Standard homeowners insurance usually does not cover flood damage. If rising water, storm surge or another policy-defined flood damages your coastal home, the dedicated protection is a National Flood Insurance Program (NFIP) policy or a qualifying private flood policy. Homeowners insurance remains important for covered perils such as wind and fire. Many coastal households need both policies because they insure different causes of loss.

The right purchase depends on your flood-zone designation, mortgage, building and contents limits, deductibles, exclusions and the policy’s effective date. A new NFIP policy generally has a 30-day waiting period, so buying after a storm has formed or flooding has begun is too late.

Does homeowners insurance cover flood damage?

In most cases, no. FEMA’s NFIP consumer guidance states, “No, most homeowners insurance does not cover flood damage.” A standard homeowners contract may cover wind, fire and other listed or open perils, but it generally excludes damage caused by rising or accumulating water that meets the flood policy’s definition.

That exclusion applies even when the water arrives during a hurricane. A hurricane can produce several separately evaluated causes of damage:

  • Wind: Damage from wind pressure or wind-driven debris may fall under the homeowners policy, subject to its wording, deductible and exclusions.
  • Storm surge or inundation: Water that rises onto normally dry land is generally treated as flood damage and requires flood coverage.
  • Wind-driven rain: Whether rain is covered can depend on how it entered the building and the policy language. A roof opening created by covered wind may be handled differently from water that enters because of rising floodwater.
  • Fire or another covered peril: A resulting loss can still be considered under the homeowners policy if that peril is covered and the contract’s conditions are met.

Insurers examine the dominant cause and the physical evidence. Do not assume that labeling all hurricane damage as “wind” will make a homeowners claim payable, or that a flood policy will pay for every loss occurring during a storm. Notify each insurer whose policy could apply and ask how the policies coordinate.

Home insurance and flood insurance compared

Question Homeowners insurance Flood insurance (NFIP or qualifying private policy)
Main peril Covered causes such as wind, fire and other named or open perils, subject to the homeowners contract Direct physical flood damage as defined by the flood policy
Rising water Generally excluded Core reason to buy the policy
Building protection Dwelling and other structures up to the homeowners limits and endorsements NFIP homeowner building coverage up to $250,000, subject to policy terms
Belongings Personal-property limit and deductible under the homeowners policy NFIP contents coverage up to $100,000, chosen separately from building coverage
Temporary living expenses Often available for a covered loss under the homeowners contract NFIP does not cover additional living expenses while a home is being repaired
Mortgage requirement Does not satisfy a flood-insurance requirement Satisfies the requirement when it is NFIP or qualifying private coverage accepted by the lender
New-policy start date Governed by the homeowners contract Usually 30 days for a new NFIP policy, with stated exceptions

Why coastal homeowners commonly need both policies

Homeowners insurance and flood insurance are complementary, not interchangeable. The homeowners policy protects the structure and possessions against the covered causes listed in that contract. Flood insurance addresses direct physical damage from a policy-defined flood, which standard homeowners coverage generally removes from its list of insured causes.

A hurricane example

Suppose a hurricane tears shingles from a roof, rain enters through the opening and storm surge later fills the first floor. The roof and some resulting interior damage might be evaluated under the homeowners policy if wind is a covered cause. The surge damage would normally be presented to the flood insurer. The exact allocation depends on the observed damage and each contract’s language; one policy does not automatically pay the entire loss.

Why “near the coast” is not a coverage definition

Distance from the shoreline is not the same as an insurance classification. FEMA maps identify areas with different flood hazards, and a property outside a high-risk designation can still flood. A lender, insurer or local map revision can change the practical decision even when the house has never flooded.

What an NFIP policy covers

An NFIP policy separates building coverage from contents coverage. You can insure the structure, the belongings, or both, subject to the policy form, deductibles, exclusions and maximum limits.

Building coverage

For a single-family homeowner, NFIP building coverage is available up to $250,000. Covered building property can include the structure and systems such as electrical and plumbing equipment, furnaces and water heaters, refrigerators, stoves, built-in appliances, permanently installed carpeting and cabinets, subject to the policy terms.

