Neither government bonds nor cash is universally “safer.” Cash in an eligible bank deposit emphasizes immediate access and FDIC insurance up to applicable limits. U.S. Treasury securities emphasize direct federal-government backing, but marketable issues can lose value if sold before maturity, and savings bonds restrict access. Your deadline, need for withdrawals, inflation concern, tax situation and tolerance for price changes should determine the mix.

In this comparison, “cash” means money in bank deposit accounts—not physical currency and not a money market mutual fund. Money market deposit accounts are bank deposits; money market mutual funds are investment products with different protections.

What protection does each option provide?

Bank deposits and Treasury securities address credit risk through different legal structures. The Federal Deposit Insurance Corporation (FDIC) insures eligible deposits at an insured bank. Treasury bills, notes, bonds, Treasury Inflation-Protected Securities (TIPS) and savings bonds are obligations of the U.S. government; TreasuryDirect describes their payments as backed by the government’s full faith and credit. Treasury securities are not bank deposits and are not FDIC-insured.

Holding Principal and credit protection Access characteristics Main price or purchasing-power issue
Eligible bank deposit FDIC coverage of up to $250,000 per depositor, per insured bank, per ownership category, including principal and accrued interest, subject to eligibility and aggregation rules Withdrawals follow the account’s terms The balance can remain nominally stable while inflation reduces purchasing power
Treasury bill U.S. government obligation; not FDIC-insured Matures in one year or less; may be sold before maturity through a market with a changing price A pre-maturity sale can produce a gain or loss; reinvestment rates may differ when it matures
Marketable Treasury note or bond U.S. government obligation; not FDIC-insured Can be sold in the secondary market before maturity Market value moves when yields change; inflation can erode fixed payments
TIPS U.S. government obligation; not FDIC-insured Marketable and saleable before maturity Principal adjusts with inflation or deflation, but the market price still fluctuates
Series I savings bond U.S. government obligation; not FDIC-insured Nonmarketable; redeemable after one year, with a penalty before five years Composite rate changes with its inflation component; access is restricted
Series EE savings bond U.S. government obligation; not FDIC-insured Nonmarketable; the same one-year minimum and early-redemption rule for savings bonds applies Fixed rate for the issue period; inflation can reduce real value

What the FDIC limit actually means

The standard FDIC insurance amount is $250,000 per depositor, per insured bank, per ownership category. Deposits in the same ownership category at one institution are aggregated; opening several accounts at that bank does not automatically create several $250,000 limits. Coverage includes accrued interest through a bank closure, but only for eligible deposits and within the applicable limit. Amounts above the ordinary limit may be uninsured.

What Treasury backing does—and does not—mean

Treasury backing addresses the issuer’s obligation to pay according to the security’s terms. It does not promise that a marketable security can be sold today for what you paid, nor does it make every Treasury product instantly redeemable. Insurance and a government obligation are different protections, so do not treat “FDIC-insured” and “backed by the full faith and credit” as interchangeable labels.

Are government bonds safer than cash?

That question has no single answer because “safe” can mean several things. A bank deposit within FDIC limits is designed to preserve its dollar balance if the insured bank fails, while a Treasury held as promised is designed to pay principal and interest under its terms. A Treasury bill held to maturity may avoid an interim sale loss, but it is still not a deposit account and may be inconvenient for an emergency. A long-dated marketable bond can be difficult to value at a favorable price when interest rates rise.

For unpredictable expenses, access and account eligibility usually matter more than maximizing a quoted yield. For a known future date, matching the maturity to that date can reduce the need to sell in an unfavorable market. For an inflation-sensitive objective, nominal cash may be less protective of purchasing power than an instrument with an explicit inflation adjustment, but that adjustment comes with different liquidity and market-price rules.

Can I lose money on government bonds?

Marketable securities sold before maturity

Yes. Treasury notes, bonds, bills and TIPS have market prices after issuance. Their prices generally move opposite prevailing market yields: when current yields rise above a security’s coupon or implied return, its price tends to fall below par; when yields fall, its price can rise above par. Selling before maturity therefore may return less or more than your purchase price or face value.

The loss is realized when you sell. If the issuer pays as promised and you hold a conventional Treasury to maturity, the scheduled principal payment is not replaced by the interim market quote. Holding to maturity does not eliminate inflation risk, the opportunity cost of being locked into an older rate, transaction costs or the possibility that you need the money earlier.

