Choose the composition scheme only if your business is eligible, mainly serves customers who do not need GST credit, can operate within the scheme’s supply restrictions, and accepts that it cannot collect GST separately or claim input tax credit (ITC). Regular GST registration is usually the better fit when you sell to GST-registered businesses, need ITC on purchases, expect interstate sales, or require conventional tax invoices.

Composition is not automatically cheaper. Its simpler payment and return routine can be offset by blocked ITC, customer demands for credit-eligible invoices, and limits on where and how you supply. The right choice depends on your preceding-year aggregate turnover, activity, state, customer mix, purchases and growth plans.

Composition and regular GST at a glance

Decision factor Composition levy Regular registration
Who can use it Only eligible taxpayers and activities meeting section 10 and related rules. Taxpayers following the normal GST provisions, subject to registration requirements.
Tax calculation A prescribed composition amount based on turnover and the taxpayer’s eligible category. Tax is calculated under normal provisions on taxable supplies, with eligible ITC reducing net liability.
Customer invoice No separate GST collection. The taxpayer issues a bill of supply carrying the wording required for a composition taxpayer. Tax invoices may be issued for taxable supplies and applicable GST may be charged.
Input tax credit ITC on purchases cannot be claimed. Eligible ITC can be claimed when the Act’s conditions are met.
Interstate outward supplies Restricted. Confirm the current statutory position for your exact supplies before choosing it. Generally the more workable route for interstate business, subject to normal GST rules.
Routine reporting The GST Portal guide describes quarterly CMP-08 payment and an annual GSTR-4, with no GSTR-1 for composition periods. GSTR-1 outward-supply reporting applies, monthly or quarterly where eligible, along with other applicable normal returns.
Typical customer fit Small businesses selling mainly to final consumers and not dependent on ITC. Businesses selling to GST-registered customers, carrying significant eligible purchases, or operating across states.

The customer-fit descriptions are practical inferences from the invoice and credit rules, not guarantees of savings.

What the composition scheme actually changes

You pay a prescribed levy instead of normal output-tax accounting

A composition taxpayer pays the prescribed amount for its eligible category, calculated with reference to turnover. The applicable rate depends on the category and current notification; do not use a rate copied from an old article without checking the current rules page or notification.

You cannot add GST to the customer’s bill

Composition taxpayers cannot collect GST separately from customers. They issue a bill of supply with the composition wording prescribed by the rules. A customer therefore pays the quoted price without a separately recoverable GST line, and a GST-registered customer cannot use your bill to claim ITC from your supply.

Your purchase tax becomes a cost

Composition taxpayers cannot claim ITC on purchases. GST paid to suppliers is therefore part of the business’s cost base unless your supplier’s price or commercial terms absorb that effect. This is why comparing only a composition percentage with a normal output-tax percentage can give the wrong answer.

The compliance calendar is lighter, not optional

The GST Portal’s composition guide describes quarterly payment through CMP-08 and an annual GSTR-4. You still need accurate turnover records, eligible-category checks, invoices or bills of supply, payment evidence and any other records required by law. Simplified reporting does not waive eligibility conditions.

How regular GST registration works differently

Tax invoices support the customer’s credit chain

A regular taxpayer may issue GST tax invoices for taxable supplies and charge the applicable GST. A GST-registered business customer can generally use an eligible tax invoice as part of its own ITC claim, subject to that customer meeting the Act’s conditions. This commercial feature often matters more than a headline tax rate when your buyers are businesses.

Eligible ITC reduces net tax

Regular registration permits eligible ITC on purchases, subject to statutory requirements. The economic calculation is therefore output GST on taxable sales minus eligible purchase credit, rather than output GST alone. Keep supplier invoices, receipt records and other documentation needed to support the claim.

Normal returns require a fuller calendar

Regular taxpayers report outward supplies through GSTR-1. The portal describes monthly or quarterly GSTR-1 filing where the taxpayer is eligible and chooses the relevant option. GSTR-1 is not the whole compliance calendar: payment returns and any other applicable statements or annual obligations must also be tracked.

Eligibility and threshold checks before you choose

Composition is optional but conditional

You can opt for composition only when the taxpayer and its activities satisfy section 10 and the related rules. Eligibility depends on preceding-year aggregate turnover, business category, supply geography and exclusions. Review every business operated under the same PAN rather than looking only at one registration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use threshold figures as orientation, not a universal promise

The GST Portal’s 2025 welcome kit presents these commonly cited limits:

Business description in the guide Figure shown How to interpret it
Goods suppliers ₹1.5 crore Presented as the familiar threshold, subject to state exceptions and current legal verification.
Specified states ₹75 lakh Presented for specified states in the guide; confirm whether your state and activity fall within the current notification.
Service or mixed-supply option ₹50 lakh Presented for the relevant service or mixed-supply option; verify the exact conditions before relying on it.

