The best Flock Safety alternative depends on what you are replacing. If you need automated license-plate recognition (ALPR), the Berkeley Police Accountability Board identifies Axon, Rekor, Genetec AutoVu and Motorola Vigilant Solutions as competing platforms. If you need ordinary fixed video, it lists Axon, Hanwha Vision, Axis Communications and Verkada as camera providers. Those are different categories: a fixed camera is not automatically a like-for-like ALPR replacement.

For a neighborhood, HOA, municipality or campus, the deciding factors are architecture, integrations, retention, sharing, auditability, legal authority and exit terms—not a vendor name alone. No independent source in the available material establishes a current winner for price, recognition accuracy, crime reduction or privacy performance.

Start by defining the job

Write the operational requirement before requesting proposals. “Replace Flock” can mean at least four different projects:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • ALPR alerts: Automatically read plates, compare them with a hotlist, and notify an authorized operator.
  • Investigative plate search: Search historical plate reads and associated vehicle attributes after an incident.
  • Fixed video: Record scenes for later review, with optional analytics that do not necessarily identify plates.
  • A broader public-safety platform: Combine cameras, dispatch or computer-aided dispatch (CAD), evidence storage, identity systems and reporting.

ALPR and conventional video have different cameras, software, data models and governance risks. Berkeley’s Police Accountability Board treats them as separate provider categories. A procurement that asks only for “cameras” can produce a system that records video but cannot deliver the plate alerts investigators expect.

Questions that settle the scope

  • Must the system identify plates automatically, or is searchable video enough?
  • Do you need real-time hotlist alerts, retrospective searches, or both?
  • Will cameras be at fixed entry points, on public roads, in parking structures, or on mobile trailers?
  • Which existing video-management, CAD, dispatch, identity and evidence systems must remain in place?
  • Who may search the data: campus police, municipal police, security staff, investigators or outside agencies?
  • What legal, records-retention and public-notice rules apply in your jurisdiction?

Named ALPR alternatives

The Berkeley Police Accountability Board’s 2026 procurement memo names four ALPR competitors. It describes them as alternatives, not as a controlled performance ranking.

Platform or vendor Category in Berkeley memo What a buyer should verify
Axon ALPR competitor Supported camera types, hotlist and alert controls, integrations, retention, sharing, audit logs, hosting, support and exit terms.
Rekor ALPR competitor; Berkeley reports an open API architecture Which video-management and CAD integrations work in the proposed configuration, who operates each interface, upgrade responsibilities and export formats.
Genetec AutoVu ALPR competitor Camera compatibility, manufacturer-agnostic claims in the proposed design, deployment model, retention, access controls, support and component replacement.
Motorola Vigilant Solutions ALPR competitor Data sources, sharing arrangements, search permissions, retention, auditability, hosting, integration fees and termination assistance.

Berkeley says the market is technically diverse and cites a U.S. Department of Homeland Security market survey that evaluated 16 commercially available ALPR systems in June 2025. That number indicates a competitive field; it does not establish that any particular platform is more accurate, less expensive or safer for a community or campus.

Axon

Axon appears in Berkeley’s list of ALPR competitors and in its separate list of fixed-video camera manufacturers. Treat that as evidence of category relevance, not proof that every product or deployment is interchangeable. A proposal should identify the exact ALPR camera, software edition, hosting model and interfaces included, then show the alert and search workflows using your own policies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rekor

Berkeley reports that Rekor’s open API architecture is designed to integrate with existing video-management and CAD systems. An API statement is not the same as a tested integration in your environment. Require a demonstration with the specific camera firmware, network design, CAD version and identity controls you plan to operate. Confirm whether API access, data export, event webhooks and support are included or priced separately.

Genetec AutoVu

Berkeley’s memo reports a California integrator’s description of AutoVu as manufacturer-agnostic. Because that statement is attributed to an integrator rather than independent laboratory testing, verify the exact camera models, analytics features and support boundaries in writing. Ask what happens when one camera, server, storage tier or analytics component is replaced.

Motorola Vigilant Solutions

Motorola Vigilant Solutions is also identified by Berkeley as an ALPR competitor. The important procurement questions are how plate data enters the system, what external data-sharing relationships exist, which users can search it, how searches are logged, and how records are exported when the contract ends.

The cameras are designed to work with the included aosuBase, and add-on cameras connect through the base as well.

Fixed-video alternatives when ALPR is not required

If the goal is scene recording rather than automatic plate recognition, Berkeley identifies Axon, Hanwha Vision, Axis Communications and Verkada as camera manufacturers. These products should be evaluated as video systems, not assumed to provide equivalent ALPR capability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Fixed-video option named by Berkeley Verify before purchase
Axon Coverage, low-light performance, storage, video-management compatibility, analytics actually needed, access control and export.
Hanwha Vision Camera placement, power and connectivity, recording architecture, retention, maintenance and compatibility with your chosen video-management system.
Axis Communications Required camera models, analytics licenses, edge versus server processing, storage, cybersecurity updates and replacement procedures.
Verkada Cloud or hybrid architecture, connectivity resilience, retention controls, user roles, audit logs, export and contract-exit provisions.