The limit is not a promise to rebuild any house at any cost. Compare the limit with the home’s replacement needs and discuss any shortfall with an agent. A private flood policy may offer different limits or terms, but it must meet the lender’s qualifying standard if it is being used to satisfy a mortgage requirement.

Contents coverage

NFIP contents coverage is available up to $100,000 for a homeowner. It is a separate election from building coverage, with its own deductible and claims conditions. Make an inventory of furniture, clothing, electronics, appliances and other belongings before choosing the amount. Keep receipts, photographs and serial numbers in a location that will remain accessible if the house is damaged.

What the NFIP limits do not mean

The $250,000 and $100,000 figures are maximum homeowner limits under current NFIP terms, not automatic payments. The policy pays only for covered property and covered damage, after the applicable deductible and subject to exclusions, valuation rules and other conditions.

Important flood-policy exclusions and limitations

Flood insurance fills the homeowners-policy gap, but it is not an all-purpose disaster or relocation policy. NFIP terms exclude or limit several categories that surprise claimants:

  • Currency and valuable papers.
  • Cars and most self-propelled vehicles.
  • Most personal property kept in a basement.
  • Landscaping, septic systems, decks, patios, fences and swimming pools outside the insured building.
  • Temporary housing and additional living expenses while repairs are underway.
  • Business-interruption losses.
  • Damage from a flood that was already in progress before the policy’s effective date.

Basement rules deserve special attention in coastal homes. Building systems and certain equipment may be treated differently from finished rooms or personal belongings stored below grade. Ask the agent to explain exactly what the policy considers a basement and which items are eligible there rather than assuming that a contents limit applies to everything on the lowest level.

Coastal flood zones and mortgage requirements

V and VE zones

FEMA identifies V and VE zones as high-risk coastal areas with an additional hazard from storm waves. In a participating NFIP community, a federally backed mortgage generally requires flood insurance when the property is in a Special Flood Hazard Area. The requirement is tied to the loan and property under federal law, not merely to hurricane season.

A and AE zones

A and AE designations are also used for high-risk flood areas, while coastal-wave hazards are specifically associated with V and VE. Ask the lender which zone appears on its determination and what coverage amount it requires. A lender can require flood insurance outside the high-risk area as well.

Federal law and private policies

Federal statute, 42 U.S.C. § 4012a, connects mandatory coverage to certain federally related loans and designated special-flood-hazard areas. Federal guidance also requires acceptance of a private flood policy that meets the statutory standard. “Private” does not automatically mean “qualifying”: have the lender confirm acceptance in writing before cancelling or declining an NFIP policy.

Maps can change

Check the current FEMA map and the lender’s flood determination. A map revision can change whether insurance is required and can affect premium and coverage decisions. Keep the map panel, determination notice and policy declarations with your closing and insurance records.

Flood risk outside a high-risk zone is still real

Low- or moderate-risk map status means lower mapped probability, not zero probability. FEMA/NFIP reports that 99% of U.S. counties experienced a flood event in the prior 20 years. Drainage failures, rainfall, river overflow, coastal surge and changing maps can produce losses away from the immediate shoreline.

NFIP reporting for 2016–2021 found average claim payments of $68,000. That is an historical average across claims, not a prediction of what any particular house will cost to repair. A modest premium can protect against a loss that would otherwise require large cash reserves, but the decision should be based on the property’s exposure, limits, deductible and exclusions rather than map color alone.

How long before a flood policy takes effect?

A new NFIP policy generally has a 30-day waiting period. The policy will not cover a flood already in progress or a loss occurring before the applicable effective date. This prevents someone from purchasing coverage after water is rising and then claiming that event.

Recognized exceptions

FEMA’s April 2024 manual identifies limited exceptions, including:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Mortgage loan exception: A shorter effective-time rule can apply when the application and premium satisfy the required timing for a loan closing.
  • Map-revision exception: A one-day waiting period can apply when a map revision newly affects the property, subject to the program’s conditions.
  • Wildfire-related flooding: The NFIP consumer page describes a one-day exception for certain flooding caused or worsened by wildfire on federal land.

Do not rely on an exception without confirmation from the agent or lender. Get the exact effective date in writing, including the hour if the policy documents specify one.

