The correct GST checklist starts with your country, business activity and registration status. GST is not governed by a worldwide freelancer rule. Confirm the jurisdiction that taxes your sales, test its registration trigger, then set up charging, records, returns and payments for that jurisdiction. The Australia and New Zealand figures below are official examples, not thresholds that can be transferred to another country. Canadian filing guidance is included where it illustrates a separate requirement.
1. Confirm the rules that apply to you
Write down the country (and, where relevant, the state, province or territory) in which your taxable activity is carried on. Then describe what you sell, where customers are located, whether you are resident or non-resident, and whether you are already registered. Those facts can change the registration test, the tax treatment of a sale and the records you must keep.
Check the activity, not the label
“Freelancer,” “sole trader,” contractor and small business are business descriptions, not GST exemptions. Registration can depend on turnover, the type of activity, where supplies are made and special rules for non-residents or particular industries. Keep a note of the authority and page you used, the date checked and any exception that might apply to your activity.
Test the registration trigger
| Jurisdiction example | Published trigger or rule | Important qualification |
|---|---|---|
| Australia | A$75,000 GST turnover for a general business | Australian Government business.gov.au also describes a A$150,000 threshold for non-profit organisations and special rules for some activities. These figures are Australian rules, not a general GST standard. |
| New Zealand | NZ$60,000 turnover in the last 12 months or expected in the next 12 months for a taxable activity | Inland Revenue guidance updated 13 February 2025 also says registration is required when the business adds GST to its prices. |
| Canada | No threshold is stated in the material used for this checklist | Use the Canada Revenue Agency’s current GST/HST registration test for your supplies and status rather than importing an Australian or New Zealand amount. |
Track rolling turnover rather than waiting for a year-end total. Keep evidence for both the period already completed and any reasonable forecast used by your local authority. Ask the authority whether voluntary registration is available and what consequences follow if you register before compulsory registration.

2. Complete registration and choose your operating settings
Once the local test says you must (or may) register, complete the authority’s registration process before the effective date it assigns. Save the confirmation, registration number, effective date and the account used for filing. A registration is not complete merely because you have applied; check when you may legally add GST to prices.
- Confirm the effective date. Use the date supplied by the authority for the first taxable period. Mark it in your invoicing and bookkeeping system.
- Choose the accounting basis. Where the jurisdiction offers cash, invoice or another basis, select the one permitted for your business and record the choice. The basis determines which sales, purchases and adjustments belong in a return.
- Choose filing frequency. Record the assigned or selected monthly, quarterly, annual or other filing cycle and every due date. New Zealand Inland Revenue requires businesses to select an accounting basis and filing frequency.
- Configure prices and tax codes. Decide whether displayed prices include GST, exclude it or must be shown in another prescribed way. Create separate codes for taxable, zero-rated and exempt transactions only if those categories exist in your jurisdiction.
- Set up payment and contact details. Ensure the authority has the correct business name, address, bank details and contact person. Keep confirmation of every change.
- Tell people who issue invoices for you. A tax agent, marketplace or digital service provider can help, but you remain responsible for accurate records and returns. The Australian Government’s small-business GST guidance states: “Even if you use a registered tax agent or digital service provider, keeping accurate records is your responsibility.”
3. Charge the right amount on each sale
Classify every supply
Before sending an invoice, determine whether the sale is taxable, exempt, zero-rated or outside the GST system under your local rules. Do not assume that a service is exempt because it is supplied online, or that an overseas customer automatically makes a sale zero-rated. Check place-of-supply, export, digital-service, marketplace and industry rules that apply to the specific transaction.
Make the price and tax treatment unambiguous
State whether the quoted amount includes GST. If GST is added, show the tax separately where required and make the total payable clear. If you advertise a tax-inclusive price, configure your system so the tax component is calculated correctly rather than adding GST a second time at checkout.
Separate business and private use
When an expense or asset is partly private and partly used in the taxable activity, claim and adjust only the business portion allowed by local law. Keep the allocation method and supporting calculations with the transaction record. The same discipline applies to mixed-use sales and later changes in use.

4. Issue compliant transaction information
Invoice terminology differs by country, so use the document name and fields required by your authority. A receipt, invoice, credit note, contract and payment record may collectively establish the transaction, but do not assume that one document can replace information your rules require.
| Jurisdiction example | Document requirement highlighted by official guidance | What to do |
|---|---|---|
| Australia | Registered businesses need tax invoices for taxable sales, containing specified supplier and transaction information. | Use the Australian tax-invoice rules for the relevant sale, retain copies and issue corrections or credit documents in the prescribed way. |
| New Zealand | From 1 April 2023, taxable supply information replaced the former requirement for a tax invoice as one named document. | Ensure the required information exists and can be linked across invoices, contracts, receipts or other records when the rules allow multiple documents. |
| Canada | The material used here does not specify a universal invoice template. | Follow the Canada Revenue Agency’s GST/HST documentation rules for your supplies and customer type. |
Capture the core evidence
For each sale, retain the date, supplier identity, customer or recipient information required locally, description and quantity of goods or services, consideration, GST rate and amount where applicable, and any reference needed to connect a credit, refund or adjustment. Add your registration number and other prescribed fields when the jurisdiction requires them. For low-value or special transactions, verify whether simplified information is permitted.
5. Keep records that prove every number
Your records should let you move from a return line to the underlying sale, purchase, payment and calculation. Keep sales invoices and receipts, purchase invoices, expense evidence, credit notes, import or export documents where relevant, bank and payment-processor statements, payroll or contractor records that affect the activity, asset registers, adjustment workings and copies of filed returns.
Retention periods are local
| Jurisdiction example | Retention period stated in official guidance |
|---|---|
| Australia | Five years for GST records, according to Australian Government small-business GST guidance. |
| New Zealand | At least seven tax years for tax records, including electronic records, according to Inland Revenue guidance. |
| Other countries | Not stated here; check the relevant tax authority before deleting records. |
Keep records in a form that remains readable and retrievable for the whole period. Inland Revenue New Zealand identifies both a manual cashbook and bookkeeping software as possible systems, and says records may be paper or electronic. A cashbook is a method, not proof that every required field or reconciliation exists.