A fixed-video design may be the better fit for a residence hall, walkway, parking area or community amenity where the requirement is evidence of events rather than plate-based alerts. It can also reduce the amount of searchable plate data created. Conversely, it will not satisfy a requirement for automated hotlist matching unless the proposed configuration demonstrably includes that function.

Open architecture versus an integrated platform

Architecture determines how much control you retain after installation. Berkeley describes an open-architecture platform as interoperable components that can be individually replaced, audited or terminated. Its exact wording is: “An open-architecture platform distributes that control across separately contracted, interoperable components that can be individually replaced, audited, or terminated without disrupting the whole.”

What open architecture can improve

  • Component choice: Cameras, analytics, storage and integrations can be selected or replaced independently.
  • Exit flexibility: You may be able to change one component without rebuilding the entire deployment.
  • Auditability: Separate contracts and interfaces can make responsibility for logs, access and upgrades clearer.
  • Integration: Existing video-management and CAD systems may remain in service if interfaces are supported.

What to test rather than assume

  • Whether the advertised API is available in your edition and contract.
  • Whether an integration supports two-way events or only one-way data export.
  • Who owns credentials, encryption keys, schemas and documentation.
  • Whether replacing a camera invalidates analytics, warranties or support.
  • How quickly a component can be removed without losing historical records or audit logs.

An integrated proprietary platform can simplify initial deployment and support, but it may tie cameras, analytics, storage and user management to one supplier. Neither model is automatically safer or cheaper. Put the desired degree of modularity into the statement of work and acceptance tests.

Retention, sharing and access governance

Changing vendors does not by itself resolve surveillance or privacy concerns. Retention, sharing and access practices vary by deployment, so they must be specified in policy and contract language.

Data inventory

Ask the supplier to enumerate every data type: original images, plate reads, vehicle attributes, alert records, operator notes, search queries, user identities, device health data and access logs. Require a data-flow diagram showing where each item is processed, stored, backed up and deleted.

Retention controls

Specify a default retention period, a maximum period, deletion method, legal-hold process and the role allowed to change settings. Confirm whether backups, caches and replicated systems follow the same schedule. Require a report proving deletion rather than relying on a dashboard label.

Sharing and legal thresholds

Define which departments, agencies, contractors and third parties may search or receive data. State whether sharing is opt-in, continuous or request-based. Document the purpose and legal threshold for each search, emergency exceptions, approval workflow and misuse-investigation process.

Audits and misuse detection

Access logs should be immutable or otherwise protected from alteration, retained for a stated period and available for independent audit. Ask for alerts on unusual searches, bulk exports, repeated searches by a single account and access outside normal duties. Establish who reviews alerts and how complaints are investigated.

What the Virginia data does—and does not—show

The Virginia State Crime Commission’s 2026 report summarizes a survey conducted in November 2025. It received responses from 251 of 361 agencies, a 70% response rate. Because almost one-third did not respond, the report says their ALPR use is unknown. These figures describe responding Virginia agencies, not national market share or a complete census.

Finding Qualification
159 of 251 responding agencies (63%) reported ALPR use. Only responding Virginia agencies; survey conducted November 2025.
137 of 159 ALPR-using respondents (86%) reported Flock Safety as a vendor. Agencies could report multiple vendors; this is not market share across all agencies.
35 responding agencies reported Axon relationships. Vendor counts can exceed agency counts because multiple vendors could be reported.
12 responding agencies reported Motorola relationships. Same multiple-vendor qualification applies.
11 of 29 responding college or university police agencies reported ALPR use. Virginia survey result, not a recommendation for campuses generally.

The Commission organized its questions around vendor, hardware, camera type, retention, public awareness, sharing and ALPR policies. Those categories are useful for a request for proposals, but the report does not rank vendors or measure recognition accuracy, crime outcomes or privacy performance.

Community and HOA deployment questions

Neighborhood deployments often involve a smaller staff and a stronger expectation of resident transparency. Decide whether the system is operated by a public agency, a private association, a security contractor or a combination. Put these points in the governing documents:

  • Exact camera locations and whether views include public roads or neighboring property.
  • Who can request searches and what documentation is required.
  • Whether outside agencies receive automatic access or must submit a request.
  • How residents can report an incorrect plate association or misuse.
  • How long records and audit logs remain available after a contract ends.
  • How installation, cellular service, maintenance, software subscriptions and renewals are funded.

Resident notice should explain what is collected, why it is collected, retention, sharing and complaint channels in plain language. A contract that leaves these matters to vendor defaults is incomplete.

