Which five states are named for core representation?
BusinessToday reported on October 6, 2026, that Maharashtra, Uttar Pradesh, Gujarat, Tamil Nadu and Karnataka would make up a non-rotating core of the proposed committee. Calling these “permanent seats” overstates what is established: the arrangement is reported as a proposal, and the available reports do not confirm formal approval. BusinessToday’s report describes the five states as the core, while a report from Economic Times BFSI the previous day characterizes membership as rotating and says no state would have a permanent seat.
How many seats and which other states are reported?
Under the BusinessToday account, the proposed committee would include 12 state representatives: five in the non-rotating core and seven additional places that would rotate every two years. The report lists these states for the first two-year cycle:

This is a reported first-cycle grouping, not a confirmed complete roster of appointed members. The available reporting does not establish the full official membership list.

How would states be selected?
The reported proposal groups states by relative size in the GST system using two indicators:
- Post-settlement gross State GST (SGST) revenue for FY2025-26.
- Registered GSTIN counts as of March 31, 2026.
The report does not provide the values for individual states or explain how much weight each indicator would carry. It is therefore not possible to reproduce the selection, infer a precise state ranking, or determine how a close case would be decided from the information reported. Economic Times BFSI’s October 5 report also describes state size as the basis for membership and says seats would rotate every two years, but its account conflicts with BusinessToday’s description of a non-rotating core.

The proposal also reportedly includes a centralised GST Council Secretariat process for receiving, screening, categorising and tracking representations. Similar submissions could be grouped together, with issues considered to have wider policy or systemic relevance prioritised for referral to the appropriate committee. These are reported elements of a proposed process, not confirmed operating procedures.

Is the new arrangement approved?
The available reports do not establish that the GST Council has formally approved or implemented this restructuring. They differ on the key question of permanence: BusinessToday says five states would form a non-rotating core while seven other places rotate; Economic Times BFSI says membership would rotate every two years with no permanent state seats. The reports do not establish whether that difference reflects two descriptions of one design or materially different proposals.
The Council’s official record of its 14th meeting provides historical context, not confirmation of the 2026 plan. That record proposed eight standing committees for different aspects of the GST project, each with two convenors—one from the Centre and one from a state—to identify action steps and provide a blueprint and timelines.
