To get a Moldovan IP address while abroad, connect to Moldova in a VPN app from a provider that currently lists the country as a server location. Install the app, sign in, select Moldova, and connect. Then check your public IP’s reported country. This changes the IP address websites see; it does not prove you are physically in Moldova or guarantee that a particular service will accept the connection.