Migration plan from an existing deployment

  1. Inventory the current system. List camera locations, models, network links, storage, integrations, user roles, hotlists, retention settings and export capabilities.
  2. Separate required functions. Mark each requirement as ALPR, fixed video, analytics, evidence storage, CAD integration or reporting.
  3. Export before changing access. Obtain historical records, metadata, audit logs, configuration files and documentation in a usable format. Verify that timestamps, plate text, image references and user identities remain linked.
  4. Run a controlled proof of concept. Use representative day, night, weather, traffic and camera-placement conditions. Test alerts, searches, false-positive handling, role changes, outages and log review.
  5. Test integrations end to end. Demonstrate the proposed camera, analytics, video-management, CAD, identity and evidence components together rather than accepting a slide listing “supported” systems.
  6. Set governance before production. Approve retention, sharing, search thresholds, training, audits, public notice and complaint handling.
  7. Negotiate exit rights. Specify export formats, assistance time, deletion certification, continued read-only access during transition and the right to replace a component independently.
  8. Operate in parallel only as long as necessary. Define a cutover date, reconcile records and document which system is authoritative during the overlap.

Contract and total-cost checklist

Current pricing was not established in the available sources, so request a five-year total-cost model rather than comparing a headline subscription. Require separate line items for:

  • Camera hardware, mounts, edge computing and replacement units.
  • Cellular, wired or wireless network service and bandwidth.
  • Installation, site surveys, permits and electrical work.
  • ALPR or analytics licenses, video-management software and storage.
  • CAD, dispatch, identity, evidence and API integrations.
  • Monitoring, support, training, maintenance and firmware updates.
  • Data migration, exports, records requests and contract termination assistance.
  • Renewal increases, minimum quantities, early-termination charges and service-level remedies.

Ask which functions continue if the subscription lapses, what happens to already-collected records, and whether a price change can force a hardware replacement.

Common failure modes and fixes

Buying fixed cameras for an ALPR requirement

Symptom: The system records clear video but cannot produce reliable plate reads or hotlist alerts. Fix: Require an ALPR workflow demonstration with the exact camera and installation geometry before award.

Best Value

Assuming an API means an integration is complete

Symptom: A vendor says “open API,” but operators still copy data manually or an upgrade breaks event delivery. Fix: Define supported endpoints, authentication, event formats, rate limits, versioning, testing responsibilities and support in the contract.

Leaving retention at a vendor default

Symptom: Records persist longer than policy allows, or backups are overlooked. Fix: Set default and maximum periods, backup deletion, legal holds, change approval and deletion evidence.

Granting broad search access

Symptom: Many users can search without a documented case or supervisor review. Fix: Use role-based access, purpose codes, immutable logs, unusual-use alerts and periodic access reviews.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the exit path

Symptom: A renewal dispute threatens access to historical evidence. Fix: Test exports before signing, preserve logs and metadata, and require transition assistance and deletion certification.

How to compare proposals fairly

Use a weighted scorecard that reflects your mission rather than a generic feature count.

Evaluation area Evidence to request
Functional fit Live demonstration of plate capture, alerts, search, video review and false-positive correction in the proposed configuration.
Architecture Component diagram, API documentation, integration ownership and replacement procedure.
Governance Retention settings, sharing controls, role model, audit-log design, misuse alerts and policy templates.
Security and resilience Hosting location, encryption, identity integration, backup, outage behavior, patching and incident response commitments.
Operations Installation plan, support hours, service levels, training, maintenance and replacement inventory.
Commercial terms Five-year cost, renewal rules, export fees, termination rights and data-deletion obligations.

Score only evidence demonstrated or committed in writing. A polished product description should not receive the same weight as a tested workflow or enforceable contract term.

Understanding Flock’s current public claims

Flock’s homepage currently presents services for law enforcement, schools, businesses and neighborhoods, including license-plate readers, video cameras, mobile security trailers and drones. It also says its recommended default retention changed from 30 days to seven days and lists other governance actions. These are the vendor’s current representations and recommendations, not independent comparative findings or proof of how any particular customer’s system is configured. Use them as a reminder to ask every bidder for its actual defaults, maximums and customer-controlled settings.

Bottom-line selection guidance

Choose an ALPR platform only when automated plate recognition, hotlist alerts or searchable plate history is a documented requirement. The Berkeley memo’s named alternatives—Axon, Rekor, Genetec AutoVu and Motorola Vigilant Solutions—give procurement teams a starting shortlist, not a winner. Choose a fixed-video provider such as Hanwha Vision, Axis Communications or Verkada when the requirement is scene recording and the proposal does not need to create an ALPR database. In either case, make architecture, integrations, retention, sharing, audit logs, public notice and contract exit rights acceptance criteria. The available evidence does not support declaring any option best on price, accuracy, crime outcomes or privacy.