Why maturity length matters

A longer maturity leaves more time for rates and your plans to change. The sources reviewed do not establish a universal price-sensitivity number, so do not assume that every bond will move by the same percentage for a given rate change. Match the term to the date you are likely to need the funds rather than choosing a long maturity solely because its quoted yield looks attractive.

Treasury bills for short dates

Treasury bills mature in one year or less and are sold at par or at a discount. The discount represents the interest, and Treasury pays face value at maturity. A bill can fit a known short-term date better than a 20- or 30-year Treasury bond, but it remains a security: selling before maturity exposes you to market pricing, and buying through a brokerage or TreasuryDirect involves the account’s own transaction and settlement procedures.

What happens when interest rates rise?

Existing fixed-rate marketable bonds generally become less valuable when newly issued securities offer higher yields. The coupon on an already-issued note or bond does not reset; the market adjusts its price so a buyer’s yield is competitive. If you keep the security through maturity, the price change is mainly an interim valuation issue. If you sell, it affects the dollars you receive.

Rising rates also create reinvestment choices. When a bill matures or a coupon arrives, the next available rate may be higher, lower or unchanged. A saver who repeatedly rolls short maturities avoids committing for a long period but accepts uncertainty about each renewal rate. A saver who locks a longer maturity gains a known schedule of payments but gives up the chance to reinvest at a later higher rate.

How liquid are cash, Treasury bills and savings bonds?

Bank deposits

Savings accounts and money market deposit accounts generally permit access according to their account agreements. Withdrawal limits, transfer cutoffs, holds and settlement times vary, so verify the specific terms before treating an account as an emergency reserve. Confirm that the institution is FDIC-insured and that your combined balance remains within the applicable coverage category.

Marketable Treasuries

Marketable bills, notes, bonds and TIPS can be sold in the secondary market, but “can sell” does not mean “can sell at face value.” The price depends on current yields, remaining term, inflation expectations and market conditions. Brokerage execution and settlement can also affect when sale proceeds become usable. Do not promise same-day or unrestricted access without checking the account handling the security.

Savings bonds

TreasuryDirect says savings bonds may be cashed after one year. Cashing one before it has been held for five years costs the last three months of interest. That makes a savings bond unsuitable for money that might be needed next week or next month. Savings bonds cannot be sold in the secondary market. Electronic savings bonds are purchased through TreasuryDirect; TreasuryDirect’s overview states that savings bonds are electronic-only as of January 1, 2025.

Are Treasury bills a good place for short-term savings?

They can be appropriate when the spending date is known, the maturity is aligned with that date and you can leave the money invested until then. Their one-year-or-less maturities and face-value payment at maturity make the cash-flow date easier to plan than with a long bond. They are not a substitute for an emergency account when an unpredictable withdrawal could force a sale.

Compare a bill’s yield with a deposit account using the same observation date, the same holding period and compatible tax assumptions. A quoted bill yield may not be directly comparable to a bank annual percentage yield, particularly when the account has withdrawal conditions, minimum balances or promotional terms. Future reinvestment is also uncertain once the bill matures.

How do TIPS and I bonds address inflation?

TIPS: an inflation-adjusted marketable security

TIPS principal adjusts with inflation and deflation. At maturity, Treasury pays the adjusted principal or the original principal, whichever is greater. Because TIPS are marketable, their price can move before maturity. A sale before maturity can therefore produce a gain or loss even though the principal formula is linked to an inflation index.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

I bonds: a nonmarketable savings bond

I bonds combine a fixed-rate component with an inflation component that resets every six months. The composite rate is issue-period specific, not a guaranteed long-term yield. For bonds issued from May 1 through October 31, 2026, the announced composite rate is 4.26%, including a 0.90% fixed rate. That composite rate applies for the first six months after issue and then changes according to the inflation component.

The trade-off is liquidity. I bonds cannot be sold to another investor, cannot be redeemed during the first year and incur the three-month-interest penalty when redeemed before five years. They can provide an explicit inflation-linked mechanism for money that you can leave untouched, but they are not an on-demand savings deposit.

Series EE bonds

Series EE bonds issued from May 1 through October 31, 2026, have a 2.40% annual fixed rate. That figure applies to that issue period and should not be compared with an I bond composite rate, a bank APY or a Treasury market yield without matching the dates, tax treatment and holding period. Inflation is not automatically added to the EE fixed rate.

Should I keep savings in cash or bonds?

