Generative AI and procedural content generation are not opposing technologies. Procedural content generation (PCG) is the broader practice of creating game content automatically with algorithms; generative models, including large language models (LLMs), can be one method inside a PCG pipeline. The practical choice is therefore not “AI or procedural generation,” but which generation method, control layer, and validation system fit each game task.
The short answer: choose by task, constraints, and validation
Use conventional procedural generation when designers need explicit, repeatable rules for layouts, maps, encounters, loot tables, simulations, or other data with hard gameplay constraints. Use generative AI when the difficult part is producing flexible language, variations on authored ideas, or content shaped by player-authored prompts. Use a hybrid when you need both: designers define the allowed space, a learned model proposes variations, and deterministic validators reject anything that violates game, narrative, technical, or safety rules.
This distinction matters because “procedural” describes a production approach, while “generative AI” describes a family of models. A noise function, grammar, search algorithm, or hand-authored rule set can generate content procedurally without machine learning. Conversely, an LLM can be called by a procedural pipeline that stores state, applies constraints, validates output, and commits only approved results to the game.

Mahdi Farrokhi Maleki and Richard Zhao define procedural content generation as “the automatic creation of game content using algorithms.” That definition covers much more than terrain. Depending on the project, PCG can produce levels, quests, dialogue, item combinations, enemy formations, animations, textures, sound parameters, or other structured game data.

Common procedural mechanisms
- Rule-based systems: Designers encode grammars, constraints, probability tables, state machines, or production rules. The generator can then assemble only structures that satisfy those rules.
- Noise functions: Mathematical noise can create terrain height fields, biome masks, cloud patterns, or other continuous variation. Designers control parameters such as scale, frequency, thresholds, and seeds.
- Search-based generation: An algorithm explores candidate levels or scenarios and scores them against objectives such as difficulty, pacing, reachability, or resource distribution.
- Simulation and agent systems: A simulated economy, population, ecology, or faction system can produce world states from explicit processes.
- Machine-learning methods: A learned model can propose or transform content based on patterns in data. The model may be part of a larger procedural system rather than the entire system.
The 2024 AAAI AIIDE survey by Maleki and Zhao reviews search-based methods, machine-learning methods, noise functions, LLM integration, and combined approaches under the PCG umbrella. Treating PCG and generative AI as mutually exclusive therefore hides the architecture that determines whether a result is usable.
Why seeds and rules matter
Most procedural systems expose a seed or an equivalent reproducibility control. A fixed seed can recreate a world for debugging, testing, speed-running, or multiplayer synchronization. Changing the seed creates another result while preserving the same generation process. Explicit constraints also make it possible to reason about guarantees such as “every room is reachable,” “the boss appears after the required key,” or “the generated item has legal statistics.”
Those guarantees are not automatic. A procedural algorithm can still contain a design bug, create monotonous output, or produce an unwinnable combination if its constraints are incomplete. The advantage is that the logic and failure conditions are usually visible to the development team and can be tested directly.
What generative AI adds
Generative AI models learn patterns from training data and produce new outputs from prompts, context, or conditioning information. In game development, an LLM can generate dialogue, descriptions, quest variants, names, or structured narrative proposals. Image, audio, or 3D-oriented models can propose graphical or multimedia assets, although each asset type has different production and validation requirements.
Strengths of model-based generation
- Language flexibility: LLMs can turn a small set of authored facts into many phrasings, character voices, summaries, or conversational turns.
- Player-facing input: A model can interpret free-form player requests that would be expensive to enumerate with hand-authored branches.
- Variation around examples: A model can produce alternatives that preserve a theme or style when the prompt and conditioning data are well designed.
- Rapid prototyping: Designers can explore narrative or content directions before committing every variation to authored data.
Why flexibility creates engineering work
Free-form generation can leave the intended scope. Buongiorno, Klinkert, Zhuang, Chawla, and Clark state that ingesting free-form text for a video game creates challenges because an LLM may generate content “beyond the intended narrative scope.” In production, an apparently plausible sentence can still break a quest, reveal information too early, contradict a character, violate a rating requirement, or contain text that the game cannot safely display.
A model output is therefore best treated as a proposal until it passes checks. The checks may include a schema parser, allowed-value lists, game-state validation, narrative consistency tests, moderation, localization checks, latency limits, and a fallback response. Model confidence alone is not a substitute for those controls.