These are eligibility limits, not estimates of savings. The applicable figure can depend on the state, category and notification in force. The portal checks PAN-level turnover for the current and immediately preceding financial years when validating an application. An older CBIC FAQ contains historical figures alongside useful general explanations, so current portal validation and the latest rules or notifications take precedence.

Check activity and geography, not just turnover

A turnover below a headline limit does not by itself make a business eligible. Confirm that each activity fits the permitted category, that excluded supplies are not disqualifying, and that your planned outward supplies comply with the interstate and other geographic conditions. If you have goods, services and mixed activities, test the rules against the whole business rather than treating one product line in isolation.

The decision factors that determine the better option

1. Customer type and invoice expectations

List your customers by type. If most are final consumers, they may care primarily about the final price and may not need an ITC-supporting invoice. If a substantial share are GST-registered businesses, ask whether they require a tax invoice and credit. A bill of supply that cannot pass on ITC can affect your quoted price, vendor selection and ability to win contracts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Value of your purchases and expected ITC

Estimate the GST embedded in your regular purchases: inventory, raw materials, equipment, rent and professional services where credit is legally available. Under composition, none of that purchase tax can be claimed. Under regular registration, only eligible amounts supported by the statutory conditions count. Compare the annual value of realistically claimable ITC with the additional recordkeeping and return work of normal taxation.

3. Interstate sales and expansion plans

Composition has restrictions on interstate outward supplies. If you expect to sell to customers in other states, use marketplaces or distributors outside your state, or expand geographically during the year, examine regular registration before opting in. Do not assume that a later expansion can continue unchanged under composition; a change in supplies can require withdrawal and normal-tax treatment.

4. Turnover headroom and growth speed

Measure your projected turnover against the applicable limit and include all PAN-level businesses considered by the portal. A business close to the limit may face a mid-year compliance change if growth accelerates. Build a monthly warning threshold below the legal ceiling, review sales weekly or monthly, and decide who will monitor the limit.

5. Administrative capacity

Composition can reduce the frequency and complexity of routine filings, while regular registration demands a fuller return and reconciliation process. The value of that simplicity depends on your records: poor sales classification or missing purchase documents can create problems under either scheme. Consider whether you or your adviser can maintain invoice series, turnover ledgers, supplier records and filing deadlines consistently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Business model and margin structure

For a low-margin reseller with substantial taxable purchases, blocked ITC can outweigh a simpler composition routine. For a service business with few creditable inputs and mainly consumer clients, the trade-off may point the other way if the service option’s conditions are met. Calculate using your own sales, purchases and customer mix rather than assuming one scheme is always cheaper.

A practical calculation without relying on a headline rate

Prepare two side-by-side worksheets for a representative financial year.

  1. Composition worksheet: project eligible turnover, apply the prescribed rate for your category, add GST paid on purchases as a cost, and include bookkeeping or adviser fees.
  2. Regular worksheet: calculate GST on taxable sales under normal provisions, subtract only ITC that is legally eligible and documentable, and include the cost of additional return preparation and reconciliation.
  3. Customer adjustment: model whether business customers would demand a lower price because they cannot claim ITC from a composition bill of supply.
  4. Growth adjustment: run the calculation again with your expected interstate sales and a high-growth turnover case.
  5. Cash-flow check: map when customer money, supplier GST, quarterly CMP-08 payments or normal return payments actually leave the bank account.

The result is a business-specific comparison, not a published average. No reliable statistic establishes a typical compliance saving or the share of taxpayers using either option.

What compliance looks like after choosing composition

At the point of sale

  • Issue a bill of supply, not a taxable GST invoice.
  • Do not show or collect GST separately from the customer.
  • Use the composition wording required by the rules on the bill.
  • Display the required composition declaration on the business signboard or other prescribed location.
  • Track turnover and supply geography continuously so a disqualifying transaction is identified quickly.

During the year

  1. Maintain a sales ledger that separates taxable turnover categories and records the place and nature of each supply.
  2. Reconcile sales totals to bank receipts, point-of-sale records and issued bills of supply.
  3. Retain purchase invoices even though ITC is unavailable; they support cost records and may be needed for transition or audit questions.
  4. Review PAN-level turnover and eligibility at regular intervals, not only at year-end.
  5. Pay the quarterly CMP-08 amount by the portal deadline and retain the acknowledgement.

At year-end

File the annual GSTR-4 described in the portal guide and complete any other obligation applicable to your registration. Check that the annual turnover, category and payment figures reconcile with your books before submission.

What compliance looks like under regular registration

Invoice and purchase controls

Use tax invoices that contain the required particulars, charge the applicable GST, and maintain a purchase register linking supplier invoices to goods or services received. Reconcile supplier data and investigate mismatches before claiming credit. Credit is not automatic merely because a document contains a GSTIN.

