Use the map that matches the hazard you are investigating. A flood map shows where flooding is mapped and supports floodplain-management and insurance decisions; a landslide map shows past slope failures or the relative potential for future movement. They measure different processes, so neither can stand in for the other. If a property, road, or project could be affected by both water and unstable slopes, examine the current FEMA flood products and the relevant U.S. Geological Survey (USGS) landslide layers together.
For a U.S. property check, begin with FEMA’s Flood Map Service Center for the effective flood map, related study documents, and map-change records. Then use USGS landslide inventory and susceptibility resources, followed by county, state, or project-specific mapping when the decision is important or the national layer is too coarse.
Flood maps and landslide maps answer different questions
The first decision is not which map looks more detailed; it is which physical process could affect the site.
| Map type | Primary question | What the map represents | Best use |
|---|---|---|---|
| FEMA Flood Insurance Rate Map (FIRM) | Where is flood hazard mapped for this community? | Mapped flood-hazard areas used for floodplain-management decisions and National Flood Insurance Program (NFIP) insurance administration. | Checking the regulatory flood-map status of a U.S. location and finding the supporting study. |
| FEMA preliminary flood product | What changes may be proposed? | An early view of projected or updated flood risk before the product becomes the effective reference. | Understanding possible future map changes; not automatically a substitute for the effective product. |
| USGS landslide inventory | Where have landslides been recorded? | Locations and information about documented past landslides. | Seeing whether known events occur near a site and understanding the limits of the historical record. |
| USGS susceptibility map | Where are site conditions relatively more conducive to landsliding? | Relative likelihood based on intrinsic properties such as terrain and geology, rather than a timetable for an event. | National or regional screening before seeking finer-scale information. |
| Landslide hazard map | Where could a landslide occur, and potentially how far could material travel? | The possibility of occurrence, sometimes including downslope travel or runout. | Evaluating the area that might be affected by a future slide. |
| Landslide risk map | What could the consequences be? | Hazard combined with expected consequences such as property damage, casualties, or service disruption. | Prioritizing mitigation, emergency planning, and infrastructure decisions. |
Flood and landslide products can overlap geographically, but the colors and categories are not interchangeable. A shaded flood zone is not a statement about slope stability, and a low-susceptibility landslide class is not a flood determination.

Which flood map should you use?
For NFIP-related flood-hazard information in the United States, FEMA identifies its Flood Map Service Center as the official public source. It provides effective maps, FIRM panels, Flood Insurance Study reports, Letters of Map Change, and National Flood Hazard Layer data. Use the product status and date for the exact location rather than relying on a generic map screenshot or a third-party viewer.
Step 1: Search the exact location
- Open FEMA’s Flood Map Service Center and search the street address, place, or coordinates.
- Confirm that the returned point is the property or project site, not a similarly named road or nearby parcel.
- Open the mapped panel or digital layer that covers the point. Record the panel identifier, community, and map date shown in the product information.
A point displayed on a web map is only useful when it is tied to the correct panel and community. For a parcel near a boundary, inspect the surrounding area rather than treating the map pin as a precise survey location.
Step 2: Check whether the product is effective or preliminary
FEMA distinguishes effective products from preliminary data. The effective FIRM is the map status to examine for current floodplain-management and insurance questions. Preliminary data provide an early look at projected or proposed mapping changes. Keep both labels with your notes; do not describe a preliminary zone as though it were already the effective regulatory map.
Step 3: Read the panel and study, not only the colors
Open the FIRM panel and the associated Flood Insurance Study when available. The panel supplies the mapped hazard areas, while the study explains the analyses, streams, coastal or riverine settings, and other technical context used for that community. Read the legend and notes for the specific panel because a color or zone label has meaning only within its map product.
Step 4: Look for map changes
Check FEMA’s Letters of Map Change and related records for the site. A later change can alter how a location is represented without changing every older printed or cached view. Keep the change record with the panel date so a reviewer can tell which version you used.

