When an agency’s file-replication process is understood by only a few experienced staff, replacing the system that runs it can expose hidden dependencies. The risk is not that a particular script has been proven to cause a federal modernization failure: the cited audits do not establish that. Rather, federal oversight findings show how incomplete plans, poor legacy-system documentation, and gaps in expertise can complicate modernization—and why agencies should make operational knowledge visible before migration work begins.

Why a routine file replication can become a modernization risk

File replication may look like a narrow technical task: copy files from one place to another on a schedule. In practice, a long-running process can depend on decisions accumulated over years—what gets copied, when a run is considered complete, how failures are retried, which system owns each file, and what downstream users expect.

Imagine that one employee knows which script runs, what its exceptions mean, and how to recover when a transfer stops halfway through. If that knowledge is not captured and available to the migration team, a replacement system may reproduce the visible transfer while missing the operational assumptions around it. This is an illustrative scenario, not a documented account of a specific federal incident.

The distinction matters: the available federal audits support a broader risk pattern involving planning, documentation, and staff expertise. They do not identify an undocumented replication script as the cause of a named modernization failure.

What federal oversight shows about modernization planning

In a 2025 review of 69 agency-reported legacy IT systems, the U.S. Government Accountability Office (GAO) identified 11 systems across 10 agencies as most in need of modernization. Of those 11, three had fully documented modernization plans, six had partially documented plans, and two had no plans. In other words, eight of the 11 plans were incomplete or absent. GAO also reported that agencies cited funding and priority constraints when explaining missing plans. GAO-25-107795

GAO says a documented modernization plan should set out milestones, describe the work required, and explain how the legacy system will be disposed of. These are useful tests for a plan that may involve file movement: does it show the migration work and dependencies, establish when key steps will happen, and identify what happens to the old system? GAO’s report does not say every replication script must be documented, so that more specific control is an operational implication rather than a quoted GAO requirement.

The scale of the challenge is significant. GAO reported in 2025 that the federal government spends more than $100 billion annually on IT and cyber-related investments, with agencies typically reporting about 80 percent for operations and maintenance. Those figures describe federal investment and reported agency spending patterns; they are not estimates of the cost of undocumented scripts or of modernization failures.

What the OPM modernization example establishes—and what it does not

GAO’s 2022 review of the Office of Personnel Management’s Trust Funds Modernization program reported delays. OPM cited several contributing factors, including poor documentation and insufficient staff expertise regarding the legacy system. This is a concrete example of documentation and system knowledge being relevant to modernization execution. GAO-22-104206

The review does not identify file replication as the affected process, nor does it establish that a script known by one person caused the delays. The responsible conclusion is narrower: when modernization teams lack good documentation or sufficient knowledge of the system they are replacing, execution can be harder. Whether that applies to a specific agency’s transfer process requires evidence about that system.

Why staff transitions make knowledge continuity part of the plan

In a report published July 20, 2026, GAO described risks to operational capacity and institutional knowledge following workforce changes at OPM. OPM staffing decreased 35 percent between December 2024 and March 2026; 57 percent of employees who left had 11 or more years of service. These figures are specific to OPM, not a government-wide workforce rate. GAO-26-108916

Staff changes do not by themselves prove that a file-transfer process has failed. They do show why a modernization plan should not assume that people with long experience will remain available throughout discovery, migration, testing, and shutdown. Knowledge transfer and clear task ownership help make continuity a planned activity rather than an informal hope.

What to document before replacing a legacy transfer process

GAO’s planning elements—milestones, work description, and legacy-system disposition—provide a foundation. For a migration that includes file replication, agencies can apply them to the actual operational dependency without presenting every item below as a GAO-mandated checklist.

  • Define the work and its boundaries. Identify the systems, file sets, schedules, and downstream processes that the migration touches. Record which behaviors are confirmed requirements and which are merely how the existing process happens to work.
  • Capture operational behavior. Document triggers, success and failure conditions, retries, exceptions, recovery steps, and any manual actions. Include examples of expected inputs and outputs where they clarify behavior.
  • Make dependencies and ownership visible. Identify who owns each migration task, who can explain the legacy process, and who can approve changes to downstream expectations. This is a practical accountability measure derived from the planning elements, not a separate GAO checklist item.
  • Set milestones that test more than installation. Include discovery, migration rehearsal, validation, cutover, and retirement milestones where applicable. State what evidence will demonstrate that each stage is complete.
  • Plan legacy disposition. Specify when the old process will stop, who authorizes that decision, and how the agency will handle a rollback or unresolved dependency. A retirement date without an accountable decision and completion criteria can leave both old and new paths in service.

How to preserve knowledge through migration

A useful knowledge-transfer effort turns expertise into material that another qualified person can use, then checks that it works. Merely storing a script or procedure is not the same as proving that its behavior is understood.

  1. Inventory the process. Record the scripts, schedules, configuration, source and destination systems, credentials or access dependencies, logs, alerts, and people involved. Keep sensitive secrets out of general documentation and use the agency’s approved access controls.
  2. Walk through normal and failure cases. Ask current operators to explain a routine run and representative exceptions. Capture recovery actions and decision points, not just commands or screenshots.
  3. Have someone else perform the procedure. A second qualified staff member should use the documentation to run or diagnose the process in an appropriate test environment. Revise it when the steps rely on unwritten knowledge.
  4. Validate the replacement against observable outcomes. Compare what the old process is expected to deliver with the new process, including completeness, timing, exception handling, and downstream acceptance. Define the acceptance evidence before cutover.
  5. Assign continuing ownership. Name the role responsible for keeping procedures and dependency records current, and make updates part of change management rather than a one-time migration task.

How to judge whether the modernization plan is exposed

Planning area A stronger plan makes clear Warning sign
Documented scope The required work, milestones, dependencies, and legacy-system disposition are explicit. The plan names a target platform but leaves migration work or retirement undefined.
Knowledge continuity Operational behavior is recorded, and expertise is available beyond a single current specialist. Successful execution depends on informal explanations or an employee’s memory.
Transition accountability Owners and decision points are visible for migration tasks, validation, and legacy retirement. No one is clearly accountable for proving the new process is ready or authorizing shutdown of the old one.

These comparison points are an editorial way to apply GAO’s documented planning elements alongside its findings about expertise and institutional knowledge. They are not a claim that GAO prescribed a particular file-replication method or tool.

What the evidence does not support

  • It does not establish that an undocumented file-replication script directly caused a specific federal modernization failure.
  • It does not show that every legacy migration has a single-person knowledge dependency.
  • It does not prescribe a particular software product, transfer architecture, or technical standard for resolving the risk.

Those questions require agency-specific evidence, such as an audit, incident record, system documentation, or interviews with people responsible for the process. The broader lesson from the cited GAO findings is that planning gaps, weak documentation, and insufficient expertise can matter to modernization—and should be addressed as operational risks, not left implicit.
