There are five CI/CD services with current first-party free-plan details established here—not enough to verify a “best 10” ranking. The practical choice depends on where your code is hosted, whether you use provider-hosted or self-hosted runners, and how the service measures its allowance. Terms below were checked on October 7, 2026, and can change.
Which free CI/CD service fits your team?
These options do not offer equivalent free capacity. Some meter minutes, others use credits or parallel jobs, and eligibility can depend on repository visibility or account plan. Compare the limits that match your workflow rather than treating the word “free” as a common unit.

How to compare CI/CD free tiers
Estimate a typical month of builds, including pull requests, branch builds, retries, and scheduled jobs. Then check each service against these criteria:

- Runner model: Separate provider-hosted compute from self-hosted runners. A free self-hosted runner allowance does not make the machine, administration, or maintenance free.
- Allowance unit: Distinguish build minutes, vCPU minutes, credits, parallel-job grants, and concurrency. They describe different constraints and are not directly interchangeable.
- Runtime and concurrency: Check the maximum duration per job and how many jobs or steps can run simultaneously. A monthly total can still be restrictive if jobs queue or hit per-run caps.
- Users and storage: Account for active-user limits, artifact or build retention, and large-file storage where those terms apply.
- Limit behavior: Find out whether builds stop, queue, or become billable when the included allowance is used.
- Ongoing versus trial: Treat a time-limited full-access trial separately from a continuing free allocation.
Shortlist by workload and operating model
If your code is on GitHub
GitHub Actions is the natural first option to evaluate for GitHub repositories, but check your account plan and repository visibility before estimating private-repository capacity. Public-repository hosted usage and self-hosted runner usage have different billing treatment from private-repository included quotas.

If you need several runner environments
CircleCI’s listed Free plan names Linux, Windows, macOS, Arm, Docker, and self-hosted options. Its minutes figure applies to the small Docker resource class, while personal usage is also expressed in credits, so verify the resource class and credit rules that apply to your builds.
If you want a managed service with a trial in the offer
Buildkite’s published comparison includes a $0 plan and specific user, concurrency, Linux vCPU-minute, and retention figures, but the same pricing page describes a 30-day full-access trial. Confirm the continuing free terms rather than assuming the trial language means the listed allowance will remain indefinitely.
If you use Azure DevOps
Azure Pipelines’ private-project hosted grant is bounded both by a monthly total and a 60-minute per-run ceiling. Microsoft also says existing public projects are scheduled to convert to private in 2027 as public projects are retired, which may matter if your current workflows depend on public-project status.

If your team is on Bitbucket Cloud
Bitbucket Pipelines’ Free plan includes only 50 build minutes monthly, alongside a limit of five users and up to ten concurrent steps. It may suit a low-volume workflow, but a high concurrency ceiling does not increase the monthly minutes.

Why this is not a verified top-ten ranking
Only five services have current first-party free-tier details established for this comparison. A ten-item ranking would require filling the other places without equivalent verified terms, so it would imply evidence this comparison does not have. Jenkins and GitLab CI may be options teams investigate, but current free-tier details were not established here and no ranking claim is made for them.
Adoption figures are not a substitute for fit: the CNCF Annual Survey 2024 reported changes of +19% for GitHub Actions, +40% for Jenkins, +20% for GitLab, and +3% for Azure Pipelines. Those are reported adoption changes, not measures of quality, performance, or suitability. Verify terms before committing
Provider allowances and plan wording can change. Before moving production workflows, revisit the linked pricing or documentation page, confirm the limits for your account and repository type, and calculate what happens when jobs exceed the included capacity. A free tier is useful only if its constraints match the build pattern your team actually runs.