What a flood map can and cannot tell you
- It can show the community’s mapped flood-hazard areas and provide the official NFIP map record.
- It cannot establish that a particular building will or will not flood under every storm, drainage failure, or future land-use condition.
- It does not evaluate whether a hillside will fail, whether a debris flow will reach the site, or how a slope will respond to excavation.
- A map view without its status, date, legend, and study context is not enough for a consequential property conclusion.
How to check landslide risk near a home or project
USGS landslide resources include an interactive national map that combines inventory and susceptibility information, plus linked geospatial data and specialized products. Start by identifying which layer you are viewing; “landslide map” is not a single standardized product.
Start with the historical inventory
An inventory layer records known or mapped past landslides. Search the site and its surrounding slopes, drainage channels, roads, and developed areas for recorded events. An inventory hit is evidence that an event was documented, not a forecast of the next event. An empty area means that no event is represented in that dataset; it does not prove that no slide has occurred or can occur.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Then inspect susceptibility
A susceptibility layer ranks relative likelihood from the physical characteristics used by the model. It is a screening tool, not a property-level prediction of when movement will happen. Compare the site with adjacent terrain, not just the parcel outline: a slide source area upslope or a runout path downslope can matter even when the structure itself is outside the shaded polygon.
Use hazard or risk products when available
A hazard map addresses the possibility of occurrence and may estimate how far material could travel. A risk map goes further by combining hazard with consequences, such as expected damage, casualties, or loss of service. If a USGS or local product offers these categories, read the legend and methodology to see whether it models initiation, travel, frequency, intensity, or consequences. Do not treat a susceptibility class as though it were a risk estimate.
Check specialized USGS layers
USGS also provides products for hazards that ordinary landslide layers may not capture well, including post-fire debris flows and earthquake-triggered ground failure. In recently burned terrain, intense rain can mobilize ash, soil, and rock into a fast-moving debris flow. That process can affect channels and low areas in ways that a simple historic-landslide inventory does not show.

Find finer-scale local mapping
National coverage is useful for screening, but local coverage is uneven and can differ in resolution, date, classification, and completeness. Look for county or state geological-survey maps, planning or emergency-management layers, transportation studies, watershed analyses, and project geotechnical reports. Confirm that a local layer covers the exact slope and explains its source data before comparing it with a national product.
How the map categories differ
| Category | Evidence or model basis | What you may conclude | What you may not conclude |
|---|---|---|---|
| Inventory | Observed or documented past events. | A known event is recorded at or near the mapped location. | That the location is safe if no event is shown, or that another event is imminent if one is shown. |
| Susceptibility | Relative favorability of site conditions for landsliding. | The modeled conditions are relatively more or less conducive than other areas in the map. | A date, probability, depth, speed, or parcel-specific engineering diagnosis unless the product explicitly provides it. |
| Hazard | Potential occurrence and, in some products, travel or runout. | The mapped area could be affected by the modeled process. | The financial or social consequence without a separate exposure and vulnerability analysis. |
| Risk | Hazard combined with expected consequences. | Some locations may warrant greater mitigation or planning attention because consequences could be higher. | A guarantee that damage will occur, or a guarantee of safety outside the mapped class. |
The source documentation and legend control the interpretation. Two products using the word “risk” may use different event assumptions, consequence data, or map scales.
Flood versus landslide: a practical comparison
| Comparison point | Flood products | Landslide products |
|---|---|---|
| Hazard represented | Flooding mapped for a community and documented through FEMA flood products. | Past slides, relative susceptibility, potential hazard, or consequences, depending on the layer. |
| Typical geographic scope | Community panels and associated study areas in FEMA’s NFIP mapping system. | National, regional, or local coverage; detail varies substantially by product and jurisdiction. |
| Time status | Check whether the product is effective or preliminary and note the panel date. | Check the event dates in an inventory and the model or publication date for susceptibility, hazard, or risk layers. |
| Past events versus future likelihood | FIRM zones are mapped hazard areas, not a complete record of every past flood. | Inventory is historical; susceptibility, hazard, and risk layers model potential future conditions in different ways. |
| Consequences included? | The FIRM’s primary role is hazard mapping for floodplain management and NFIP administration, not a full property-loss forecast. | Only risk maps explicitly add modeled consequences; susceptibility and hazard maps do not automatically do so. |
| Best first source | FEMA Flood Map Service Center. | USGS landslide inventory and susceptibility resources, followed by authoritative local mapping. |
When you should use both maps
Use both systems when the site combines low-lying or drainage exposure with slopes, cuts, embankments, burned terrain, or channels that could convey sediment. Rainfall is one example of a shared trigger: it can produce flooding in a valley while also destabilizing slopes or generating debris flows. USGS post-fire debris-flow products illustrate why a water-related map alone may not describe the full pathway of impact.
Combine layers without hiding their differences
- Save the effective FEMA map status, panel, and study reference for the site.
- Save the USGS inventory and susceptibility views separately, including their legends and metadata.
- Note whether each layer is historical, modeled, effective, preliminary, national, or local.
- Compare the physical pathways: floodplain and drainage routes; slope source areas, channels, and possible runout paths.
- Flag places where the datasets overlap or where one layer ends at a scale boundary. Treat the overlap as a reason for closer review, not as a single combined probability.
A GIS viewer can display the layers together, but visual overlap does not make their classifications equivalent. Keep the original source and legend for every layer used in a report.
A decision workflow for homes, property purchases, and planning
For a home search or purchase
- Check the exact address in FEMA’s Flood Map Service Center and record the effective panel and any map-change record.
- Inspect the USGS inventory and susceptibility layers for the parcel, the upslope area, and nearby channels.
- Look for current local mapping or a site report if the property is on or below a steep slope, near a cut, or in an area with a recorded event.
- Ask the relevant authority or qualified professional to resolve questions the map scale cannot answer, such as drainage at the lot, retaining structures, cracks, groundwater, or the likely runout path.
For a new building, road, or site plan
- Use the effective FEMA product to identify mapped flood constraints and the supporting study assumptions.
- Use landslide hazard or susceptibility information to screen the full project footprint, access routes, cuts, fills, and downslope receptors.
- Check whether recent wildfire or earthquake conditions call for a specialized debris-flow or ground-failure product.
- Commission a site-specific geotechnical, drainage, or hydraulic assessment when the consequence of an error is material or the official maps are too coarse.
For community or emergency planning
Use inventory layers to understand where events have been documented, susceptibility and hazard layers to identify broad areas for preparedness, and risk layers where consequence estimates support prioritization. Pair these with the effective FEMA flood map and local knowledge of roads, utilities, shelters, and critical services. Keep the publication date and update status visible in every planning map.

