Granite Construction is not simply a road-and-bridge contractor. It combines civil infrastructure construction with a materials business, public and private customers, and a regional operating footprint. A useful comparison therefore starts with business mix and contract economics, then moves to backlog quality, customer concentration, execution, cash generation, balance-sheet risk, growth assumptions, and valuation.

The figures below are from fiscal-year 2025 filings unless stated otherwise. Granite’s reported $7.0 billion of committed and awarded projects, $468.916 million of operating cash flow, and $1.177 billion of Materials revenue are different measures and should not be added together or treated as guaranteed future revenue.

What Granite Construction does—and why the comparison is not one-dimensional

Granite Construction Incorporated (NYSE: GVA) describes itself as a U.S. civil infrastructure contractor and construction-materials producer. Its public-sector work includes transportation, bridges, dams, utilities, power, and water infrastructure. Private-sector work includes commercial and industrial site preparation, mining, rail, and energy-related infrastructure services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The company also owns or leases aggregate reserves and operates materials-processing facilities. Those operations supply Granite projects and sell to third parties. This creates a comparison issue that a simple revenue or market-cap ranking misses: part of Granite’s economics comes from producing and selling materials, while another part comes from bidding, building, and closing construction contracts.

  • Economical &Reusable: Built durable materials with a long-lasting battery, our CAGIWIRU air duster it's a sustainable alternative to disposable air cans.

Investors should separate three questions:

  • What end markets and customer types generate revenue?
  • How much of the reported project pipeline is executed work versus a less certain award or opportunity?
  • How reliably do projects convert into margin and operating cash flow?

A contractor with a smaller revenue base can have a different risk profile from a larger company if it has less customer concentration, more recurring service work, lower fixed-cost exposure, or a backlog with stronger contractual support. Conversely, a large backlog can produce disappointing returns when estimates, schedules, claims, or working capital move against the contractor.

Compare business mix before comparing size

Granite’s integrated civil-and-materials model

Granite’s construction activities span transportation and heavy civil projects, utilities, power, water, and selected private infrastructure work. Its Materials segment adds aggregates and processed construction materials. That integration can provide access to internal supply, local market knowledge, and third-party materials sales. It can also add exposure to quarry reserves, permitting, input costs, utilization, local demand, and the capital required to maintain processing assets.

For an investor, the key question is not whether materials integration is automatically good or bad. The question is how much it contributes to revenue, operating profit, cash flow, and capital requirements in the period being analyzed. Granite reported $1.177 billion of Materials segment revenue in 2025. Compare that number with the company’s own prior periods and segment profitability; do not compare it directly with a peer’s construction-services revenue without first checking segment definitions.

Sterling Infrastructure is a different mix, not a perfect substitute

Sterling Infrastructure, Inc. reported $2.49 billion of FY2025 revenue. Its filing organizes operations into E-Infrastructure, Transportation, and Building Solutions. That mix can expose Sterling to data-center and other digital-infrastructure development, transportation work, and building-related projects in proportions that differ from Granite’s civil-and-materials model.

The difference matters when interpreting growth. A surge in a data-center-related end market, a state transportation program, or private site development will not affect the two companies in the same way. A direct revenue-multiple comparison can therefore hide unlike-for-like exposure to project duration, customer bargaining power, equipment intensity, and cyclicality.

Use a segment bridge, not a single industry label

Build a bridge from each issuer’s reported segments to common analytical categories. A practical template is:

Analytical category Questions to answer Granite example Sterling example
Transportation and heavy civil What share comes from roads, bridges, transit, dams, and related public works? How long are projects and how claim-intensive are they? Core public-infrastructure exposure, with project timing and contract execution affecting results. Transportation is a separately reported segment, but its scope is not identical to Granite’s.
Utilities, power, water, and energy infrastructure Are projects regulated, publicly funded, privately financed, or tied to a small number of developers? Granite identifies utilities, power, water, and energy-related infrastructure among its markets. Map the exposure to Sterling’s reported segment descriptions rather than assuming equivalence.
Materials Are aggregates and processed materials sold externally, consumed internally, or both? What are reserve, permit, and utilization risks? Materials revenue was $1.177 billion in 2025; Granite owns or leases reserves and operates processing facilities. Not stated in the cited FY2025 figures; do not infer a comparable materials platform.
Building, industrial, and site development How much work depends on private developers, industrial investment, mining, or commercial construction? Private work includes commercial and industrial site preparation, mining, and rail. Building Solutions is a named Sterling segment, with a different mix from Granite’s private civil work.

After building this bridge, compare margins and cash conversion within the closest categories. Avoid calling companies “peers” solely because both perform infrastructure work.

