Apple announced on October 2, 2026, that it plans additional controls so users grant Full Disk Access (FDA) only through “very explicit user action.” Apple says the permission’s breadth makes it especially consequential as AI agents become more capable and autonomous. The announcement does not specify when the controls will arrive or how they will work. It does not say that macOS will make FDA temporary or ask for approval for every agent action.

Why Apple says Full Disk Access needs stronger controls

FDA is a broad macOS privacy permission. Apple says it can largely sidestep other privacy controls, a capability that supports workflows such as Mac backups. But Apple warns that some developers use it in ways that may expose files, mail, messages, and browsing history without users fully understanding the access. For communication apps, that exposure can also affect the privacy of people users communicate with.

Apple specifically connects the risk to increasingly capable, autonomous AI agents: “As AI agents become increasingly capable and autonomous, the risks associated with this level of access will grow substantially.” That is Apple’s stated rationale, not a quantified risk assessment. The announcement does not establish that all agents request FDA, identify a specific incident behind the change, or say the new controls are already available. Apple’s announcement describes a planned policy change.

What Full Disk Access currently means

Under Apple’s current developer guidance, an app cannot grant itself FDA through an entitlement or code. The user must add it in System Settings > Privacy & Security. Apps should also handle denial, because the user may choose not to grant access. Apple’s file-access documentation describes this user-grant requirement.

FDA should not be treated as a synonym for every macOS permission. Apple describes distinct controls for protected folders and storage, Accessibility, and Apple-event Automation. Access to one does not, by itself, establish that an app has the others.

Permission or control What it concerns Scope and user involvement
Protected-folder and storage access Documents, Downloads, Desktop, iCloud Drive, and network volumes are among the locations for which macOS 10.15 and later enforces user consent. These controls concern access to protected locations. Apple’s platform-security description identifies user consent; it does not provide an agent-specific capability matrix.
Full Disk Access Broad access to storage-device data; Apple says it can expose files, mail, messages, and browsing history. Apple says apps needing full storage-device access must be explicitly added in macOS 10.13 or later. Under current developer guidance, the user grants FDA in System Settings.
Accessibility Accessibility-related access, which is separate from file access. Apple says user permission is required. The cited guidance does not say FDA grants this permission automatically.
Apple-event Automation Automation involving communication between apps. Apple says user permission is required. It is distinct from FDA and Accessibility.

Apple’s platform security guide explains these categories. Apple Security Research also notes that Transparency, Consent, and Control (TCC) helps users see and manage app permissions to sensitive information: user TCC preferences are protected by FDA, while system TCC preferences are protected by System Integrity Protection. That example illustrates FDA’s high privilege; it is not a full specification of Apple’s announced changes. Apple Security Research’s Target Flags page provides that context.

What Apple has announced—and what remains unknown

Apple has announced additional controls and says FDA should require very explicit user action. It has not disclosed the implementation details in the October 2, 2026 announcement. In particular, that announcement does not state:

  • which macOS release will include the controls or when they will roll out;
  • whether permission will expire, or whether existing FDA grants will change;
  • whether users will approve individual reads or writes, or whether narrower scopes will supplement or replace FDA; or
  • whether developers will receive new APIs.

So “permission is a lease, judgment is per action” is a useful design lens, not a description of a confirmed macOS feature. A lease would mean authorization is time-bounded or otherwise renewed; per-action judgment would mean evaluating a particular operation in its context. Apple has not said it will implement either approach.

Why a broad grant and an action-level decision are different

A system permission answers whether an app has access to a class of protected data. It does not answer whether every specific action the app or its agent proposes is appropriate for the user’s task. An agent with broad access could still need to decide whether a particular file is relevant, whether sharing it is intended, or whether an operation should pause for user confirmation. Those are agent-design questions; FDA alone does not resolve them.

Research on agent permission decisions offers a limited illustration of why context matters. A 2025 preprint by Wu, Yang, Roesner, Kohno, Zhang, and Iqbal reports a vignette-based user study and a preliminary model for predicting permission decisions. The authors report 85.1% accuracy overall and 94.4% for high-confidence predictions, and describe decisions as context-dependent, with users potentially needing to remain involved when false-positive grants carry costs. Those figures are results from that paper’s study and model—not Apple performance, production-agent safety rates, or an evaluation of macOS or the announced controls. The preprint, “Towards Automating Data Access Permissions in AI Agents,” was posted November 22, 2025.

What a sound permission design would need to balance

Apple has not disclosed its design, but several trade-offs help explain why a more explicit grant and action-level judgment are separate problems:

  • Least privilege: limit access to the files or operations needed for a task rather than treating broad disk access as the default.
  • User comprehension: explain what data an app can reach and what a proposed action will do in terms the user can evaluate.
  • Revocability: make it clear how to remove future access. Apple’s TCC description says users can grant or revoke future access.
  • Task continuity: frequent prompts can interrupt work, while an overly broad standing grant may outlast the task that justified it.
  • Auditability: give users a way to understand which permissions were granted and what meaningful actions followed.

These are design criteria, not features Apple has promised. The announcement establishes the goal of requiring more explicit user action; it does not say how Apple will balance these concerns.

What Mac users and developers can conclude now

For users, FDA remains a permission to review deliberately in System Settings > Privacy & Security. The announcement is not a reason to assume every AI agent has disk-wide access, nor does it provide a new setting to enable today.

For developers, Apple’s existing guidance remains relevant: request access only for a justified workflow and handle denial. The announced controls may change the user-grant process, but Apple has not yet published a release target or API details. There is also no figure in Apple’s announcement for how many apps request FDA, how often it is misused, or how many people or files are affected.