Generative AI and PCG: the relationship in one table
| Question | Procedural generation in general | Generative AI as a PCG method |
|---|---|---|
| What defines it? | An algorithm automatically creates content. | A learned generative model proposes content from patterns in data and supplied context. |
| Typical control | Explicit rules, parameters, seeds, grammars, or search objectives. | Prompts, model choice, context, retrieval, decoding settings, schemas, and post-generation validators. |
| Best fit | Deterministic layouts, repeatable simulations, and data with hard constraints. | Open-ended language, variation, interpretation of player text, and authored-style alternatives. |
| Main failure mode | Design or implementation rules allow undesirable combinations or repetitive output. | Output is plausible but outside the game’s rules, state, tone, safety policy, or technical schema. |
| Reproducibility | Usually straightforward with a seed and fixed algorithm version. | Requires controlling model version, prompts, context, decoding, external services, and state; exact reproduction may be harder. |
| Validation emphasis | Reachability, balance, geometry, simulation invariants, and performance. | All of those where applicable, plus schema validity, factual consistency with game state, narrative scope, safety, and moderation. |

Levels, maps, and encounters
For a dungeon that must be connected, contain a required number of combat spaces, and place a reward after a key, an explicit generator gives designers direct control over the structure and constraints. A grammar, constraint solver, or search procedure can reject candidates that fail reachability or pacing tests. A model could still help propose room themes or descriptions, but it should not be the only authority over topology unless a separate system verifies the result.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteNarrative state and dialogue
LLMs are attractive when the game needs many natural-language responses or player-authored questions. They become risky when dialogue must obey a tightly ordered plot, reveal facts only after flags are set, or use exact gameplay values. A state-aware prompt, a memory store containing approved facts, and a validator that checks the response against current flags can combine flexibility with control. For fixed critical scenes, authored text remains the simplest way to guarantee wording and timing.
Graphical assets
Graphical-asset generation is a substantial research area. A 2025 ACM Computing Surveys systematic review by Fukaya, Daylamani-Zad, and Agius reports 239 accepted papers on intelligent generation of graphical game assets across game and non-game applications. That number describes the review corpus, not the number of techniques ready for a commercial production pipeline.
For an asset pipeline, evaluate more than visual appeal. Check topology, materials, texture resolution, rig compatibility, animation deformation, licensing and provenance requirements, consistency with the game’s art direction, memory budgets, and whether artists can edit the result. A procedural material or mesh system may be preferable when parameters and repeatability matter; a learned model may be useful for ideation or variation, followed by artist review and technical cleanup.
Items, enemies, and game data
Structured data benefits from a clear schema regardless of the generator. A conventional system can sample legal combinations from tables. An LLM can suggest names, descriptions, or candidate combinations, but numeric attributes and effect interactions should be checked against explicit ranges and balance rules. Store the approved structured representation, not an unparsed paragraph, as the authoritative game object.
Player-authored prompts
Player input increases the value of language models but also expands the attack and failure surface. Treat player text as untrusted input. Constrain what the model can change, separate narrative requests from commands that alter inventory or progression, rate-limit calls, filter unsafe output, and provide a deterministic fallback when the model is unavailable or refuses a request.

A worked example: the PANGeA research prototype
PANGeA (Procedural Artificial Narrative using Generative AI) illustrates a hybrid design for turn-based role-playing games. Buongiorno and co-authors describe a system that generates settings, key items, non-player characters, and dialogue from designer-supplied configuration and narrative rules.
Architecture
- Memory system: Maintains information that the generator should use across interactions and scenarios.
- Validation system: Checks generated content against the supplied narrative constraints instead of accepting free-form output blindly.
- Unity plugin: Provides an engine integration point for a game project.
- RESTful server interface: Connects the game and generation components, with an architecture intended to support local or private LLM deployments.
The Unity and REST components are evidence of a research-prototype architecture, not proof of a purchasable commercial product or a drop-in production service. Teams would still need to implement authentication, observability, content storage, failure handling, performance budgets, and their own safety and design policies.
What the evaluation found
The evaluation covered ten RPG scenarios and tested Llama-3 (8B), GPT-3.5, and GPT-4. In the paper’s setup, adding the validation system raised reported accuracy for Llama-3 (8B) from 28% to 98%, and for GPT-4 from 71% to 99%. These are results for PANGeA’s tasks, prompts, models, and evaluation method; they are not general reliability rates for game AI and should not be used as a universal forecast.

How to choose an approach
Use the following sequence before selecting a model, algorithm, or engine integration.
- Define the output contract. Write down whether the result is a map, a JSON object, dialogue, an image, a mesh, or another asset. List required fields, legal values, size limits, and dependencies.
- Mark hard constraints. Identify rules that may never be violated: reachability, progression flags, combat limits, rating policy, canon facts, performance budgets, or multiplayer synchronization.
- Decide where generation runs. Choose offline authoring, build-time generation, server-side runtime generation, local runtime generation, or a player-triggered request. The choice affects latency, cost, privacy, patching, and reproducibility.
- Choose the authority. For hard gameplay state, make deterministic code or validated structured data authoritative. Let a model propose text, themes, or candidates where that improves the experience.
- Design validation before generation. Build parsers, rule checks, test fixtures, moderation, and fallback behavior before exposing the generator to players.
- Measure the right outcome. Test constraint satisfaction, usefulness to designers, player comprehension, diversity, latency, failure recovery, and maintenance effort. A fluent output that breaks progression is not a successful result.
Decision matrix
| Project need | Starting point | Reason |
|---|---|---|
| Repeatable worlds with strict geometry or progression rules | Rule-based or search-based PCG | Constraints and seeds are explicit and testable. |
| Many variations of authored dialogue | LLM inside a constrained narrative system | The model supplies language variation while memory and validators preserve scope. |
| Player asks for open-ended descriptions or role-play | LLM with moderation, state grounding, and fallback | Free-form interpretation is valuable, but untrusted input and output need boundaries. |
| Large sets of art prototypes | Generative asset tool plus artist and technical review | Visual ideation is separated from shipping-ready topology, style, and licensing checks. |
| Critical competitive or synchronized state | Deterministic server-authoritative logic | All clients need the same approved result and predictable validation. |
Designing a hybrid generation pipeline
A practical hybrid pipeline separates proposal, validation, and commitment. For example, a quest generator can use authored templates and a deterministic state machine to define legal objectives, call an LLM for descriptions and optional dialogue, parse the response into a schema, run gameplay and narrative checks, and commit only an approved quest. If validation fails, the system can retry with a targeted correction, choose another candidate, or fall back to authored content.
Keep structured state outside the prompt
Do not rely on a model to remember the authoritative value of health, inventory, quest flags, or world coordinates. Store those values in the game state and pass only the relevant, sanitized context. The model can produce a response or proposal; game code decides whether an action actually occurs.

