Yes. Commercial paper mills can manufacture manuscripts, authorship and references, then use compromised peer review and citation networks to make unreliable findings look established. Retracted cases show that these papers continue to be cited, and a small but consequential number of systematic reviews have incorporated them.
What a paper mill does
A paper mill is a commercial operation that manufactures or sells scientific manuscripts and authorship. Services described in a 2022 BMJ study included fabricated datasets, falsified peer review and citation services. The resulting papers can enter legitimate journals and create citation trails that make invented or manipulated findings appear independently confirmed.
This is different from an ordinary mistake. A flawed study may reflect bad design or an honest error; a paper-mill product can involve deliberate fabrication, purchased authorship, manipulated images or a peer-review process that never provided meaningful scrutiny.

How citations amplify unreliable findings
Manufactured and reciprocal references
Paper mills may insert invented references, arrange reciprocal citations or produce groups of papers that cite one another. Inappropriate citation requests can also inflate visibility. Once an article is indexed, later authors may cite it from an abstract, reference list or database record without checking whether it has been corrected or retracted.

Retraction does not erase earlier influence
A BMJ cross-sectional study of detected, retracted paper-mill papers recorded 1,083 retractions. Of those, 93.8% had received at least one citation; the median was 11 citations, with an interquartile range of 5–22. These figures describe known retracted cases, not the total number of paper-mill papers or all citations to them.
A 2024 analysis examined references and citations of retracted paper-mill papers specifically to identify suspicious relationships among articles. Such network evidence can reveal clusters that are difficult to spot by reading one paper at a time.

Evidence that the problem operates at scale
Publisher investigation
In 2022, IOP Publishing retracted 494 articles it considered likely to be paper-mill products. Its Head of Peer Review and Research Integrity, Kim Eggleton, said: “These articles are being retracted following an allegation that raised concerns regarding several manuscripts. IOP Publishing has conducted a comprehensive investigation, which indicated that some papers may have been created, manipulated, and/or sold by a commercial entity.”

Contamination of systematic reviews
Systematic reviews are especially important because they combine many studies and can influence clinical decisions, guidelines and policy. A JAMA Network Open cross-sectional study of 200,000 life-science systematic reviews published from 2013 through 2024 found that 299 reviews, or 0.15%, included at least one retracted paper-mill article.
Among 385 citations involving those retracted articles, 124 (32.2%) were made after the retraction. Thirteen occurred more than 500 days later, showing that a retraction notice does not automatically propagate into every later review or database workflow. Oncology represented 48 of the 299 affected reviews (16.1%), the largest field share in that analysis.

The study’s authors wrote: “Continued citation of retracted articles, even after retraction, highlights the need for rigorous screening practices.” They recommend citation-screening tools and coordinated correction when a review has included a problematic article.
A separate 2024 medRxiv preprint examined 100,000 life-science systematic reviews published from 2013 through 2023 and reported 0.179% contamination by paper-mill articles. Because it is a preprint and relies on detected retractions, treat that figure as preliminary and potentially incomplete rather than as a definitive prevalence estimate.

How to check whether a paper may be from a paper mill
- Check retraction and correction status. Search the article title and DOI in Retraction Watch’s records and in the publisher’s article page. Record the retraction date as well as the publication date. A citation made after retraction is a clear warning that the citing work may not have checked the article’s status, although the date alone does not prove misconduct.
- Inspect authorship patterns. Look for implausible combinations of affiliations, unusually large author lists, repeated authorship clusters or authors who appear on many unrelated papers with similar wording. Treat these as signals for investigation, not automatic proof.
- Compare text, figures and references. Repeated sentences, identical or near-identical images, unusual figure labels and the same distinctive reference sequences across supposedly independent papers can indicate a shared source. Image or text similarity should be reviewed by a qualified editor before any accusation is made.
- Examine peer-review evidence. Falsified or compromised peer review is a known paper-mill service. Editors should verify reviewer identities, institutional addresses, conflicts of interest and suspiciously rapid or uniformly positive reports. This risk is separate from ordinary statistical or methodological error.
- Re-screen evidence syntheses. If a systematic review includes a paper later retracted for paper-mill concerns, check whether its data, eligibility decisions and conclusions change when that study is removed. Correct the review or publish an update when the contamination affects the result.
Safeguards editors and researchers can compare
No single detector is sufficient. A practical screening program should be judged on five dimensions:

| False-positive handling | Is there human investigation, documentation and an appeal route before an article or author is flagged? |
| Maintenance | How quickly do retraction, correction and expression-of-concern metadata reach the screening system and downstream databases? |
Automated tools can prioritize suspicious records, but editorial review is needed to distinguish a shared method or legitimate collaboration from manufactured content. Guillaume Cabanac and Cyril Labbé, creators of Problematic Paper Screener, have emphasized that correcting the record matters because readers and artificial-intelligence systems performing literature-based discovery can otherwise build on unreliable papers and spread errors. They also argue that filtering problematic or fraudulent papers before publication should be a top priority for publishers and reviewers.
What the numbers do—and do not—show
- The 93.8% citation rate comes from retracted cases that were already detected; it is not an estimate of the share of all published papers produced by paper mills.
- The 0.15% and 0.179% systematic-review figures are rates within particular indexed samples and identification methods. Undiscovered paper mills and articles that have not been flagged in retraction databases are absent.
- A citation after retraction demonstrates that a record continued to circulate, but it does not by itself establish that the citing authors knew about the retraction or endorsed the findings.
- Finding a textual, image or citation similarity is a reason for investigation, not conclusive evidence until editors or institutions verify the underlying facts.
Why this matters for readers of scientific evidence
Paper-mill activity can distort more than an individual article’s reputation. Manufactured references may make a claim appear repeatedly supported; later reviews can then treat those citations as independent evidence. When a contaminated review informs treatment guidance, funding priorities or public policy, correcting the original article may not be enough. Databases, review teams and automated literature-mining systems also need updated metadata and, where necessary, revised analyses.
