An AI agent should have its own identity when you need systems to recognize it as a distinct actor, limit its access, and trace its actions. That identity gives you a principal to govern and audit; it does not, by itself, authorize particular actions or isolate one customer’s data from another’s. Those protections still depend on authorization checks in the application and at the resources the agent uses.
What an agent identity does—and does not do
An agent can choose tools and act on data or systems. A distinct identity lets your access and audit controls distinguish its activity from that of a signed-in person, the application hosting it, or a generic software workload. It also gives you a principal whose permissions can be reviewed and whose access can be revoked when the agent is retired.
Identity answers which principal is acting? Authorization answers may that principal perform this action on this resource? The application or resource must still make that second decision. Giving an agent an identity does not automatically make its choices safe, constrain it to a user’s rights, or prevent access to another tenant’s data.

The right identity pattern depends on whether a user is present, whose authority should permit the action, what audit attribution you need, and how much credential and operational complexity you can manage. The patterns can be combined in one workflow.

| Pattern | When it fits | Key consideration |
|---|---|---|
| Delegated user access | The agent must stay within a signed-in user’s permissions, such as when handling that person’s documents, email, files, or records. | Preserve user and tenant context throughout the request. Delegation may not suit autonomous work without a user context. |
| Agent identity | The agent needs a distinct principal for autonomous activity, agent-specific audit, or independent lifecycle management. | Grant only task-required permissions. The identity does not enforce tenant isolation on its own. |
| Managed or workload identity | A hosted workload needs service-to-service access and the hosting platform and target resource support the pattern. | Confirm support at both ends and scope access narrowly. |
| Application or service principal | Predictable application work needs an application principal, particularly when managed identity is unavailable. | It does not automatically provide agent-specific governance or attribution. |
| Mixed pattern | A workflow needs user authority for user data and its own authority for background state, infrastructure, or telemetry. | Bind each action to the correct initiating principal and an explicit authorization check. |
Microsoft’s agent identity architecture guidance and overview of agent identities describe agent identity as a way to govern agents as distinct actors. Treat it as one part of an access design, not a substitute for resource permissions.
Design permissions around tools and resources
Give each tool only the actions and data scope required for its task. Read access should not imply write access; sending, deleting, purchasing, deploying, provisioning, or changing permissions deserves separate, explicit authority. Place deterministic checks before a tool executes rather than relying on the model’s reasoning to decide whether access is allowed.

A useful authorization check evaluates the user, tenant, agent, tool, action type, target resource, and applicable scope or role. Microsoft’s guidance for multitenant agentic systems puts the principle plainly: “Apply the principle of least privilege regardless of the identity model you choose.”
Where supported, prefer managed or federated identity approaches to long-lived credentials. Token handling and credential protection remain part of the security boundary. Verify that the hosting platform and target resource support the selected approach, and scope its permissions narrowly.

Keep tenant boundaries explicit
A shared agent identity can simplify operations, but it does not separate customers’ data. Carry tenant context through every request and enforce it in application logic and at each relevant data and tool boundary. Check that the requested resource belongs to the tenant authorized for the workflow.
Tenant-scoped identities or dedicated deployments can reduce the impact of a compromised identity or a faulty authorization path, but increase operational complexity. Choose shared, tenant-scoped, or dedicated arrangements according to the isolation you require and can reliably operate; do not assume a distinct agent identity alone provides isolation.

Make consequential actions attributable and reviewable
Record enough context to investigate a workflow: who initiated it, which agent acted, which tool it called, what action it attempted, and which resource it targeted. Assign an accountable owner to each agent and define how its access will be disabled or retired.

For multiple agents, separate identities when independent revocation, role separation, or attribution matters. Replicas used only for horizontal scaling do not necessarily need separate identities. If identities are created from shared credential blueprints, consider that compromise of a blueprint can affect the identities derived from it.

A practical setup sequence
- Map the actors and resources. Identify the user, host application or workload, agent, tools, and target resources as distinct principals or systems where appropriate. Avoid collapsing them into one shared secret or highly privileged account.
- Choose the authority per action. Decide whether the agent acts with delegated user access, its own application or workload authority, or a combination. For user-owned data, preserve user-level authorization unless there is a deliberate, controlled reason not to.
- Grant the minimum tool permissions. Scope access to the necessary resources and actions; separate read operations from writes, sends, deletes, provisioning, and permission changes.
- Enforce policy before execution. Check the user, tenant, agent, tool, requested action, target resource, and applicable scope or role before invoking a tool. Do not delegate authorization decisions to model output.
- Secure credentials and tokens. Prefer managed or federated approaches when supported, protect tokens, and confirm that both the hosting platform and target resource support the chosen identity pattern.
- Log and assign ownership. Capture the workflow initiator, acting agent, tool, action, and target resource. Name an owner and a process for revocation and retirement.
- Test tenant and high-impact controls. Verify tenant context at each relevant boundary and require appropriate review or approval for consequential operations.
What is still unsettled
Identity design for autonomous agents continues to raise questions about strong agent authentication, issuing and revoking keys, defining least privilege when actions are not fully predictable, proving authority and intent, delegated authority, human approval, tamper-evident records, and prompt-injection mitigation. The NIST NCCoE February 2026 concept paper identifies these as research and implementation questions; it is not a final NIST standard or evidence that any particular identity product resolves them.
