Forest carbon storage is the total carbon held in a forest ecosystem; soil carbon storage is the portion held in the soil. A complete forest inventory can include living trees and other vegetation, roots, dead wood, litter, and soil organic carbon. Soil is therefore one forest-carbon pool, not an alternative category that is always separate from it.
In temperate forests, soil carbon can exceed the carbon in aboveground living and dead biomass, but no universal soil-to-forest ratio exists. Forest type, climate, soil, disturbance, the depth sampled, and the accounting boundary all change the result. Keep a stock (the amount present) separate from sequestration (the amount the stock gains or loses over time).
Start with the category relationship
The apparent comparison is often framed as “forest carbon versus soil carbon,” but those terms are not parallel in every accounting system. “Forest carbon” may mean all carbon in a forest ecosystem, while “soil carbon” identifies one pool that can exist inside or outside a forest. A meaningful comparison must say whether it is comparing soil with trees and other biomass, or comparing all forest pools with soil alone.

| Term | What it describes | Typical contents |
|---|---|---|
| Forest carbon storage | Carbon held within the stated forest boundary | Aboveground live biomass, belowground live biomass, dead wood, litter, and soil organic carbon; some inventories also specify mineral-soil carbon |
| Soil carbon storage | Carbon held in soil within the stated depth and area | Organic matter and, where measured, mineral-associated carbon |
| Aboveground biomass carbon | A subset of forest carbon above the soil surface | Tree stems, branches, foliage, shrubs, herbs, and other vegetation |
Thus, soil carbon is usually a component of forest carbon storage. It becomes a separate comparison only when the question deliberately contrasts the soil pool with aboveground or belowground biomass.

What pools make up forest carbon?
Forest inventories divide carbon into pools so that gains and losses can be tracked rather than treating the forest as one undifferentiated mass.
Aboveground live biomass
This pool includes trunks, branches, leaves, understory plants, and other living vegetation above the soil. Photosynthesis transfers atmospheric carbon dioxide into this tissue. Growth increases the pool; harvesting, fire, drought mortality, insects, and other disturbances can reduce it or move carbon into dead material.
Belowground live biomass
Roots are a distinct pool. Fine roots turn over quickly and contribute organic inputs to soil, while larger roots can retain carbon for longer. A forest may have modest aboveground biomass but substantial root carbon, or the reverse, depending on vegetation and site conditions.
Dead wood and litter
Fallen logs, standing snags, branches, leaves, and other dead material hold carbon between living biomass and soil. Mortality and litterfall transfer carbon into these pools. Decomposition returns part of it to the atmosphere as carbon dioxide and moves part into soil organic matter.
Soil organic carbon
Soil receives carbon from roots, exudates, litter, and decomposing organisms. Some compounds remain relatively accessible to microbes; others become associated with minerals or aggregates and persist longer. A reported soil stock is meaningful only with its sampled depth, area, and method.
Stocks, sequestration, and flows answer different questions
A carbon pool is a reservoir, and a stock is the quantity held in that reservoir at a specified time. Sequestration is a change in carbon stock over an interval. A large pool can be nearly stable, while a smaller pool can be gaining carbon quickly.
“Carbon sequestration” is the uptake and storage of carbon as carbon dioxide is removed from the atmosphere and converted into living biomass during photosynthesis.