Return planning

File GSTR-1 monthly or quarterly where eligible and according to your selected filing option. Add the other normal returns, payments, annual filings and registration-specific statements that apply to your business. Assign an owner and calendar for each due date; treating GSTR-1 as the complete process is a common control failure.

Pricing and contracts

Quote whether prices are GST-inclusive or exclusive, state the applicable rate where required, and ensure contracts allow for changes in tax status. Customers that depend on ITC may prefer a regular supplier even when the composition supplier offers a lower sticker price.

How to choose: a step-by-step decision process

  1. Map the business: list every product and service, registration state, customer location, sales channel and PAN-linked business.
  2. Verify eligibility: check section 10, the related rules, current notifications, preceding-year aggregate turnover and activity exclusions.
  3. Mark interstate exposure: identify current and planned outward supplies to other states. If these are central to the model, treat regular registration as the starting option for review.
  4. Quantify ITC: total only purchase credits that would be legally eligible under normal registration and compare them with composition’s blocked credit.
  5. Ask customers: obtain written feedback from major GST-registered buyers on whether they require tax invoices and ITC.
  6. Model turnover headroom: forecast a conservative, expected and high-growth case against the applicable limit.
  7. Compare workload: price quarterly CMP-08 and annual GSTR-4 administration against the normal return, reconciliation and invoice controls.
  8. Document the decision: keep the assumptions, notification checked, customer analysis and calculations with your tax records.
  9. Set review triggers: review the choice before launching a new state, adding a new activity, taking a large capital purchase or approaching the turnover limit.

Switching between composition and regular taxation

Moving from regular registration to composition

An eligible regular taxpayer generally opts into composition from the beginning of a financial year. Before doing so, confirm that all PAN-linked businesses and planned supplies satisfy the conditions, redesign invoices as bills of supply, update pricing and notify customers who rely on tax invoices. Do not change the customer-facing documents until the portal acceptance and effective date are clear.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaving composition voluntarily

A composition taxpayer can withdraw and choose normal taxation when the business needs interstate sales, customer ITC, regular tax invoices or another feature composition does not provide. Plan the effective date, update invoices and accounting codes, and begin normal return reporting from that date.

Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.

Leaving because conditions are no longer met

If the taxpayer ceases to satisfy a composition condition or crosses the applicable limit, the rules require transition to normal tax treatment and the relevant withdrawal action. Stop issuing composition bills when normal taxation becomes effective and account for tax on subsequent supplies under the normal provisions.

Stock credit at transition

Input tax credit on stock or other items at the transition is subject to statutory requirements. A switch does not automatically restore every credit previously lost under composition. Preserve invoices, inventory records, dates and tax components so any credit claim can be tested against the transition rules.

Common mistakes and how to prevent them

  • Using an old threshold: verify the latest notification and portal validation instead of relying on a historical FAQ figure.
  • Comparing only nominal rates: include blocked ITC, customer price pressure, compliance fees and cash-flow timing.
  • Collecting GST under composition: issue the required bill of supply and remove any separate GST charge.
  • Claiming ITC under composition: block the credit workflow in your accounting system and train staff on the scheme status.
  • Ignoring interstate plans: review supply geography before accepting an order outside the permitted scope.
  • Forgetting PAN-level turnover: consolidate businesses under the same PAN for the portal’s eligibility check.
  • Assuming customers are indifferent: ask GST-registered buyers whether a bill of supply will disqualify their expected credit.
  • Treating simplified returns as no records: retain invoices, ledgers, payment evidence and eligibility calculations.
  • Assuming transition credit is automatic: test each stock-credit item against statutory conditions.

When professional review is worth the cost

Obtain advice from a GST practitioner or chartered accountant when you have multiple registrations, mixed goods and services, related businesses under one PAN, significant capital purchases, uncertain activity classification, interstate plans or turnover close to the limit. Ask the adviser to identify the notification and effective date used, not merely to quote a percentage. A GST accounting or return-preparation system can help with recurring records and reminders, but software cannot decide eligibility or replace a review of the current law.

Source freshness and legal caution

Thresholds, rates, forms and portal procedures can change. The figures above reflect the GST Portal’s 2025 welcome kit and the institutional guidance available through October 2026, while the governing requirements come from CBIC statutory material, the Composition Rules, CBIC FAQs and GST Portal manuals. Check the current notification, rules and portal instructions immediately before opting in, filing or changing status. This article explains the decision framework; it is not a determination of your eligibility.

Bottom line

Choose composition when the business is demonstrably eligible, sells mainly to final consumers, has limited creditable purchases, can stay within the supply restrictions and values a lighter routine more than invoice-based ITC. Choose regular registration when customer credit, interstate selling, substantial eligible purchases or growth flexibility matter. If the answer is close, run both worksheets with your actual turnover and purchase records and obtain a current eligibility review before changing status.
