Flock Safety and Axon Fusus solve different problems. Flock is primarily a camera and data service, best known for fixed license-plate-reader (LPR) cameras that record point-in-time vehicle observations. Axon Fusus is a real-time crime center (RTCC) operations platform that combines video, sensor, dispatch and other feeds in one operational view. A city may deploy both rather than choose one: Flock observations or cameras can be one of the data sources presented through an RTCC, subject to the local integration and contract.
The meaningful comparison is therefore not “which camera is better?” It is how each system collects data, who can access it, how long records remain available, what integrations are enabled, and what governance the purchasing agency has actually adopted.

Flock describes its products and policies at Flock Safety and in its Press Center and Media FAQ. Axon describes Fusus at its Axon Fusus product page. Those are vendor descriptions, not independent tests of accuracy, crime reduction or value.

Fixed LPR cameras create searchable vehicle observations
Flock says its LPR cameras take still, point-in-time images of vehicles visible from public roads. The record can include a license plate and limited characteristics such as make, color and distinguishing features. This is an observation of a vehicle at a location and time, not a continuous video trail and not an identification of the person driving or riding in it.

Flock’s media materials say the cameras do not use facial recognition and do not identify who is inside a vehicle. That distinction matters when a policy describes the system: an LPR hit can indicate that a plate resembling a wanted plate passed a camera, but it does not by itself prove who possessed the vehicle or what the occupants did.
The product line is broader than plate readers
Flock also lists video cameras, mobile security trailers and drone-related offerings. A deployment can therefore combine plate observations with ordinary video or mobile coverage. The exact sensor mix, camera locations and enabled analytics are local procurement decisions; do not assume every Flock customer has every product.
Leased, managed equipment changes the procurement question
Flock says it leases cameras and manages installation, maintenance and removal. A city evaluating the service should read the term, renewal, removal, damaged-equipment and end-of-contract clauses rather than treating the cameras as a one-time purchase. Ask who owns cabling, poles, solar equipment and stored data if the agreement ends.

What Axon Fusus actually does
An RTCC operating layer, not a single camera
Axon describes Fusus as a real-time operations platform that pulls together video and data feeds from different sources and applications. The operational value is a common view for dispatchers, analysts and responding personnel: an agency can see relevant feeds, coordinate an incident and share information across participating jurisdictions without opening a separate console for every source.
Calling Fusus simply a “camera system” is misleading. Fusus may display cameras, but it is primarily the software layer that connects and organizes them. The cameras and sensors may be owned by the agency, another vendor, a business or a resident.

Community and business cameras can be voluntary inputs
Axon says citizens and businesses can choose to share some or all of their camera feeds. Community members can register cameras and submit multimedia tips, while agencies can coordinate with neighboring jurisdictions. A registry or voluntary sharing arrangement is not the same as unrestricted access: the local program should specify what is shared, when access is allowed, whether live viewing is enabled and how a participant revokes access.
Fusus can connect many source types
Axon and Fūsus said in a 2022 announcement that the platform could aggregate public and private CCTV, Axon body-worn and fleet-camera video, drone feeds and sensor data. The announcement also described incorporating automatic license-plate readers and other agency data sources. Read that as an integration capability, not a promise that every current customer has every connector enabled.

How the systems can work together
Integration is possible, but configuration is local
The 2022 partnership announcement describes a shared operational interface in which LPR and other feeds can appear alongside video and sensor data. A city could, for example, use a Flock observation to generate a lead and use Fusus to view nearby public, business or agency cameras during the response. The exact workflow depends on interfaces, permissions, network connectivity and the agency’s contract. The announcement is available from Axon’s 2022 integration notice.
Do not assume an automatic connection
A Flock customer may not have Fusus, and a Fusus customer may not have Flock. Even where both are purchased, a connector may be limited to metadata, live video, historical video or alerts. Confirm the local implementation in writing: which feeds are connected, whether data is copied into another system, which team administers the connection and what happens when one contract is terminated.
They answer different operational questions
- Flock question: “Was a vehicle matching this plate or description observed near these cameras during the permitted search period?”
- Fusus question: “What video, sensor, dispatch and community information can authorized personnel see and coordinate around this incident right now?”
Those questions can be part of one investigation, but the systems should not be scored as if they were competing versions of the same device.

Privacy, access and accountability
Who controls Flock data?
Flock says customer agencies control data sharing and may select direct agency sharing, geographic sharing or broader sharing. That means the practical audience for an observation is determined by the agency’s policy and configuration, not by a generic product description. A public-records request, interagency agreement or camera-sharing map may reveal a wider network than residents expect.

Request the agency’s current sharing policy, list of participating agencies, approval rules for out-of-area searches and process for suspending another agency’s access. Ask whether access can be revoked immediately and whether historical records remain available after revocation.
Retention is a local setting, not one universal number
Flock says seven days is the recommended default retention period for new deployments. Communities set the applicable period, and existing customers may already have approved a different period. Ordinary observations and records preserved as evidence can therefore follow different schedules. Ask for the retention schedule, deletion logs or attestations, legal-hold process and the rule for preserving an observation linked to a case number.
Search logging and announced safeguards
Flock says searches are logged and its 2026 press FAQ describes agency access controls and a documented-reason requirement. These are vendor statements; verify that the local system enforces them and that supervisors review the logs.
On August 13, 2026, the Associated Press reported changes Flock announced amid scrutiny and misuse concerns. The report described a seven-day standard retention window, preservation for evidence tied to a case number, a planned requirement to associate searches with a case number and audits intended to flag abnormal behavior. The article characterized some safeguards as future implementation requirements. A city should distinguish an announced company change from a control already active in its own tenant, policy and audit reports.

