There is no single best foundry. Start with TSMC for mainstream 3nm, 5nm, 7nm and now 2nm-class CPU, GPU, AI and HPC logic when leading-edge design cost and capacity access are manageable. Choose Intel Foundry when Intel 18A, U.S. or European supply, advanced packaging, or integration with Intel’s ecosystem is a deciding requirement. Choose GlobalFoundries (GF) for mature and differentiated platforms—12nm FinFET, FD-SOI, RF-SOI, SiGe, RF GaN, power and silicon photonics—where connectivity, automotive, industrial life, low leakage or specialized analog performance matters more than the smallest logic label.
Those are starting points, not purchase decisions. Final selection requires a non-disclosure agreement (NDA) review of the process-design kit (PDK), qualified intellectual property (IP), wafer allocation, package and test flow, yield evidence, reliability data, lifecycle commitments and a project-specific quotation.
What “best foundry” means for your chip
A process node is only one part of a manufacturing decision. The right platform must meet the electrical targets of the design and be available in the required package, region and production window. A smaller advertised node can lose to a larger or specialty process if it lacks the memory compiler, high-voltage devices, RF models, analog options, automotive qualification or capacity your product needs.

Use these criteria before ranking suppliers:
- Performance and power: frequency at a specified voltage, active power, standby leakage and thermal limits.
- Density and memory: standard-cell density, SRAM bit-cell options, embedded non-volatile memory (eNVM) and analog area.
- Design enablement: PDK maturity, design-rule stability, standard-cell libraries, interface IP, EDA support and reference flows.
- Manufacturing fit: wafer size, qualified fabs, ramp schedule, geographic redundancy, package and test capacity, and allocation policy.
- Product life: automotive or industrial qualification, long-term ordering, revision control and change-notification practices.
- Economics: mask and engineering costs, wafer price, assembly, test, scrap assumptions and the cost of redesign if the schedule slips.
Public company pages do not provide a comparable cross-vendor table of wafer prices, guaranteed capacity, customer-specific yields, PDK sign-off status or allocation. Treat each of those as an RFQ or NDA question rather than assuming that a roadmap announcement proves commercial availability for your design.

Do not rank 18A, 2nm and 3nm by the number alone
“Nanometer” names and labels such as Intel 18A identify technology families and marketing generations; they are not a universal measurement of one transistor dimension. Intel’s “angstrom” naming therefore cannot be placed on a simple numerical scale against TSMC’s “3nm” or “2nm.” Compare the actual PDK and product requirements instead:
- Transistor architecture and performance at the voltages your design uses.
- Standard-cell and SRAM density, interconnect resistance and electromigration limits.
- Available analog, RF, high-voltage and memory devices.
- Reliability rules, operating-temperature range and qualification status.
- Supported packaging, chiplet integration, known-good-die flow and test coverage.
- Qualified IP, EDA versions, design-service support and tape-out history relevant to your market.
That is why an Intel 18A project and a TSMC 2nm project should be compared through PPA, schedule, package and supply evidence—not by converting one label into another.
TSMC: the default starting point for leading-edge mainstream logic
TSMC’s official technology portfolio says its N7 entered volume production in 2018, N5 in 2020, N3 in 2022 and N2 started volume production in the fourth quarter of 2025 as planned. This is the most complete publicly documented sequence among the three suppliers for current leading-edge logic generations.
That continuity makes TSMC the logical first conversation for high-performance CPUs, GPUs, AI accelerators, networking processors and smartphone application processors that need a leading-edge logic platform. It is an editorial starting-point recommendation based on the documented production sequence and portfolio breadth, not a guarantee of price, yield or wafer allocation.
When TSMC is the practical choice
- Your design’s value depends on maximum performance per watt or transistor density.
- The team can fund advanced-node masks, verification, IP licensing and a longer design-sign-off cycle.
- The product roadmap needs a family of leading-edge nodes rather than a single experimental tape-out.
- High-volume smartphone or data-center demand justifies an early capacity discussion.
TSMC’s mature and specialty option
TSMC’s 28nm portfolio covers smartphone RF, millimeter-wave (mmWave), automotive radar, consumer and Internet-of-Things products. The portfolio also lists embedded flash (eFlash), resistive RAM (RRAM) and ultra-low-leakage specialty options. Those features can make a 22/28nm-class design a better fit than a pure leading-edge node when the product needs non-volatile memory, RF devices, low standby power or long-lived embedded control.

