to show
An inspection-ready driver can identify the goods in the vehicle, produce the applicable invoice, bill of supply or delivery challan, and provide the e-way bill copy or number. For imported goods, the driver can also produce the bill of entry. The records agree on the parties, goods, value, route and vehicle, and any special case—such as a delivery challan, bill-to/ship-to arrangement, consolidated movement or exemption—has supporting information.
That is the practical distinction: the supply document explains the goods and transaction; the e-way bill explains their movement. Carrying both, in paper or permitted electronic form, is the safest way to satisfy the Rule 138A checklist.
