GPS spoofing is a type of satellite-navigation interference that can cause a receiver to accept false or misleading position, navigation, or time data. Unlike jamming, which disrupts reception, spoofing uses GNSS-like signals that may be tracked alongside or instead of genuine satellite signals. Because transmitting interference can create safety risks and legal consequences, this guide explains the concept and safe, authorized testing boundaries—not how to build or operate a spoofing transmitter.

What GPS spoofing means

GPS is one system within the broader family of Global Navigation Satellite Systems (GNSS). The Federal Aviation Administration (FAA) defines spoofing as “emissions of GNSS-like signals that may be acquired and tracked in combination with or instead of the intended signals by civil receivers.” In practical terms, a receiver may report a position, navigation solution, or time that does not reflect the genuine satellite signals.

The misleading effects can be confusing or hazardous, and the FAA warns that some effects may persist after spoofing stops. Spoofing is not simply an inaccurate map pin: receivers and systems that use their navigation or timing outputs may also be affected.

How spoofing differs from jamming

Interference type What the signal does Potential receiver effect
Spoofing Emits GNSS-like signals that may be acquired and tracked with or instead of intended satellite signals. The receiver may produce misleading position, navigation, or time information.
Jamming Emits signals that do not mimic GNSS signals but interfere with the receiver’s ability to acquire or track them. The receiver may lose or have difficulty maintaining GNSS reception.

These definitions come from the FAA’s GNSS Interference Resource Guide. A receiver’s problem cannot be diagnosed from one symptom alone; follow the procedures appropriate to the device and setting.

Why the effects matter

Navigation and timing systems

GNSS data can be used for more than displaying a location. A receiver or dependent system may use it for navigation or timekeeping, so misleading input can affect connected functions as well. GPS.gov’s resilience guidance recommends planning for signal loss and taking reasonable steps to verify or authenticate received GPS data and ranging-signal integrity.

Aviation

FAA guidance identifies possible aviation effects including degraded navigation performance, incorrect flight-management position, clock changes, displayed position shifts, and equipment warnings. These are aviation-specific examples, not a general-purpose checklist for phones or consumer devices. Pilots and operators should use current FAA guidance, aircraft-specific manuals, and applicable procedures. The FAA guide is informational and states that it is not formal FAA policy or regulation.

Can you set up a GPS spoofing test?

Legitimate receiver testing and transmitting interference into the surrounding environment are not interchangeable. The official guidance cited here does not establish a consumer right to transmit GNSS-like signals or provide a universal home setup. It also does not substantiate instructions for choosing transmission equipment, configurations, frequencies, or power levels. Do not assume a home, classroom, vehicle, or business location makes radiated testing safe or lawful.

For an authorized receiver test, keep planning at the level appropriate to your role and the system’s documented procedures:

  1. Define the test objective. Identify the receiver behavior you need to evaluate and whether the work concerns a safety-critical system.
  2. Use a documented, authorized test system. Follow its manufacturer or laboratory procedures and all applicable rules; do not improvise a radiating setup.
  3. Contain the test as required. Use the controls and environment specified by the system documentation and qualified personnel to prevent unintended effects outside the test.
  4. Bring in qualified specialists when needed. Safety-critical receivers require appropriate technical and operational expertise, as well as the relevant approvals.
  5. Plan for independent alternatives. Decide how the system will handle loss or suspected manipulation of GNSS input rather than treating a test result as proof that a receiver is universally protected.

This is cautious planning guidance, not a procedure published by the FAA or GPS.gov. GPS.gov’s resilience resources collect federal planning, acquisition, and demonstration or testing material, but they do not provide a blanket authorization for consumer signal transmission.

How to improve resilience

  • Plan for signal loss or manipulation. Identify what a device or operation should do if GNSS becomes unavailable or suspect.
  • Use suitable backup or alternative positioning, navigation, and timing (PNT) capabilities. Choose alternatives for the actual use case and assess whether they are independent of the GNSS input at issue.
  • Check data integrity where appropriate. GPS.gov recommends reasonable measures to verify or authenticate GPS data and ranging-signal integrity.
  • For aviation, be ready to operate without GNSS. FAA guidance advises monitoring equipment for anomalies, considering systems that depend on GPS inputs, checking notices for scheduled testing, and following aircraft-specific procedures.

A backup navigation device may help with a separate navigation need, but an ordinary handheld GPS should not be treated as spoof-proof or as a spoofing detector.

What to do if you suspect interference

For civilian users in the United States

GPS.gov directs civilian users who suspect radio interference to report it to the U.S. Coast Guard Navigation Center and/or the Federal Communications Commission. Use the official GPS.gov interference reporting guidance for the appropriate route.

For aviation users

Follow the FAA’s GPS anomaly reporting guidance and the procedures applicable to the aircraft and operation. Do not substitute a general consumer troubleshooting checklist for aviation-specific instructions.

Legal and geographic limits

GPS.gov states that using a phone jammer, GPS blocker, or other signal-jamming device designed to intentionally block, jam, or interfere with authorized radio communications violates U.S. federal law. That statement is U.S.-specific and addresses jamming devices; it is not a complete legal conclusion about every simulator design, shielded test system, or jurisdiction. Check current local rules and obtain any required authorization before testing. The FAA guide page identifies its last update as December 8, 2025.
