A GitHub Copilot spending limit can mean two different things: a per-user cap on total AI-credit consumption, or a broader enterprise, organization, or cost-center cap on metered charges after shared credits run out. For the broader cap to stop usage rather than merely trigger an alert, turn on Stop usage when budget limit is reached. Neither kind of organization spending limit caps the separate cost of Copilot licenses.
What a GitHub Copilot spending limit actually caps
For organizations and enterprises on GitHub’s current AI-credit billing model, budgets apply at different scopes and to different parts of usage. The distinction that matters most is whether the budget covers an individual’s total consumption or only the group’s metered charges after its shared pool is exhausted.

A user-level budget is the closest option to a cap on one person’s complete usage: it applies across both the shared pool and metered phase. GitHub documentation says user-level budgets always enforce a hard stop; there is no setting to let that user continue past the limit.
A spending limit is not a cap on the entire invoice
An enterprise, organization, or cost-center spending limit applies to metered charges, not license fees. GitHub’s budget documentation illustrates this with 400 Copilot Business licenses at $19 USD per month each: $7,600 USD in license fees plus a $5,000 USD enterprise spending limit would produce a $12,600 USD maximum bill in that example, not a $5,000 bill. These are figures in GitHub’s 2026-verified example, not a quote for a particular customer.

How budgets interact when a user reaches a limit
GitHub evaluates a user-level budget first. It then checks whether shared credits remain and, if they do not, applies the relevant metered budget. The first applicable limit reached can block usage even if another budget still has headroom.
- A user may reach their user-level cap while the organization still has shared credits or metered budget remaining.
- An organization or enterprise may reach its metered spending limit while a particular user’s personal budget still has room.
- A cost-center or individual user-level budget can override a broader user-level budget for the people it covers.
- If paid AI-credit usage is disabled, usage is blocked when the shared pool is exhausted, regardless of configured budgets.
When setting limits at several scopes, align per-user amounts with the relevant organization, cost-center, or enterprise metered cap. Otherwise, a narrower cap may stop a user earlier than the broader budget suggests.

How to set a Copilot spending limit for an organization or enterprise
GitHub’s current organizational budget workflow uses AI credits. In the applicable enterprise or organization settings, configure a bundled AI-credits budget rather than assuming that older premium-request budget instructions apply. GitHub says existing premium-request budgets were converted to AI-credit budgets.

- Open Budgets and alerts, then choose New budget.
- Select Bundled AI credits budget. This budget type covers AI-credit SKUs such as Copilot, Copilot cloud agent, and Spark where overage spending is enabled.
- Choose the scope: enterprise, organization, cost center, or users. For a user-level budget, leave the user selection empty for a universal limit, select a cost center to set a shared per-user limit for its members, or select a person for an individual override.
- Enter the amount. For an individual user override, set an expiration if needed.
- For an enterprise, organization, or cost-center metered spending limit, enable Stop usage when budget limit is reached if the intended outcome is to block usage at the limit. User-level budgets are hard stops and do not use this setting.
- Set threshold alerts if useful, then create the budget.
Who can create a budget depends on its scope. GitHub identifies enterprise owners, organization owners, and billing managers as roles that can create budgets in the appropriate scope. Organization owners can set organization budgets; enterprise owners and billing managers can manage enterprise controls.

How to set a personal Copilot budget
- Go to github.com/settings/billing.
- Choose Budgets and alerts, then New budget.
- Choose a bundled AI-credits budget, set its scope and amount, and create it.
GitHub’s personal-account setup flow describes threshold alerts at 75%, 90%, and 100%.
How to choose the right budget scope
- Choose a user-level budget when the goal is to cap one person’s total consumption across shared credits and metered usage. Use a universal limit for a broad per-user rule, a cost-center limit for that center’s members, or an individual override for one person.
- Choose an organization budget to govern metered charges for one organization after shared credits are used.
- Choose a cost-center budget to govern that cost center’s metered charges or set a common per-user limit for its members. These are distinct controls, so check which budget scope you are creating.
- Choose an enterprise spending limit to govern total enterprise metered charges after shared credits run out.
- Enable the stop-usage option for an organization, cost-center, or enterprise metered budget when the intention is a hard stop, not just an alert.
AI-credit amounts and billing figures
GitHub’s billing documentation, verified in 2026, states that one AI credit equals $0.01 USD. Its current budget documentation lists 1,900 AI credits per Copilot Business license and 3,900 per Copilot Enterprise license. The same documentation calculates 38,500 AI credits for a cost center with 10 Business and 5 Enterprise licenses: 10 × 1,900 plus 5 × 3,900.

GitHub’s 2026-verified budget-sizing guidance also uses monthly license figures of $19 USD for Copilot Business and $39 USD for Copilot Enterprise. These amounts and included credits can change; check the live plan and billing details for the account before using them to size a budget. The cited GitHub pages do not state publication dates, so 2026 refers to verification, not when the documentation was published.

Check whether the account uses current AI credits or legacy billing
The instructions above primarily apply to Copilot Business and Enterprise accounts using current usage-based billing, where usage is measured in AI credits. Older premium-request budget instructions are not a universal guide to current organizational spending limits.

GitHub documents a narrow exception for certain annual Copilot Pro and Pro+ subscribers who remained on request-based billing after June 1, 2026. That exception is limited to qualifying subscribers; do not assume it describes the standard billing model for organizations or all individual accounts. Individual plans also have their own billing settings and monthly AI-credit allowances, and GitHub’s individual-plan overview says extra use can be paid for after credits run out.