Understand what each company means by backlog

Granite’s $7.0 billion project measure

Granite reported $7.0 billion of committed and awarded projects at December 31, 2025. That is a company-defined portfolio measure. It describes the projects Granite included under its stated criteria at year-end; it is not a promise that $7.0 billion will become revenue or profit on a fixed schedule.

Granite says project progress, change orders, claims, and contract payment terms can affect revenue, margins, and operating cash flow. A project can be awarded but still have an uneven billing profile, unresolved scope, or cost exposure. The portfolio number should therefore be analyzed with contract type, expected duration, remaining cost, and billing terms where disclosed.

Sterling’s signed backlog and unsigned awards

Sterling reported $3.0 billion of signed backlog, described as remaining performance obligations or backlog, plus $300.7 million of unsigned awards at year-end 2025. Sterling explicitly distinguishes signed backlog from unsigned awards. That distinction is valuable because an unsigned award generally has a different level of contractual certainty from an executed contract.

Do not rank Granite’s $7.0 billion against Sterling’s $3.0 billion plus $300.7 million by headline value alone. The companies may include different contract stages, options, joint-venture amounts, or project categories. Read the backlog definition, then classify each item as executed, conditionally awarded, or otherwise less certain.

Tutor Perini’s warning is a useful sector-wide check

Tutor Perini reported approximately $20.6 billion of backlog at December 31, 2025 and warned in its Form 10-K: “The revenue currently projected in our backlog may not be fully realized and, if realized, may not result in profits or may be less profitable than expected.” That statement concerns Tutor Perini’s own backlog, not Granite’s or Sterling’s, but it captures the central analytical rule: backlog is not a standalone forecast of revenue, margin, or cash.

Calculate backlog quality, not just backlog-to-revenue

For each contractor, create a worksheet with these fields:

  1. Reported backlog or project-portfolio amount and the exact date.
  2. Signed or executed work, separately from unsigned awards, options, or other pipeline categories.
  3. Expected revenue by year, if disclosed, and the portion scheduled beyond the next fiscal year.
  4. Contract type, including fixed-price, cost-plus, unit-price, design-build, or other structures where disclosed.
  5. Remaining cost estimate, expected gross margin, and major unresolved claims or change orders.
  6. Customer, geography, and joint-venture concentration.
  7. Cancellation, termination, permitting, financing, or notice-to-proceed conditions.

Only after these fields are aligned should you use backlog-to-revenue as a rough visibility indicator. A high ratio can mean strong future work, but it can also reflect long-duration projects, delayed execution, or a denominator depressed by a weak current year.

Check customer and geographic concentration

Revenue concentration can make an apparently diversified contractor dependent on one agency, state, developer, or program. Granite reported $446.6 million of 2025 revenue from Caltrans contracts, equal to 10.1% of total revenue. That is a material customer exposure that deserves a separate review of California transportation funding, project timing, contract awards, and payment practices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not treat the Caltrans percentage as a permanent condition. It is a 2025 result, and the mix can change as projects finish or new work begins. Use the same disclosure period when comparing peers, and distinguish a customer concentration from a geographic concentration: one state agency can represent both, but a company can also have broad customer exposure within a narrow region.

Questions to ask for every major customer

  • Is the customer a state department of transportation, federal agency, utility, industrial owner, developer, or general contractor?
  • Are contracts funded from recurring programs, one-time appropriations, private financing, or a customer’s own capital budget?
  • What portion of revenue and accounts receivable comes from the customer?
  • Are there retainage, disputed change orders, claims, or payment delays?
  • Could a policy change, election, permit, or project cancellation materially alter the next two years of work?

Compare these answers across companies rather than assuming that “infrastructure” means stable demand. Public funding can be durable but administratively slow; private development can be faster but more sensitive to financing and demand.

Evaluate margin and execution risk

Construction earnings are estimates that change as a project progresses. A contractor can report strong revenue growth while margins deteriorate if labor, materials, equipment, subcontractor costs, schedule delays, or design changes exceed the original estimate.

Granite identifies project progression, change orders, and claims as factors that can cause period-to-period variability. Those disclosures should shape the questions you ask of every peer:

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • How much of the quarter’s margin change came from new awards versus revised estimates on existing projects?
  • Were favorable adjustments recurring operating improvements or one-time settlements?
  • Are claims recognized as revenue before cash is collected, and how long have they remained unresolved?
  • What percentage of work is fixed-price or otherwise exposed to cost overruns?
  • Are weaker projects concentrated in one segment, geography, or customer?

Use a margin bridge

Start with consolidated revenue and operating income, then bridge to segment revenue and segment operating profit. Mark the effect of:

  1. Volume and project starts.
  2. Price escalation and pass-through clauses.
  3. Productivity, labor availability, and equipment utilization.
  4. Materials costs and third-party sales.
  5. Change orders, claims, settlements, and estimate-at-completion revisions.
  6. Acquisitions, disposals, and corporate costs.