Protect the audit trail
- Use sequential document numbers and do not overwrite issued invoices.
- Store original electronic files and a readable export, with access controls and backups.
- Attach receipts and calculations to the transaction instead of leaving them in an unlabelled folder.
- Document who approved refunds, write-offs, private-use allocations and other adjustments.
- Test that an old record can still be opened and found before the retention deadline approaches.
6. Reconcile before you file
Reconciliation is the control that catches missing sales, duplicate purchases and incorrect tax codes before they become a filed error. Complete it for the exact return period and accounting basis you selected.
- Export the sales ledger, purchase ledger and GST tax-code report for the period.
- Match deposits and withdrawals to bank statements, cash receipts, card processors and marketplace reports.
- Investigate unmatched items, duplicate entries, refunds, chargebacks and transactions dated near the period boundary.
- Confirm that each input-tax claim relates to the taxable activity and has acceptable evidence.
- Split mixed-use costs using the locally required method and retain the calculation.
- Check credit notes, bad-debt adjustments, imports, exports and currency conversions where relevant.
- Recalculate the return totals independently of the bookkeeping screen, then record the reviewer, date and explanation of material differences.
Do not claim an amount merely because a supplier’s document shows tax. Eligibility for input credits and adjustments depends on the jurisdiction, the nature of the purchase and the evidence held.
7. File and pay every required period
Use the tax authority’s portal, approved software or authorised filing channel. Submit the return by its due date even when activity is low or the result is nil, unless the authority expressly says a filing is not required. Save the submitted return, confirmation number, payment receipt and any calculation exported from your records.

The Canada Revenue Agency says electronic filing is required for GST/HST periods beginning in 2024 or later. That requirement does not automatically apply to another country. New Zealand Inland Revenue states that returns and required payments are due by the applicable deadline; late filing or payment may attract penalties and interest. Check the authority’s calendar for your filing frequency rather than relying on a generic quarterly date.

Pay the net amount safely
Separate the GST collected from operating cash where possible so a filing does not create a cash crisis. Schedule payment early enough for bank processing, verify the destination account and keep proof of settlement. If you cannot pay on time, contact the authority before the deadline to ask about an approved arrangement; do not silently skip the return.
8. Correct errors and manage changes
When you find an error, preserve the original record, identify the affected period and determine whether local rules require an adjustment in the next return, an amended return or a separate disclosure. Keep the calculation, reason, approval and supporting documents together. Never delete an issued invoice to hide a mistake.
Review these events promptly
- Turnover approaches or falls below the registration trigger.
- You add a new product, digital service, location, marketplace or overseas customer base.
- Your business structure, legal name, address, bank details or authorised contact changes.
- You start or stop using an asset privately, sell business assets or cease trading.
- You change accounting basis, filing frequency, software or tax agent.
Before deregistering, confirm the effective date and any final-return, asset, adjustment or record-retention obligations. A business that has stopped selling may still need to file a final period and retain its records.

9. Choose paper, digital or a hybrid system
| Decision criterion | Questions to ask |
|---|---|
| Completeness | Does the system capture all required sales and purchase details, tax categories, documents and adjustments? |
| Reconciliation | Can you compare the ledger with receipts, invoices, bank activity and payment-platform data without manual gaps? |
| Retention and retrieval | Will records remain readable, backed up and searchable for the entire local retention period? |
| Accounting basis | Does it calculate tax according to the cash, invoice or other basis you selected? |
| Filing output | Can it export or submit information in the format accepted by your authority? |
Inland Revenue New Zealand says compatible accounting software can be used to file returns. Verify compatibility, data ownership, backup arrangements and the ability to export records before relying on any product. A spreadsheet or cashbook can work for a simple activity only if it captures the required evidence and supports reliable reconciliation.

10. Common failure points and fixes
Using another country’s threshold
Symptom: You wait until a foreign currency equivalent of A$75,000 or NZ$60,000. Fix: remove the imported figure, identify your authority and document its current registration test.
Adding GST before the effective date
Symptom: Quotes and invoices show tax before registration is active. Fix: correct customer documents and prices, then confirm the authority’s treatment of amounts already collected.
Missing evidence for claims
Symptom: The ledger has an expense but no valid supporting document or business-use allocation. Fix: obtain acceptable evidence where permitted, otherwise reverse or defer the claim and record why.
Assuming a quiet period needs no return
Symptom: A nil quarter is ignored. Fix: check the filing obligation for that period and submit a nil return when required.
Deleting records after filing
Symptom: Receipts or electronic files are removed once the refund arrives. Fix: apply the local retention period, preserve an audit trail and test backups.
11. A repeatable monthly GST control
At least monthly, review turnover against the local registration trigger, classify new supplies, issue compliant transaction information, reconcile bank and payment data, attach missing evidence and set aside expected GST. At each filing date, complete the reconciliation checklist, submit through the accepted channel, pay by the deadline and archive the confirmation. At year-end and whenever the business changes, recheck registration, accounting basis, filing frequency, contact details and retention arrangements against the current authority guidance.
