The Google executive described in the headline has not been independently identified. The best-documented Google-to-OpenAI infrastructure move is Mihika Shivkumar’s appointment on April 16, 2025, as an OpenAI technical program manager for physical infrastructure. Data Centre Dynamics reported that Shivkumar previously worked at Google on data-center infrastructure design and would support Project Stargate, starting with the Abilene, Texas, site. That is a technical-program-management role, not proof that she was OpenAI’s strategic-sourcing executive.
What is confirmed about the Google-to-OpenAI move?
Data Centre Dynamics reported on April 16, 2025, that Mihika Shivkumar had joined OpenAI from Google. At Google, she was a technical program manager focused on data-center infrastructure design. At OpenAI, her remit was physical infrastructure supporting the company’s planned AI data-center buildout, including Project Stargate.
Shivkumar described the move in a LinkedIn announcement quoted by Data Centre Dynamics: “I’m so excited to share that I’m starting a new position at OpenAI where I’ll be driving the design and delivery of AI infrastructure that will power the next generation of intelligent systems.”

Data Centre Dynamics used a potential buildout figure of up to $500 billion when describing Stargate’s longer-term data-center ambitions, but that is an upper-scale description of the program rather than a confirmed amount spent by OpenAI or a single project budget.

Why the “strategic sourcing executive” label is unresolved
The available reporting does not name a Google executive who can be independently verified as the specific strategic-sourcing leader implied by the headline. It also does not establish compensation, the reason for any move, or an official joint announcement from Google and OpenAI identifying such an executive.
Assigning the sourcing title to Shivkumar would therefore overstate what is documented. Her reported background and new assignment concern infrastructure design, program coordination and delivery. Sourcing is a separate function involving procurement, vendors and commercial relationships.

What OpenAI’s infrastructure hiring covered
OpenAI’s Stargate hiring activity showed that the company was building several specialized capabilities rather than relying on one general infrastructure job.

| Mihika Shivkumar, technical program manager | Physical-infrastructure design and delivery; prior Google experience in data-center infrastructure design | Reported April 16, 2025; work tied to Stargate, beginning with Abilene, Texas |
| Data-center sourcing manager | Equipment and vendors; electrical and mechanical systems; connectivity equipment; contractors; engineering relationships | Part of OpenAI’s broader Stargate infrastructure hiring; individual hire not identified in the available reporting |
| Infrastructure-strategy technical program manager | Site selection, land, power, construction, sustainability, hardware and community engagement | Part of the same expansion of Stargate-related infrastructure capability; individual hire not identified in the available reporting |
This division of responsibilities matters. A sourcing manager would typically shape supplier and contractor coverage, while a technical program manager coordinates design, construction and delivery across engineering and operations. The roles can work closely together without being the same position or held by the same person.

Who leads OpenAI’s data-center organization now?
OpenAI’s infrastructure leadership changed in 2026. TechCrunch reported on August 25, 2026, that Chris Malone, OpenAI’s former head of data centers, had left as the company reorganized its infrastructure organization. The report said Sachin Katti took leadership of the group.
After Malone’s departure, an OpenAI spokesperson said: “We have a strong, deeply experienced data center team in place, with clear leadership and the technical expertise to execute our plans.” That statement supports the existence of an established team, but it does not identify the unconfirmed strategic-sourcing executive referenced by the headline.

How to interpret the move in Stargate’s buildout
Design and delivery
Shivkumar’s reported assignment places her on the execution side of physical AI infrastructure: translating technical requirements into facilities and coordinating delivery. Her Google data-center design experience is directly relevant to that work.
Procurement and supplier capacity
The sourcing role described by Data Centre Dynamics points to a different bottleneck. Large AI facilities require coordinated purchases of computing equipment, power and cooling systems, networking gear and construction services. Supplier relationships and engineering-contractor coordination become strategic as multiple sites are planned.
Sites, power and community issues
The infrastructure-strategy role extended beyond equipment. It covered land and site selection, power availability, construction, sustainability, hardware and community engagement, indicating that Stargate’s schedule depends on permitting, utility access and local development as well as technical design.
What readers should not conclude
- There is no confirmed evidence in the available reporting that Shivkumar was OpenAI’s strategic-sourcing executive.
- The reporting does not establish that a named Google executive became the head of all Stargate infrastructure.
- OpenAI has not been shown here to have disclosed the hire’s compensation or the business reason for the move.
- The potential $500 billion figure describes the possible scale of Stargate’s data-center program, not a verified one-time expenditure.
Bottom line on the headline
The defensible account is narrower than the headline: Mihika Shivkumar moved from Google’s data-center infrastructure-design organization to OpenAI in April 2025 as a technical program manager for physical infrastructure, with work connected to Stargate’s Abilene site. OpenAI was also recruiting dedicated sourcing and infrastructure-strategy specialists, but the specific strategic-sourcing executive has not been identified by the available reporting. By August 2026, OpenAI had reorganized the infrastructure group, with Sachin Katti reported as its leader after Chris Malone’s departure.