Use constrained output formats
For data generation, require a schema with enumerated fields, numeric bounds, and maximum lengths. Reject malformed output before it reaches gameplay code. For dialogue, attach metadata such as speaker, intended emotion, required facts, and permitted topics so downstream systems can test the response rather than inspect an opaque string.

Plan for unavailable generation
Runtime systems need timeouts, retries with limits, caching, circuit breakers, and a fallback line or authored event. Offline pipelines need reproducible manifests containing the model version, prompt or template version, input data, seed or decoding settings where available, and validator results. These records make a content regression diagnosable after a model or prompt changes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Control, interaction, and aesthetics
Michael Cook’s 2025 paper argues that game design is generative design and reports a survey of 261 players and 126 game designers. Those sample sizes provide context for discussing attitudes toward generative systems; they are not an industry-wide opinion poll. The broader design question is who controls the generator and how many people interact with it.
For an offline authoring tool, designers may accept slower generation in exchange for review and iteration. A runtime system has to meet latency and availability targets. A multiplayer generator must define whether one player, a party, or the server controls the generated result. A game built around discovery may treat variation as a core aesthetic; a game with a tightly authored visual identity may regard uncontrolled variation as a defect.
Assess the aesthetic role explicitly:
- Variation as the experience: Lean toward procedural rules or models that create meaningful differences while preserving the game’s identity.
- Variation as support: Keep a fixed authored backbone and generate optional descriptions, side content, or cosmetic alternatives.
- Consistency as the experience: Use authored assets and deterministic systems for critical presentation, with generative tools limited to internal prototyping or tightly reviewed content.
Data, compute, and operational trade-offs
There is no universal cost ranking between procedural algorithms and generative models. PCG literature spans explicit process design, learned patterns, and combinations of the two. A rule system may require substantial engineering and testing but little inference infrastructure. A model-based system may reduce some authoring work while adding model hosting or service costs, context management, latency, monitoring, privacy review, and ongoing evaluation.

Common mistakes and how to correct them
Mistake: treating “AI” and “procedural” as competing categories
Correction: Draw the architecture. Identify the algorithm or model that proposes content, the constraints that define legal content, and the validator that decides what ships or runs.
Mistake: letting an LLM write directly to game state
Correction: Require structured proposals and let deterministic game code apply approved changes. Keep authoritative state in the game systems.
Mistake: testing only for fluency or visual appeal
Correction: Add tests for progression, reachability, schema validity, tone, safety, performance, localization, and repetition. Track rejection and fallback rates by content type.
Mistake: assuming a research result generalizes to every game
Correction: Reproduce the evaluation on your scenarios, models, prompts, and constraints. The PANGeA accuracy figures demonstrate the value of its validation setup, not a guarantee for another project.
Mistake: ignoring updates and reproducibility
Correction: Version prompts, rules, models, assets, and validators. Record seeds and inputs where applicable, and keep approved outputs when a shipped build depends on them.
A production checklist
- Content type and output schema are documented.
- Hard gameplay, narrative, technical, and safety constraints are explicit.
- The authority for each field is assigned to game code, authored data, a procedural algorithm, or a model.
- Offline, runtime, player-triggered, and multiplayer interaction requirements are decided.
- Validation runs before generated content changes shipped or live state.
- Malformed, unsafe, contradictory, slow, or unavailable outputs have fallbacks.
- Seeds, model versions, prompts, rules, and validator versions are recorded.
- Human review is assigned for content that automated checks cannot judge reliably.
- Evaluation measures usefulness and constraint compliance, not only novelty or fluency.
Bottom line
Procedural generation is the umbrella; generative AI is one possible technique within it. Choose explicit procedural algorithms when control, repeatability, and hard constraints dominate. Choose generative models when flexible language, variation, or player-authored input is the central problem. For most ambitious games, the strongest architecture is hybrid: designers define the rules and boundaries, a generator proposes content, and validators decide what the game can accept.