Fusus governance covers every connected source
Because Fusus can aggregate feeds from different owners, governance must address each source. A city should document whether a feed is live or historical, whether audio is included, who can export clips, how community participants consent, and which agency is responsible for correcting or deleting records. A single RTCC screen can hide very different retention and legal rules behind each tile.
What the published numbers do—and do not—show
Flock reports that its technology supported more than 1 million investigations and public-safety incidents in 2025, that an estimated 20% of solved cases in deployed jurisdictions involved Flock technology, and that more than 10,000 missing people were located in 2025. These are company-reported figures. The 20% figure is a company estimate, not independent causal proof that the technology solved those cases.
There is no independent, apples-to-apples assessment in the cited material comparing Flock with Axon Fusus on crime outcomes, recognition accuracy, response time or cost-effectiveness. A deployment count, testimonial or case-study percentage cannot establish that one system caused better public-safety results than the other.
Axon’s UK product page quotes Milwaukee Captain Phil Simmert saying that Fusus-integrated cameras were instrumental in closing a high-profile homicide. That is a customer testimonial published by Axon, not independent verification. Axon’s 2022 announcement quotes executive Ran Mokady describing Fūsus as a way to unify cameras, LPR, automatic vehicle location and other sources on a technology-agnostic platform. Treat both statements as descriptions or testimony, not controlled performance studies.
Police Executive Research Forum executive director Chuck Wexler told the Associated Press, “I think a balance can be struck, but it’s more likely to come from department policy than company changes.” The point applies to either system: written rules, oversight and enforcement determine whether a capability is used proportionately.

Deployment, contracts and cost questions
Flock procurement checklist
- Number, type and location of cameras; whether images are stills, video or both.
- Lease term, renewal, installation, maintenance, relocation and removal obligations.
- One-time and recurring charges, taxes, connectivity and replacement costs.
- Retention period for ordinary observations and evidence-preservation procedure.
- Sharing scope, participating agencies, search approval and suspension rights.
- Export format, audit-log access, breach notification and deletion at termination.
Fusus procurement checklist
- Every planned connector: CCTV, body-worn, fleet, drone, LPR, dispatch, sensors and tip submissions.
- Whether each integration supports live feeds, historical search, alerts, metadata or clip export.
- Required network, storage, identity-management and workstation infrastructure.
- Roles for dispatch, analysts, supervisors, partner agencies and community participants.
- Retention and deletion rules inherited from each source and any data copied into Fusus.
- License, implementation, training, support and expansion charges; Axon directs buyers to its sales team for pricing.
Do not compare a Flock lease quote with a Fusus software quote until the scope is normalized. One proposal may include cameras, poles and maintenance; the other may exclude source hardware, connectivity and integration work.
How a city can make a defensible comparison
- Define the mission. Write the use case in operational terms: vehicle alerts, missing-person searches, live incident coordination, evidence review or community-camera registration.
- Inventory existing systems. List cameras, LPRs, dispatch, records, drones, sensors, identity systems and evidence repositories. Mark owner, location, format and retention for each.
- Map the data flow. For every source, document where data is captured, displayed, stored, copied, exported and deleted. Identify whether an integration is live, historical or alert-only.
- Set access rules before purchase. Require role-based permissions, documented search reasons, supervisor review, partner-agency limits and a process to revoke access.
- Set retention and preservation rules. Specify ordinary deletion, case-number preservation, legal holds, audit-log retention and public-records handling.
- Test with realistic scenarios. Run a missing-person case, a stolen-vehicle alert, a live multi-camera incident and an unauthorized-search audit. Record response time, false alerts, export steps and who can see each record.
- Publish oversight materials. Make the contract, policy, camera registry or map, sharing agreements, retention schedule and aggregate audit findings available where law permits.
- Reassess annually. Review access logs, partner list, false positives, deletions, complaints, security incidents and whether each feed still serves the stated mission.
Which approach fits which situation?
A city needs fixed vehicle-location leads
A narrowly defined LPR deployment may address that need, provided the city accepts the privacy, retention and sharing rules and has a process for validating alerts. Flock’s broader camera products may be relevant if the city also needs video or mobile coverage.
An agency already owns many cameras and sensors
An RTCC platform such as Fusus may provide more value by organizing existing feeds than by adding another standalone camera network. The agency should verify connector availability and the labor required to operate the system.
A region wants coordinated live response
Fusus’s cross-source and neighboring-jurisdiction functions may fit a regional operations model. The agreement must still define which agencies can view which feeds and whether a partner can retain or export another agency’s data.
A community is considering both
Using both can be rational when Flock supplies vehicle observations and Fusus supplies the shared operational view. The city should negotiate the integration boundary and avoid duplicate retention, duplicate accounts and conflicting deletion rules.
Questions to ask before signing
- What exact products, firmware, software modules and integrations are included on the effective date?
- Can the agency disable a feed, agency partner, user role or search function without terminating the whole agreement?
- Are all searches logged, and can the agency independently review logs and abnormal-use alerts?
- What documented reason or case identifier is required, and when will that control be enforced?
- What happens to records, backups, audit logs and exports when the contract expires?
- Which claims in the proposal are vendor-reported, and what independent acceptance test will the agency use?
- Who handles a false plate match, incorrect camera registration, unauthorized access or resident complaint?
- What public notice, council approval, union consultation or records-retention review is required locally?
Bottom line
Flock Safety is principally a camera-and-data service centered on vehicle observations, while Axon Fusus is an RTCC platform that brings many video and data sources into an operational workflow. They can be complementary, including through an LPR or camera integration, but neither product description tells you what a particular city has enabled. The right decision follows the mission, data flow, retention schedule, access controls, audit process, contract terms and independent acceptance tests documented by the local agency.