Photosynthesis moves carbon from the atmosphere into plant tissue. Growth, root turnover, mortality, and litterfall redistribute it among live biomass, dead wood, litter, and soil. Respiration and decomposition return carbon to the atmosphere. A forest is a net sink only when total uptake exceeds total losses over the chosen period and boundary.
This distinction explains why a soil pool can represent a large share of stored carbon yet a small share of measured annual sequestration. Pool size is an inventory question; sequestration is a rate question.
How much carbon can each pool hold?
Available U.S. figures illustrate the scale while also showing why scope must travel with every number.
| Statistic | What it measures | How to interpret it |
|---|---|---|
| 55 Mg C/ha | USDA Climate Hubs’ reported average aboveground carbon stock for U.S. forests | An aboveground stock, not total forest carbon and not a sequestration rate. Mg means megagrams, or metric tonnes. |
| 48% of total forest-sector carbon stocks; 2% of sequestration | Woodbury, Smith, and Heath’s estimate for the U.S. forest sector in 2005, published in 2007 | Forest soils held nearly half of the reported stock but accounted for only 2% of the reported sequestration in that study. These are historical, study-specific shares, not current global percentages. |
| 0.58 metric tons C/ha/year | EPA’s average annual U.S. forest sequestration for 2014–2022 | A national rate across aboveground biomass, belowground biomass, dead wood, litter, and soil organic and mineral carbon, calculated from state-level Forest Inventory and Analysis data. It is not a soil-only rate or a value for every forest. |
USDA’s forest-soil explainer reports that, in temperate forest ecosystems, soil carbon is often greater than carbon in aboveground living and dead plant biomass. The same material notes that belowground stocks vary substantially among forest types even when only the top metre is considered. “Often greater” is a temperate-ecosystem observation, not a universal rule for tropical, boreal, arid, plantation, or recently disturbed forests.

Why forest and soil stocks differ from place to place
Soil carbon reflects the balance between organic inputs and losses. Vegetation supplies carbon through litter and roots; microbes, fire, erosion, harvesting, and other processes remove or redistribute it. Several interacting factors control that balance.
Climate and moisture
Temperature and moisture affect both plant production and decomposition. Warm, wet conditions can increase inputs but can also accelerate decomposition when oxygen and substrate are available. Waterlogged or seasonally saturated soils may slow some decomposition pathways, while drought can reduce plant inputs and alter microbial activity. The net effect depends on timing and site conditions.

Soil texture, mineralogy, and parent material
Clay content, mineral surfaces, and the material from which a soil formed influence how much organic carbon can be protected from decomposition. Two forests with similar vegetation can therefore have different soil stocks if their mineral soils differ. USDA research identifies parent material and mineralogy as important sources of spatial variation.

Species composition, root systems, litter chemistry, stand age, and productivity determine how much carbon enters soil and how quickly it cycles. A productive forest can deliver substantial inputs, but high productivity alone does not guarantee a large persistent stock if decomposition and disturbance are also high.
Topography and hydrology
Slope, elevation, drainage, and local water movement redistribute organic matter. Depressions and depositional areas may accumulate material, while steep or exposed sites can lose it through erosion. A single stand average can conceal sharp changes over a short distance.
Disturbance and management history
Fire, severe drought, insects, storms, clearing, harvesting, site preparation, and compaction can move carbon among pools or release it. USDA research describes forest soil organic carbon as dynamic and reports that spatial differences related to parent material, climate, and vegetation can exceed temporal changes over management-relevant periods, except where damaging disturbance depletes stocks.
A regional illustration from USDA Climate Hubs contrasts wet, mild coastal forests, where plant inputs to aboveground and soil pools can be relatively consistent, with dry interior forests that experience different moisture and decomposition conditions. Those are regional examples, not a classification that applies to every coastal or interior forest.

How soil-carbon measurements are made
A soil number is not self-defining. The result depends on what was sampled, how it was converted to an area-based stock, and which analytical method was used.
Depth matters
Sampling only the surface layer can produce a very different stock from sampling the full top metre or a deeper profile. Carbon concentration generally changes with depth, and deeper layers can contain substantial mineral-associated carbon. Never compare a shallow sample with a metre-depth estimate as though they cover the same pool.