Do not compare an adjusted EBITDA margin from one issuer with a GAAP operating margin from another. Record the reconciliation, excluded items, and period for each non-GAAP measure before drawing a conclusion.

Separate operating cash flow from reported revenue and backlog

Granite reported $468.916 million of operating cash flow in 2025. Operating cash flow reflects cash collected and paid during the period, not the value of the project portfolio or the revenue recognized in the income statement. Granite specifically notes that project progression, change orders, claims, and payment terms can affect operating cash flow.

Construction cash flow can be uneven because a company may spend heavily before billing, carry receivables and retainage, or receive a large progress payment after a period of negative working capital. A single year should therefore be read with operating cash flow, accounts receivable, contract assets and liabilities, retainage, and project-level cash timing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a same-period cash-flow scorecard

Measure How to use it Common mistake
Operating cash flow Assess cash generated by operations in the same fiscal period as revenue and earnings. Calling it free cash flow without subtracting capital expenditures.
Capital expenditures Identify maintenance, materials, equipment, and growth spending. Assuming all capex is discretionary or all capex produces immediate revenue.
Free cash flow Use a clearly defined formula and apply it consistently across issuers. Mixing company-defined adjusted free cash flow with GAAP cash flow.
Working-capital change Explain why cash conversion improved or weakened. Ignoring retainage, claims, or contract assets that reverse later.
Net debt and liquidity Compare debt, cash, revolver availability, maturities, and covenant headroom on one date. Using a different date or excluding leases for one company but not another.

Granite’s operating cash-flow figure and Materials revenue should be compared with the corresponding Granite measures, not combined into a ratio that implies materials sales generated that cash. For peer work, use each issuer’s audited cash-flow statement and a consistent net-debt definition.

Analyze balance-sheet capacity and capital allocation

Infrastructure contractors need liquidity to fund payroll, equipment, materials, receivables, bonding requirements, and project mobilization. A strong backlog can increase financing needs before it increases cash generation.

Review debt maturities, revolver commitments, interest costs, surety capacity, lease obligations, acquisition spending, dividends, share repurchases, and materials-capital requirements. Granite’s management described the company as having a strong balance sheet in its 2025 shareholder letter, but that is management’s view, not an independent credit assessment.

For acquisitions, identify whether growth came from organic awards, purchased revenue, or both. Then test whether acquired businesses add attractive margins and cash flow or merely increase reported scale. A contractor that grows through acquisitions may show rising revenue while integration costs, purchase accounting, or working-capital needs delay shareholder returns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Interpret Granite’s 2027 targets as targets, not results

Granite’s 2025 annual report presents these management targets for 2027:

Target Management’s stated range Correct interpretation
Organic revenue CAGR 6%–8% from 2024 to 2027 A forward-looking management target, not an achieved growth rate or independent forecast.
Adjusted EBITDA margin 12.5%–14.5% A non-GAAP forward target; Granite says it cannot reconcile it to the most directly comparable GAAP measure without unreasonable effort because components are uncertain.
Operating cash-flow margin 9.5%–11.5% A forward-looking cash target that depends on project timing, collections, claims, change orders, and payment terms.

When comparing Granite with another contractor, put management targets in a separate “outlook” column from historical results. Ask what assumptions support the target: end-market growth, award win rates, materials pricing, project execution, acquisition activity, and working-capital normalization.

Use valuation only after the operating comparison is normalized

No current valuation multiples are established in the figures above. A defensible valuation table requires a single market-data date, current shares outstanding, market capitalization, cash, debt, lease treatment, and a defined earnings or cash-flow denominator.

Minimum valuation dataset

  1. Closing share price and diluted shares outstanding on the stated date.
  2. Market capitalization calculated from that date’s inputs.
  3. Debt, cash, restricted cash where relevant, and lease liabilities under one consistent policy.
  4. Enterprise value and the exact calculation used.
  5. Trailing and forward revenue, GAAP operating income, EBITDA, and free cash flow.
  6. Adjustments for unusual claims, settlements, impairments, acquisition costs, and other non-recurring items.
  7. Backlog and expected conversion period, shown separately from valuation multiples.

For construction companies, a low price-to-earnings multiple can reflect temporarily high margins, under-reserved projects, or a cyclical peak. A high multiple can reflect credible growth, strong liquidity, or unusually conservative current earnings. Valuation is useful only after the operating risks behind the denominator are understood.