Common mistakes and how to correct them
“The flood map shows no hazard, so the slope is safe.”
Correction: Flood mapping does not assess slope stability. Open the landslide inventory and susceptibility layers and investigate local terrain separately.
“No landslide symbol means no landslide risk.”
Correction: Historical coverage varies in quality, availability, and extent. Review the susceptibility or hazard layer, check local sources, and do not treat a blank area as a guarantee.
“The newest-looking FEMA layer is automatically the legal one.”
Correction: Verify whether it is effective or preliminary. Preliminary data can show proposed or projected changes without replacing the effective product for the question you are answering.
“A susceptibility percentage is the chance of a slide this year.”
Correction: Susceptibility expresses relative favorability of site conditions. Unless the documentation states otherwise, it is not a time-specific probability.
“A national layer is precise enough for a building permit.”
Correction: National products are screening resources. Obtain the local or professional assessment required for the decision when map resolution, terrain complexity, or consequences make a broad layer insufficient.

“Flood and landslide layers can be merged into one score.”
Correction: Keep each layer’s hazard definition, date, scale, and uncertainty. A combined analysis requires an explicit method; simple visual overlay is not a validated joint-risk calculation.
When a detailed assessment is warranted
Move beyond map screening when the decision involves substantial money, life safety, critical infrastructure, or a site where the map cannot resolve the physical question. Seek local or professional review when:
- The parcel lies near a mapped boundary, a steep slope, a ravine, or a channel that could carry water or debris.
- The available landslide layer is national or regional while the decision depends on a particular cut, fill, retaining wall, or drainage feature.
- FEMA shows preliminary and effective products that differ in a way that could affect the project.
- The site has evidence of movement, erosion, settlement, cracking, blocked drainage, or a prior event not represented clearly in the online layer.
- A wildfire, earthquake, major storm, or construction change has altered conditions since the map was produced.
- You need a defensible design, permit, insurance, lending, or emergency-planning determination rather than an initial screen.
The appropriate follow-up may involve a local geological or planning authority, a qualified geotechnical professional, a hydraulic or drainage specialist, or the agency responsible for the relevant map. Ask that the reviewer identify the datasets, dates, scale, assumptions, and limitations used.

What to save for your records
Online map layers change. For a property or project file, save a dated copy or citation of:
- FEMA community name, FIRM panel, effective or preliminary status, map date, and any Letter of Map Change.
- The Flood Insurance Study or other FEMA document used to interpret the panel.
- USGS inventory, susceptibility, hazard, or risk layer names, legends, metadata, and publication or update dates.
- Local maps, reports, and professional opinions, including the area and scale they cover.
- The search point or parcel boundary and notes about nearby slopes, channels, roads, and drainage.
This record prevents a later viewer from confusing an old, preliminary, or broad-scale layer with the product that actually supported your decision.