Questions to ask TSMC
- Which N2, N3, N5, N7 or 22/28nm variant has a PDK release suitable for your tape-out date?
- Are the required SRAM, high-speed I/O, RF, eFlash or RRAM options in the same qualified flow?
- What package, assembly and test combinations are available at your forecast volume?
- What wafer allocation, mask pricing, engineering support and lifecycle terms can be committed in an RFQ?
Intel Foundry: when 18A, regional supply or integration outweighs novelty risk
Intel’s process information states that Intel 18A products are in the market. The same public material lists Intel 3 and Intel 16 in high-volume production in Ireland, and describes an Intel/UMC 12nm node optimized for mobile, wireless and networking applications.
Intel reports for Intel 3 that it “Delivers 18% performance improvement at iso power and up to 8% chip density improvement versus Intel 4.” Those figures are Intel’s own analysis; they should be treated as a vendor claim with the page’s stated comparison assumptions, not as an independent cross-foundry benchmark.

- Intel 18A features or roadmap: your architecture is being designed around the process and its device, library or interconnect characteristics.
- U.S. or European manufacturing: supply-chain policy, customer requirements or risk management gives regional production a high weight.
- Advanced packaging and system integration: a package, chiplet or heterogeneous-integration plan benefits from Intel’s process-and-packaging organization.
- Intel ecosystem alignment: existing relationships, design expertise or product integration reduce the cost of adopting the platform.
Intel also offers a public Intel Foundry Shuttle wafer program for prototyping and an accelerator ecosystem that spans IP, EDA, design services, cloud providers and chiplet alliances. These programs can reduce the friction of an early evaluation, but they do not replace project-specific checks of PDK readiness, external-customer yield history, schedule or allocation.
When Intel requires extra validation
A statement that products are in market does not by itself establish that every external customer can tape out on the same schedule or obtain the same yield. Confirm the exact 18A PDK version, standard-cell and SRAM status, third-party IP, package and test route, reliability qualification, engineering-change process and capacity reserved for your forecast. For Intel 3, ask Intel to document how its 18% iso-power performance and up-to-8% density figures map to your workload and library choices.
GlobalFoundries: the specialist for differentiated and mature platforms
GlobalFoundries says its FinFET platform has shipped more than 3 million wafers since 2015 and highlights a next-generation 12nm platform with stated power, performance and leakage improvements versus its 2025 benchmarks. The company describes that scale as “production-proven,” but your team still needs design-specific yield, cost and qualification evidence.

GF’s FDX FD-SOI platform has been in volume production since 2019. It supports adaptive body biasing, ultra-low-voltage and low-leakage operation, embedded non-volatile memory options, and manufacturing in Malta, New York and Dresden. Those characteristics are valuable when a product must trade active speed against standby life in software or when body-bias control is part of the architecture.

How to choose for common reader questions
Which foundry is best for 3nm or 5nm AI chips?
Begin with TSMC because N5 entered volume production in 2020 and N3 in 2022, providing the longest publicly documented ramp among the candidates for those classes. Then verify the AI accelerator’s SRAM capacity, high-bandwidth-I/O package, reticle and interposer constraints, thermal solution, wafer allocation and total cost. If an Intel-specific 18A architecture, regional-supply requirement or package integration plan is more important than the established TSMC path, include Intel Foundry in the same PPA and schedule study rather than assuming the node name decides it.
Is TSMC still the safest leading-edge choice?
It is the safest starting hypothesis for mainstream leading-edge logic based on the N7-to-N2 production sequence, not a guaranteed outcome. A project with a firm regional-sourcing requirement, unusual package integration or a need for Intel process features may rationally select Intel after due diligence. Capacity, PDK maturity and customer-specific yield must be confirmed for the actual design.
When does Intel 18A make sense?
Intel 18A deserves priority when its process and packaging roadmap fits the architecture, when U.S. or European supply is a requirement, or when Intel’s ecosystem can shorten integration work. Request evidence for external-customer enablement, IP, yield learning, package/test readiness and allocation before committing a production schedule.

