There is no single AI data-center bottleneck. A site can have plenty of accelerator chips yet lack high-bandwidth memory (HBM), networking capacity, electrical service, cooling, or a grid connection. The binding limit depends on whether you mean installed compute or useful throughput on a specific workload, and on whether you are planning a rack, a building, or a regional power project.
The practical answer is to examine five layers together: accelerator and HBM supply, memory capacity and bandwidth, scale-up and scale-out networking, facility power and cooling, and the grid or generation needed to energize the site. The International Energy Agency (IEA) describes all of these as parts of one integrated system, not interchangeable substitutes.
What “capacity” means in an AI data center
Two measures are often confused:
- Installed accelerator capacity: how many GPUs or other AI accelerators are physically deployed, and their nominal capability.
- Delivered workload throughput: how much training or inference work the cluster completes at the required latency, reliability and utilization.
A procurement plan can increase the first measure while barely changing the second. Accelerators may be waiting for HBM, starved by data movement, throttled by power limits, or unable to run because the building has not received its grid connection. Conversely, a smaller, well-balanced system can deliver more useful work than a larger cluster with an undersized fabric or cooling plant.
The IEA’s April 2026 assessment describes tightening constraints across electricity, grid connections, manufacturing capacity and chips. It also reports that a recent HBM shortage was expected to persist through at least the end of 2027. Those are market and infrastructure constraints; they should not be mistaken for a universal ranking that applies to every workload.

GPUs: essential, but not sufficient
Accelerators remain the visible unit of AI capacity, so a shortage of suitable chips can directly cap the number of systems a company can deploy. The relevant question is not simply “How many GPUs can we buy?” It is “How many complete, compatible systems can arrive, be powered, cooled and connected on the date the workload needs them?”
Chip supply can bind at several points: a desired generation may be unavailable, a system configuration may require a particular memory package, or manufacturing capacity may be allocated to other customers. The IEA includes chip manufacturing capacity among the supply-chain constraints tightening around AI infrastructure. A shipment of accelerator boards without the associated HBM, servers, power equipment and network fabric is not delivered compute capacity.
Workload suitability matters as much as quantity. Training, large-batch inference and latency-sensitive services stress memory, interconnect and power in different ways. Counting devices without specifying model size, parallelism, precision, batch size and service-level targets can therefore produce a misleading capacity estimate.

- Capacity: enough local memory to hold the model state and working data without repeatedly moving it to slower tiers.
- Bandwidth: enough transfer rate to keep arithmetic units busy as they read and write that state.
If a model does not fit in local HBM, it must be partitioned across accelerators or spill data to a slower memory tier. That can increase communication and reduce useful throughput even when the arithmetic capability is abundant. If the model fits but bandwidth is insufficient, the accelerator can spend time waiting for data rather than computing.
The IEA’s April 2026 report says an HBM shortage had developed over the preceding six months and was anticipated to continue through at least the end of 2027. This is an IEA forecast published in April 2026, not a guarantee about every supplier’s inventory or every region. It means HBM availability can limit the production of complete AI systems independently of accelerator demand.
A concrete example comes from NVIDIA’s DGX GB200 specifications. A GB200 configuration is listed with up to 13.4 TB of HBM3e, 576 TB/s of memory bandwidth, 1.8 TB/s of GPU-to-GPU bandwidth per GB200 Superchip and 400 Gb/s InfiniBand connections. These are specifications for that particular product configuration, not market-wide benchmarks or a claim that networking is always the limiting resource.
Networking: two different fabrics, two different failure modes
AI clusters use networking at more than one scale. Inside a server or rack, accelerators exchange tensors and synchronization data over a scale-up interconnect. Between servers, a scale-out fabric carries traffic across the cluster. A system can be well provisioned at one layer and constrained at the other.

Scale-up communication
Training models that are split across accelerators can require frequent, large collective operations. If the accelerator-to-accelerator path cannot move data quickly enough, utilization falls even though every device is powered on. The 1.8 TB/s GPU-to-GPU figure published for the GB200 Superchip illustrates the type of specification used to evaluate this layer.
Scale-out communication
Distributed training and some inference architectures rely on external switches and network adapters. The 400 Gb/s InfiniBand connection listed for the same GB200 platform is a scale-out specification. It should be evaluated against the number of nodes, topology, oversubscription, message patterns and the workload’s synchronization frequency. A headline link rate alone does not establish delivered application throughput.
How to tell whether networking is binding
- Accelerator utilization remains low while memory and compute demand are high.
- Collective communication or synchronization occupies a large share of step time.
- Adding accelerators produces little increase in throughput because communication grows faster than useful work.
- One fabric layer is saturated while the other has spare capacity.
These symptoms require workload measurements. NVIDIA’s separate scale-up and external-network specifications demonstrate the layered design; they do not prove that networking is the market-wide bottleneck.