Emergency reserve or unpredictable spending

  • Keep the portion that may be needed at an unknown time in an eligible deposit account with verified FDIC coverage.
  • Check ownership categories and aggregate balances so the insurance limit is not exceeded unintentionally.
  • Do not place the entire emergency reserve in a security that requires a sale, a one-year wait or a penalty.

A known expense within a year

  • List the exact date and amount required.
  • Compare that date with Treasury bill maturities and the withdrawal terms of the deposit account.
  • Prefer an instrument that reaches its scheduled payment before the expense, leaving a separate liquid buffer for surprises.
  • Account for taxes, fees and the possibility that you may have to sell early.

A multiyear goal with a defined date

  • Consider marketable notes or bonds whose maturity is reasonably close to the goal date if you can tolerate interim price changes.
  • Use a maturity structure that avoids forcing the entire balance into one sale date.
  • Recognize that holding to maturity reduces sale-price risk but does not guarantee that the return will beat inflation.

A goal focused on purchasing power

  • Compare TIPS when marketability and an inflation-adjusted principal formula are important.
  • Compare I bonds when you can accept the one-year lockup, the early-redemption penalty and the absence of a secondary market.
  • Do not assume either product removes every risk: TIPS can fluctuate in market value, and I bond rates reset.

Taxes, account terms and current rates

Treasury interest is federally taxable and exempt from state and local income tax according to Treasury product information. Deposit-account taxation and your final after-tax result depend on your circumstances and applicable rules. A rate comparison that ignores federal, state and local taxes can reverse the apparent advantage between a deposit and a Treasury security.

Current rates are snapshots. The 4.26% I bond composite rate and 2.40% EE fixed rate cited above apply only to bonds issued in the May 1–October 31, 2026, period. Treasury resets the inflation component on its schedule, and future bill, note and deposit yields will change. Recheck official terms and current rates before acting.

A practical comparison checklist

  1. Define the need date. Write down when the money could be needed, including an earlier emergency date.
  2. Separate liquidity buckets. Keep unpredictable expenses accessible; reserve less-liquid holdings for money with a reliable time horizon.
  3. Verify the protection. For deposits, confirm FDIC insurance, ownership category and total balance. For Treasuries, understand that government backing is not FDIC insurance.
  4. Check the maturity and redemption rule. Note the bill’s maturity, the bond’s maturity, or the savings bond’s one-year minimum and five-year penalty window.
  5. Model an early exit. Ask what price you might receive if market yields rise and you must sell a marketable security.
  6. Assess inflation exposure. A stable dollar balance can lose purchasing power; compare the inflation mechanism of TIPS or I bonds with the liquidity you require.
  7. Compare after-tax outcomes. Use the same dates, holding period, fees and tax assumptions for every option.
  8. Plan reinvestment. Decide what you will do when a bill matures or a coupon is paid, knowing that the next rate is unknown.

Common mistakes to avoid

  • Calling every Treasury “cash.” A Treasury is a security with a maturity and, for marketable issues, a changing market price.
  • Assuming FDIC coverage follows the account label. Confirm that the product is a bank deposit, not a money market mutual fund, and verify the ownership category.
  • Using a long bond for a near-term bill. A forced sale can turn a temporary market decline into a permanent loss.
  • Treating an I bond rate as fixed forever. Its inflation component resets, and the quoted composite rate is tied to an issue period.
  • Ignoring the savings-bond lockup. The one-year waiting period and three-month interest penalty before five years make these bonds unsuitable for immediate reserves.
  • Comparing rates from different dates. A current deposit APY, an earlier Treasury yield and a six-month I bond composite rate do not form a valid performance ranking.
  • Confusing nominal stability with real safety. Cash may hold its dollar amount while inflation reduces what that amount can buy.

Bottom line for savers

Use insured bank cash for money whose timing is uncertain and where access is the priority. Use Treasury bills when a short, known date matches the maturity and you can avoid an early sale. Use marketable notes, bonds or TIPS only with a horizon that can tolerate price changes, and understand that holding to maturity addresses sale-price risk—not inflation or reinvestment risk. Use I bonds for inflation-linked savings that can remain unavailable for at least a year, and evaluate their changing rate rather than treating it as a permanent yield.

The sound choice is the one whose protection, liquidity, maturity, inflation behavior, taxes and current terms match the job the money must perform. There is no evidence here for a universal “bonds beat cash” or “cash is safer” verdict.