Is GlobalFoundries good for 12nm, RF or automotive?
Yes, it is a strong candidate to evaluate. GF documents a production-proven FinFET platform, a 12nm generation, FD-SOI production since 2019, and explicit RF-SOI, SiGe, RF GaN, power and photonics offerings. For automotive, ask for the exact qualification grade, temperature range, defect and reliability data, change-control terms and the planned life of the selected variant.
Which foundry has the best specialty process for low-power IoT?
Compare GF FDX FD-SOI with TSMC’s 22/28nm specialty portfolio. FDX is attractive when adaptive body bias, ultra-low voltage, low leakage and eNVM are central. TSMC may fit better when the design depends on its particular RF, eFlash, RRAM or broader IP ecosystem. Measure sleep current, wake-up time, RF performance, memory endurance and software-controlled body-bias behavior on representative silicon.

- Write the requirements sheet. Record performance, active and standby power, die-area target, interfaces, memory, analog/RF devices, operating temperature, qualification level, package, annual volume and product lifetime.
- Classify the technology need. Decide whether the design is leading-edge digital logic, mature mixed-signal, FD-SOI low power, RF, power, photonics or a combination. This prevents a 2nm search for a product that actually needs eNVM or high-voltage devices.
- Shortlist two or three process variants. Use the node/application table as a starting point, then include a backup platform with a different geography or technology family.
- Obtain the NDA package. Request the current PDK, design rules, SPICE models, standard-cell and SRAM libraries, memory compilers, interface and analog/RF IP lists, EDA compatibility, shuttle dates and known limitations.
- Run a matched benchmark. Synthesize the same RTL and memory configuration, use each foundry’s recommended libraries, and compare frequency, power, area, voltage, routing congestion and sign-off margins. Keep assumptions visible; vendor headline numbers are not interchangeable.
- Review manufacturing and packaging together. Confirm wafer size, fab locations, assembly, advanced packaging, interposer or chiplet support, test insertion, thermal limits and the route from engineering wafers to volume.
- Request commercial and capacity commitments. Ask for mask and engineering charges, wafer pricing, minimums, lead times, allocation policy, ramp milestones, multi-site options and change-notification terms. Public pages do not establish these figures.
- Validate qualification and lifecycle. For automotive and industrial products, obtain reliability reports, qualification standards, temperature grades, defect targets, process-change control and end-of-life policy. For consumer products, test the replacement and second-source plan.
- Score risk explicitly. Weight PPA, schedule, supply geography, ecosystem, package, cost and redesign risk according to the product—not according to the smallest node label.
- Gate the decision at shuttle or prototype. A shuttle wafer can expose PDK, IP, model, package and test problems before a full mask commitment. Re-score the suppliers using measured silicon and updated allocation data before production authorization.
Common mistakes and how to avoid them
Assuming a roadmap equals available capacity
Production dates describe a technology’s status, not the wafers reserved for your company. Ask for an allocation plan tied to your forecast, package and ramp window, with escalation contacts and contingency capacity.
Using one benchmark to declare a winner
Intel’s Intel 3 comparison is explicitly an Intel analysis, and TSMC and GF publish different reference conditions. Re-run your own workload with each PDK and document voltage, libraries, memory, temperature and interconnect assumptions.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Ignoring specialty devices
A digital-only comparison can miss the eNVM, RF, high-voltage, photonic or body-bias device that determines whether the product works. List every non-standard device at architecture review and verify that it is in the same qualified process flow.

Separating packaging from wafer selection
AI, networking and chiplet products can be constrained by interposers, high-bandwidth memory, thermal resistance, assembly yield or test time. Obtain a package-and-test proposal before freezing the die process.
Treating vendor quotes as interchangeable
One quote may include masks, another engineering wafers, and a third only bare wafer fabrication. Normalize non-recurring engineering, wafer starts, probe, assembly, final test, scrap, logistics and currency before comparing total cost.
Forgetting lifecycle and geography
An automotive controller or industrial sensor may ship long after a smartphone processor is replaced. Match the foundry’s qualified sites, process-change policy and longevity commitment to the product’s service life, and document how a second site would be qualified.
