The Financial Stability Board (FSB) finalized global guidance on 15 October 2026 calling for stronger human control of agentic AI in finance. Its 12 sound practices require boards and senior managers to own AI risk, while higher-risk systems must use more intensive human oversight and clear, risk-based triggers for human approval.
What the FSB adopted
The FSB’s final Sound Practices for Responsible Adoption of Artificial Intelligence is a nonbinding standards toolkit, not a new financial statute. It groups 12 practices around organization-wide governance and lifecycle risk management. Institutions are expected to tailor the practices to their business model, risk appetite and use cases, then integrate them with existing cyber-risk, information-and-communications-technology (ICT) resilience and third-party-risk frameworks.
The framework keeps accountability with people. Boards and senior management are responsible for setting ownership and ensuring that AI risk is reflected in strategy and risk appetite. Firms must define roles, maintain documentation and use established risk-management processes rather than treating an AI deployment as a standalone technology experiment.
Reuters reported that the final text gives agentic AI a stronger treatment than earlier language. The FSB removed the description of AI systems as “synthetic employees,” emphasizing instead that “AI agents do not reason like humans and may interpret pre-defined goals in unexpected ways.”

Why agentic AI changes the control problem
Conventional automation usually produces an output for a person or a fixed workflow to check. An agentic system can plan a sequence of actions, call tools and continue operating with limited supervision. A mistake can therefore propagate through several steps before anyone reviews the result, creating operational, customer or market effects.
The FSB’s concern is not that every agent is equally dangerous. It is that the control method must reflect the use case’s materiality and the agent’s ability to act. Reuters summarized the final guidance as requiring “more intensive human oversight” for higher-risk uses, with “clear, risk-based triggers for when an agent must seek human approval.” Those triggers are to be set by each institution against its own risk profile; the FSB does not prescribe one universal numerical threshold.

The Cambridge Centre for Alternative Finance’s 2026 Global AI in Financial Services Report, based on 352 industry respondents and 130 regulators, identified loss of human oversight and collective forgetting among the leading AI risks. Fifty-one percent of respondents selected that risk. The same report said 52% reported rapid deployment of agentic AI, while manual oversight is becoming less effective as systems plan and execute actions independently.

Human involvement is meant to be an operating control, not a box-ticking review after an agent has acted. Firms need to decide who can approve, pause or stop an action, the conditions that force escalation, and the records needed to reconstruct what happened.

This approach also addresses explainability. A firm should be able to explain the purpose of an agent, the information it used, the controls applied and why a human approved or rejected an escalated action. The guidance links that evidence to performance evaluation and data-governance processes rather than treating explainability as a separate public-relations exercise.
What banks and other financial firms should implement
- Inventory and classify uses. Record every agentic application, its objective, connected tools and affected processes. Assess materiality and risk before launch and repeat the assessment as the use changes.
- Assign accountable owners. Give the board and senior management a defined line of sight, then document operational, risk, compliance and technology responsibilities.
- Write approval and escalation rules. Specify the risk-based triggers that require human approval and the people authorized to approve, pause or terminate an action. Higher-risk use cases need more intensive supervision.
- Test the lifecycle controls. Evaluate performance, explainability and data governance, and retain documentation showing that the agent continues to meet its approved purpose.
- Harden the technical environment. Apply cybersecurity and ICT-resilience controls to the model, its tools, data flows and connected systems. Include external providers in third-party-risk management.
- Monitor and refresh. Review incidents, near misses, model behavior and supplier changes continuously. Update controls as capabilities and risks evolve, rather than waiting for a scheduled annual review.
Why regulators see a wider financial-stability issue
Connected institutions can use similar models, data sources and suppliers. If an agent behaves unexpectedly or a shared dependency fails, the effect could spread faster than a traditional manual process. The FSB therefore treats agentic AI as both an institution-level governance issue and a potential system-wide resilience concern.

Demand is not hypothetical. The UK Financial Conduct Authority reported in 2026 that 20% of retail-finance consumers—about 11 million adults—said they would be likely to use AI capable of acting autonomously within preset goals. That level of consumer interest increases the importance of controls over decisions that affect customers, even while firms are still developing their operating models.

What the guidance does—and does not—change
The FSB practices do not replace jurisdiction-specific rules on financial conduct, consumer protection, cybersecurity, outsourcing or artificial intelligence. A bank still has to comply with the requirements that apply in the countries where it operates. The FSB describes the document as a practical toolkit that institutions can integrate into existing frameworks and says it will monitor developments and update the practices as needed.
For financial firms, the immediate implication is clear: autonomous execution cannot be governed solely through model accuracy checks. Effective governance must combine accountable leadership, documented use-case assessments, explicit human-approval triggers, resilient technology and continuous monitoring. The more consequential the agent’s actions, the more direct and intensive the human control must be.