A repeatable step-by-step comparison process

  1. Fix the date. Use the same fiscal year or quarter for every company. Label historical FY2025 numbers as historical.
  2. Map the segments. Translate each issuer’s segment names into common categories without forcing unlike activities into one bucket.
  3. Classify the pipeline. Separate signed backlog, remaining performance obligations, committed projects, unsigned awards, options, and other opportunities.
  4. Measure concentration. Record top customers, states, federal exposure, private clients, and receivables concentration.
  5. Review project economics. Examine contract type, duration, expected margin, claims, change orders, and estimate revisions.
  6. Bridge earnings. Explain revenue growth and margin changes by segment, project mix, productivity, materials, and one-time items.
  7. Bridge cash flow. Reconcile operating cash flow with working capital, capital expenditures, claims, retainage, and collections.
  8. Check the balance sheet. Compare net debt, liquidity, maturities, bonding capacity, leases, and acquisition commitments.
  9. Separate history from guidance. Put Granite’s 2027 targets and every peer outlook in a clearly labeled forward-looking section.
  10. Build valuation last. Use one market-data date and consistent GAAP and non-GAAP definitions.

Common comparison mistakes and how to avoid them

Mistaking backlog for guaranteed sales

Backlog can be delayed, reduced, canceled, re-scoped, or completed at a lower margin than expected. Always identify the contractual status and the company’s realization caveats.

Ranking companies by headline backlog

Granite’s $7.0 billion project measure, Sterling’s $3.0 billion signed backlog plus $300.7 million of unsigned awards, and Tutor Perini’s approximately $20.6 billion backlog are not automatically comparable. Definitions, segments, joint ventures, contract stages, and project durations can differ.

Comparing unlike margins

Materials sales, building solutions, transportation, and heavy civil work have different cost structures. Compare the closest segments and reconcile adjusted measures before ranking profitability.

Ignoring customer concentration

Granite’s 2025 Caltrans revenue represented 10.1% of total revenue. A similar percentage at another issuer may come from a different type of customer, contract, or geography and therefore carry different risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using stale financials as current performance

FY2025 annual-report figures are historical. Granite’s investor-relations page listed second-quarter 2026 earnings materials as available on October 13, 2026. Before publishing or investing on a current thesis, retrieve the actual Q2 2026 release and filing, then update the same fields for each peer.

FY2025 figures to keep in the working model

Granite committed and awarded projects $7.0 billion at year-end Company-defined project portfolio measure Not guaranteed revenue or profit; timing, changes, claims, and payment terms affect realization.
Granite operating cash flow $468.916 million Consolidated cash from operations Period-specific cash result; can be uneven because of project and payment timing.
Granite Materials segment revenue $1.177 billion Segment revenue from the materials business Do not combine with backlog or operating cash flow.
Granite Caltrans revenue $446.6 million, or 10.1% of total revenue Customer concentration indicator Applies to 2025 revenue and may change as projects start and finish.
Sterling Infrastructure revenue $2.49 billion FY2025 consolidated revenue Different segment mix from Granite.
Sterling signed backlog $3.0 billion at year-end Signed backlog or remaining performance obligations Reported separately from unsigned awards.
Sterling unsigned awards $300.7 million at year-end Unsigned award amount Lower contractual certainty than signed backlog; do not add without preserving the distinction.
Tutor Perini backlog Approximately $20.6 billion at year-end Issuer-reported backlog Tutor Perini warns that projected revenue may not be fully realized or profitable.

How to refresh the analysis for 2026

A current comparison should replace or supplement the FY2025 figures with the latest filings available for Granite and each selected peer. Keep the same definitions and date across the model.

  • Update revenue, segment revenue, operating income, adjusted metrics, and operating cash flow.
  • Recalculate customer and geographic concentration for the latest trailing period.
  • Re-read backlog definitions and separate signed work from unsigned awards or other pipeline categories.
  • Update debt, cash, lease liabilities, share count, liquidity, and capital expenditures.
  • Record acquisitions, disposals, impairments, major claims, settlements, and estimate-at-completion changes.
  • Use one closing share-price date for market capitalization and enterprise value.
  • Label every management target and outlook assumption as forward-looking.

This refresh is essential because a contractor can change its mix quickly when a large project is completed, a major award is signed, a claim is resolved, or an acquisition closes.

Bottom line

The best Granite comparison is a normalized operating analysis, not a contest over the largest backlog or revenue number. Start by separating Granite’s civil-construction and materials businesses from the segment structures of companies such as Sterling Infrastructure. Then align backlog definitions, test customer concentration, examine project-level margin risk, follow operating cash flow and working capital, assess balance-sheet capacity, and only afterward apply valuation multiples. Granite’s FY2025 figures provide useful anchors, but they are historical; a current investment view requires the latest filings and a same-date valuation model.
