Do not assume you can fine-tune GPT-4o mini. OpenAI’s model-optimization guide, accessed October 7, 2026, says the fine-tuning platform is winding down, is no longer accessible to new users, and remains open to existing users to create training jobs for “the coming months.” The guide’s current methods table does not list GPT-4o mini as a supported base model. Check your account access and the live supported-model list before preparing a dataset.

If you are eligible and the model you need is supported, the sensible order is to measure a prompt-only baseline, improve the prompt, fine-tune only if there is a specific reason, then compare both versions on the same representative tests.

Can you fine-tune GPT-4o mini now?

Possibly not. The answer depends on three separate conditions: whether your account can create new jobs, whether GPT-4o mini is currently supported for the method you want, and whether an already fine-tuned model remains available for inference.

As of OpenAI’s model-optimization guide accessed October 7, 2026, new users cannot access the fine-tuning platform. Existing platform users can create jobs for “the coming months,” but the guide gives no calendar end date. Its methods table does not list GPT-4o mini as a fine-tuning base model. OpenAI also says fine-tuned models remain available for inference until their base models are deprecated. These are distinct availability questions, and the answer for one does not settle the others. Check OpenAI’s current model-optimization guide and your account before committing to a training plan.

That guide’s current table lists GPT-4.1 variants for supervised fine-tuning (SFT) and direct preference optimization (DPO), GPT-4o (2024-08-06) for vision fine-tuning, and o4-mini (2025-04-16) for reinforcement fine-tuning (RFT). These are model identifiers in the guide, not a promise that they will remain available. Do not infer GPT-4o mini eligibility from an API example or from another model’s support.

Why evaluate before fine-tuning?

An evaluation tells you what the current system gets right and where it fails. Without that baseline, it is difficult to know whether a tuned model improved the task, merely changed its style, or introduced regressions. OpenAI’s recommended optimization loop starts with evals, proceeds through prompt iteration, considers fine-tuning for a specific task, and evaluates again on representative test data. OpenAI’s model-optimization guide says evals can be created through the API or dashboard and can be written before the prompt is finalized.

Build a test set around real use

Collect examples that reflect the inputs your application actually receives. Include ordinary cases, edge cases, and inputs likely to trigger known errors. Keep some examples held out from prompt development and training so they can serve as a fair comparison set. The held-out split is a practical evaluation safeguard, not a dataset-size rule prescribed by OpenAI.

For each test input, define the desired answer or the criteria a good answer must meet. OpenAI’s eval guide describes test datasets containing inputs and reference labels, with graders that check whether outputs meet specified criteria. See OpenAI’s guide to working with evals.

Choose criteria before looking at results

  • For constrained classifications or exact formats, use checks that verify the required label, fields, or structure.
  • For qualities such as relevance, tone, or summary focus, use a written rubric and human review or a suitable model-based grader.
  • Record failures and regressions, not just an overall score. A strong average can hide a serious miss on an important input type.

Should you fine-tune or keep improving the prompt?

First try to address shortcomings with clearer instructions and relevant context. Fine-tuning is worth considering only when you can describe the target behavior, show it with high-quality examples or preferences, and measure the outcome on the task’s real inputs. Eligibility is also essential: a sound training plan cannot overcome an unsupported model or an account without platform access.

OpenAI documents several methods, but its current model table does not make GPT-4o mini eligible by implication. The table and method descriptions may change, so verify both the desired base model and method in the current documentation before choosing a route.

What data format and API workflow does fine-tuning use?

OpenAI’s fine-tuning API reference describes uploading training data as JSONL, selecting a supported base model and method, and creating a job. Depending on the method, the workflow can also involve a validation file, an RFT grader, job-status checks, and inspection of metrics or checkpoints. Use the current API reference for required fields and accepted schema rather than relying on old examples: Fine Tuning API reference.

  1. Collect examples. Assemble task-relevant inputs and target responses or preference pairs appropriate to the selected method.
  2. Prepare JSONL. Format and validate the training file against the live API schema. Do not assume an example from another model or older API version is still valid.
  3. Confirm eligibility and create the job. Select a currently supported base model and method, then submit the job using the documented fields.
  4. Monitor and evaluate. Check job status and available metrics or checkpoints, then test the resulting model against the held-out evaluation set.

There is no universal example count or guaranteed improvement established in the cited documentation. Dataset quantity and results depend on the task, example quality, supported model access, and measured evaluation outcomes. Likewise, avoid copying a hyperparameter value as a universal best setting: the API reference describes defaults and trade-offs, but does not establish one setting as best for every task.

How do you compare a tuned model with the prompt-only baseline?

Run both versions on the same held-out inputs, with the same task instructions and evaluation criteria wherever possible. Compare the prompt-only baseline with the tuned version rather than relying on a few appealing sample outputs.

  • Measure the criterion that matters. For an exact label or required structure, check correctness directly. For tone or relevance, score against a rubric and review a sample of outputs.
  • Use an appropriate grader. OpenAI’s API references include string checks, text similarity, Python graders, and model-based graders. A grader should match the criterion; a similarity score alone, for example, cannot establish that an answer is factually or operationally correct.
  • Inspect failures and regressions. Review cases where the tuned model is worse, not only those where it improves. Break results down by input type if aggregate performance obscures a weak category.
  • Iterate deliberately. Use the evaluation findings to adjust the prompt, improve training examples, or reconsider whether fine-tuning is the right intervention. Then rerun the same evaluation so the comparison remains meaningful.