How to choose and buy the right coverage

  1. Confirm the map designation. Ask whether the property is in an A, AE, V or VE zone, another mapped area, or a recently revised panel. Save the current FEMA map information.
  2. Read the lender notice. Determine whether the mortgage is federally backed, whether the community participates in the NFIP and what minimum amount and deductible the lender will accept.
  3. Decide whether you need building, contents or both. A building-only policy will not replace furniture, clothing or electronics. A contents-only choice will not repair the structure.
  4. Match limits to the property. Compare the NFIP maximums with the dwelling’s replacement needs and the value of belongings. Ask how valuation, deductibles and underinsurance affect payment.
  5. Review exclusions before paying. Discuss basement property, decks, pools, landscaping, vehicles, business equipment, temporary housing and additional living expenses explicitly.
  6. Compare NFIP and private options on equal terms. Check covered flood definition, limits, deductibles, exclusions, renewal terms, lender acceptance and claims handling. A lower quote is not equivalent if it removes needed protection.
  7. Coordinate the effective date. Confirm the 30-day period or a documented exception. Do not cancel an existing policy until replacement coverage is active and accepted by the lender.
  8. Store proof of coverage. Keep the declarations page, agent and insurer contact details, inventory and payment records outside the home or in secure cloud storage.

Questions to ask an agent and lender

  • Is the property currently in an A, AE, V or VE zone, and has the map changed recently?
  • Is this quote for building, contents or both?
  • Are the selected limits adequate for rebuilding and replacing belongings, and what deductibles apply?
  • Which basement items and outside structures are excluded or limited?
  • How does each policy define flood, storm surge, wind-driven rain and wind damage?
  • Is the policy NFIP or private, and has the lender confirmed that it qualifies?
  • What is the exact effective date and waiting-period exception, if any?
  • Does either policy provide temporary living expenses, and what happens if the home is uninhabitable?

What to do after coastal storm damage

Separate the loss by likely cause without making your own final coverage decision. Photograph and video the condition before cleanup when it is safe, document the water line and damaged materials, and preserve receipts for reasonable emergency work. Report possible wind or fire damage to the homeowners insurer and possible flood damage to the flood insurer. Tell both adjusters that another policy may be involved so the claims can be coordinated rather than delayed by an incomplete report.

Do not discard damaged property until the insurer has had a reasonable opportunity to inspect, unless leaving it creates a safety or health hazard. Keep a written log of calls, claim numbers, inspections and submitted documents. Coverage disputes often turn on the source of water, the location of property and the policy’s exclusions, so contemporaneous records are more useful than a general description such as “hurricane damage.”

Common mistakes coastal homeowners make

Assuming a homeowners policy includes storm surge

Storm surge is the reason many coastal losses need flood insurance. Read the exclusion instead of relying on the word “comprehensive” or on an agent’s shorthand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buying only the amount the lender requires

The lender’s minimum protects its loan balance, not necessarily the full cost to repair the home or replace belongings. Compare the required amount with the NFIP limits and your own financial exposure.

Choosing building coverage and forgetting contents

Furniture, electronics, clothing and other belongings are not automatically included in the building limit. Contents coverage is a separate choice under the NFIP.

Storing valuable property in a basement

NFIP terms limit or exclude many basement contents. Move irreplaceable documents, valuables and essential equipment above the level most likely to flood, and ask how eligible building equipment is treated.

Waiting for a named storm

The 30-day waiting period and flood-in-progress rule are designed to prevent last-minute coverage. Buy when the risk decision is made, not when a warning is issued.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming low-risk mapping means no need for coverage

Flood events occur in nearly every U.S. county over time. A low or moderate designation can lower mapped risk without eliminating the financial consequence of a flood.

Bottom line for a coastal home

Keep homeowners insurance for covered perils such as wind and fire, and add flood insurance when inundation is a realistic financial risk or a lender requires it. For an NFIP homeowner policy, the current maximums are $250,000 for the building and $100,000 for contents, with significant exclusions for basements, outdoor property, vehicles, temporary housing and business interruption. Verify the flood zone, lender requirements, limits, deductible, exclusions and exact effective date before you rely on the policy.