Method and tool choice matter
Field sampling design, laboratory analysis, bulk-density information, and calculation choices affect the estimate. USDA Climate Hubs notes that tool choice and sampling depth affect measured results. A method that is appropriate for a research plot may not be directly comparable with a forest inventory estimate made at a different scale.
Boundary and unit choices matter
State whether the figure covers soil only or all forest pools, identify the geographic area, and use compatible area and mass units. Stocks are commonly reported as megagrams of carbon per hectare (Mg C/ha). Rates require a time unit, such as metric tons of carbon per hectare per year. Carbon mass is not the same as carbon-dioxide-equivalent mass; do not silently convert one into the other.
Time period matters
A stock is usually tied to a measurement date or inventory cycle. A sequestration rate requires repeated observations or a modeled change between dates. EPA’s 2014–2022 average is a multi-year national estimate, whereas the 48% and 2% figures describe a 2005 accounting published in 2007.
How to compare two carbon numbers without being misled
Use the following sequence before deciding that one ecosystem, project, or management practice stores more carbon.
- Identify the quantity. Mark each value as a stock or a rate. Do not compare Mg C/ha with metric tons C/ha/year as if they were the same measurement.
- List the included pools. Check whether the value covers trees only, above- and belowground biomass, dead wood and litter, soil organic carbon, mineral carbon, or all of them.
- Match the geography and ecosystem. Compare the same region and forest type where possible. A national average and a single-site measurement answer different questions.
- Match soil depth and method. Record the sampled depth, field design, laboratory method, and any model assumptions.
- Align the dates. A recent inventory should not be presented as directly comparable with a historical estimate unless the time difference is addressed.
- Record disturbance and management. Note fire, harvest, drought, conversion, compaction, restoration, and stand age because they can change both stocks and rates.
- State the conclusion narrowly. Say exactly which pool, boundary, period, and units support the comparison; avoid ranking all forests from one number.
What the distinction means for management
Protecting existing soil carbon
Keeping a stock in place can matter even when its annual gain is small. Avoiding unnecessary physical disturbance, including compaction, may help protect soil carbon, particularly in some clay-rich soils. The practical priority depends on local soil, equipment, moisture, and disturbance risk.
Increasing tree biomass
Tree growth can increase aboveground and belowground biomass, but a gain in one pool does not automatically mean every forest pool is increasing. Harvest residues, root turnover, decomposition, and disturbance determine where carbon moves and whether the whole ecosystem remains a net sink.

USDA Climate Hubs characterizes soil-carbon improvement as less certain than tree-focused strategies. That does not mean soil carbon is unimportant; it means permanence, measurement, and attribution can be difficult. A credible claim should document depth, method, baseline, monitoring period, and disturbance context rather than rely on a surface sample or a generic forest average.

Worked interpretations of common claims
“Soil stores more carbon than trees.”
This may be reasonable for many temperate forests when “trees” means aboveground living and dead biomass and the soil profile is appropriately defined. It is not a universal statement about every climate or forest type, and it says nothing by itself about which pool is currently sequestering carbon faster.
“Forest carbon is 55 Mg C/ha.”
The USDA figure should be read as an average aboveground U.S. forest stock. Calling it total forest carbon would overstate what the statistic measures because roots, dead wood, litter, and soil are outside that specific figure.
“Soil produced only 2% of forest sequestration.”
The 2% value belongs to a 2005 U.S. forest-sector accounting published in 2007. It is a study-specific estimate of sequestration, not the fraction of carbon physically located in soil. The same accounting placed 48% of total stocks in forest soils, demonstrating why stock and rate cannot be substituted.
“The U.S. forest sequesters 0.58 metric tons C/ha/year.”
EPA’s value is an average annual national rate for 2014–2022 across five forest pools. It is useful for describing the national estimate but should not be used as a soil-only rate or as a forecast for a particular property.
A concise reporting template
When publishing or evaluating a forest-carbon result, include six labels in the same sentence or table row:
- Quantity: stock or annual sequestration rate.
- Pools: the biomass, dead-material, and soil components included.
- Boundary: stand, watershed, state, national forest sector, or another defined area.
- Soil depth and method: especially for soil-only values.
- Period: measurement date or years used to calculate a rate.
- Disturbance context: fire, harvest, drought, management, or other events that affect the result.
With those labels attached, “forest carbon storage versus soil carbon storage” becomes a precise accounting question rather than a misleading either-or comparison. Forest carbon is the broader ecosystem total; soil carbon is one potentially very large component whose size and change depend on place, method, and time.
