Yes—if your phone has a built-in FM receiver that is enabled. It picks up local broadcasts over the air, so it does not use mobile data. An internet radio app works differently: it streams audio over a network and needs an internet connection.
FM radio and internet radio use different signals

Motorola Support states, “Listening to the radio doesn’t use your mobile data,” for the FM radio use case described in its FM Radio instructions. The Telecom Regulatory Authority of India (TRAI) also distinguishes radio reception from subscribing to a telecom data plan in its 2023 recommendations on FM radio broadcasting. These points apply to broadcast reception, not online streams.
Check whether your exact phone supports FM
FM reception requires a receiver chipset and circuitry connected to an antenna. Having a radio app—or being able to install one—does not prove the phone can receive local FM broadcasts. Availability can vary by phone model, regional variant, and software; TRAI’s 2023 recommendations note declining FM receiver availability in some handset segments and recommend enabling the feature on phones that include the necessary hardware.

- Look for an FM Radio app supplied with your phone, then check the manufacturer’s official instructions for your exact model and regional version.
- If the feature is not listed, ask the manufacturer or consult the model’s official specifications. Do not assume an app download can add missing receiver hardware.
Connect headphones if your phone uses them as an antenna
Some FM-enabled phones use a wired headset cable as the antenna. Motorola says to connect wired headphones for the models covered by its instructions; audio can then play through the phone speaker or Bluetooth audio on supported setups. Huawei likewise instructs users to connect a wired headset as the antenna and describes headset or speaker playback controls in its FM broadcast instructions. Follow your phone maker’s guidance, and check that the headset connector is compatible.

Headphones are not a universal requirement. Philips says its E162 (model CTE162BK/94) has a built-in FM antenna and can play FM through its loudspeaker without headphones. That example applies to that model only.
Tune in and troubleshoot weak reception
- Open the phone’s FM Radio app and connect a compatible wired headset if the instructions for your model require one.
- Scan for stations using the app’s scan or tuning controls.
- If reception is weak, rescan and move to a different position. Motorola suggests trying near a window or away from buildings.
- To check that audio is coming from broadcast FM rather than an online stream, tune a station and then turn off Wi-Fi and mobile data, if your phone allows this. This is a practical check, not a universal manufacturer procedure.
If your phone has no FM receiver
An app cannot supply the missing receiver hardware. You can listen to online radio through an app or website, but that requires internet access: mobile data or Wi-Fi. Wi-Fi avoids mobile-data use, but it is still a network connection and is not over-the-air FM. A separate radio can receive FM without data, but it does not let you listen on the phone itself.