Power and cooling: the facility can cap the cluster
Electrical capacity limits how many systems can run simultaneously and how densely they can be installed. The IEA reports that servers average around 60% of electricity demand in modern data centers, while networking equipment can account for up to 5%. Those are contextual averages and ranges; component shares vary substantially by facility type.

Cooling is not a fixed percentage. The IEA estimates it can represent about 7% of consumption in efficient hyperscale facilities and more than 30% in less-efficient enterprise facilities. The same number of accelerators can therefore require very different total site power depending on the cooling architecture, climate, operating temperature and efficiency of the building.
AI-server power density has risen sharply, and training and model use can create large, rapid power swings, according to the IEA. A site must be designed for peak and transient conditions, not just an average load. Power-delivery equipment, UPS capacity, distribution, redundancy and thermal rejection all need to support those peaks.
Typical power-limited outcomes
- Racks are installed but operated below nameplate power, reducing throughput.
- Only part of a purchased cluster can run at once because the facility has insufficient electrical headroom.
- Thermal limits trigger throttling or force conservative operating temperatures.
- Load swings require storage, controls or additional generation to maintain reliability.
Power is therefore both a technical operating limit and a construction-planning limit. Improving utilization can increase delivered work without adding accelerators, while a new accelerator purchase may have no effect until power and cooling are expanded.

A finished building is not necessarily an energized data center. The IEA notes that data centers can become operational in two to three years, while broader energy infrastructure requires longer planning and construction lead times. A project can have servers and a completed shell yet wait for transmission work, a substation, transformers, generation or an approved interconnection.

Location matters because data-center electricity demand is geographically concentrated. The IEA says this concentration makes grid integration challenging even when data centers’ global share of electricity use is comparatively modest. A region may have enough generation in aggregate but lack local wires or substation capacity at the project’s site.
The energy source mix also depends on the outlook and location. In the IEA’s base outlook, renewables meet nearly 50% of the growth in data-center electricity demand from 2024 to 2030, while natural gas and coal together meet more than 40%. These are scenario projections, not guarantees for an individual facility or utility territory.
What the latest demand figures indicate
The IEA’s 2026 analysis reports 17% growth in global data-center electricity demand in 2025 and 50% growth in electricity consumption from AI-focused data centers that year. It puts total data-center consumption at 485 TWh in 2025 and projects about 950 TWh in 2030. The 2030 value is a forecast, not an observed outcome.

These figures show why electricity and chips must be considered together. Faster deployment of accelerators raises demand for HBM, network equipment, power delivery and cooling at the same time. The IEA summarizes the timing problem this way: “The speed of the AI revolution is increasingly contrasting with the speed of the physical, social and economic systems that underpin it.”
How to identify the limiting layer in a real project
Use a capacity review that follows the dependency chain rather than starting with a GPU count:
- Define the workload: record model size, training or inference mode, precision, batch size, latency target, parallelism and required availability.
- Check complete accelerator systems: verify the generation, configuration, HBM package and delivery schedule—not only board quantities.
- Size memory: confirm that model state and working data fit in local HBM, then measure bandwidth demand and any spill or partitioning overhead.
- Map communication: separate scale-up links from the external fabric; check topology, oversubscription and collective-operation time under the target workload.
- Calculate facility load: include accelerator power, servers, networking, storage, UPS losses and cooling. Test peak and transient loads, not only averages.
- Validate the site: confirm rack density, thermal rejection, redundancy and commissioning limits.
- Validate the energy schedule: obtain the interconnection date, substation and transformer status, generation plan and any staged energization milestones.
- Measure delivered throughput: compare useful tokens, training steps or jobs per hour with the target. If adding accelerators does not improve that measure, inspect memory, fabric and power before buying more compute.
Which bottleneck should you plan for first?
For a near-term deployment, HBM and complete accelerator-system availability may determine what can be purchased. For a cluster already on site, memory bandwidth or interconnect performance may determine how much of the installed compute is useful. For a new campus, power, cooling and grid timelines can dominate the schedule even when equipment is available.
The correct conclusion is conditional: GPUs are the compute foundation, HBM determines whether that compute can be fed and whether models fit, networking determines how efficiently distributed work communicates, and power, cooling and the grid determine whether the system can run at the required density and date. AI data-center capacity is limited by the first layer that fails the workload’s technical or schedule requirement—not by a universal single bottleneck.
