Flock Safety CEO Garrett Langley said on October 14, 2026, that the company has not terminated a police department or another customer over alleged misuse of its license-plate surveillance products. Speaking at TechCrunch Disrupt in San Francisco, Langley said Flock would immediately end a relationship if a customer knowingly broke the law, while leaving termination possible for a severe violation.
What Langley said about terminating customers
In an interview with TechCrunch editor-in-chief Connie Loizos, Langley drew a line between individual misuse and conduct serious enough to end an entire customer relationship. His stated rule was unequivocal for unlawful conduct: “If a customer knowingly broke the law, we would fire them immediately. That’s very easy.”
He also acknowledged that Flock had not reached that point with any customer as of the interview. “Today, we haven’t fired any customers, but it’s not off the table in the case of some pretty drastic law-abiding issue,” Langley said, using the phrase “law-abiding issue” while discussing a serious breach of expectations.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThat means the company’s public position is conditional rather than a promise never to cancel a police account. Langley described widespread or knowingly illegal abuse as grounds for ending a relationship, but did not identify a department that had been removed, a threshold for “widespread” abuse, or a public enforcement procedure.

Why the statement drew attention
The interview followed reporting that identified dozens of police officers who had allegedly abused access to Flock’s nationwide license-plate database. The reported cases involved officers who were arrested, fired, or told to resign after allegedly using the system to stalk people or conduct searches without permission.
Those allegations matter because Flock’s system is not limited to a single camera or town. TechCrunch described a U.S. network of more than 100,000 cameras linked to a centralized database that can support plate searches across jurisdictions. Depending on the permissions and agreements in place, a search can therefore expose vehicle movements recorded beyond the agency where an officer works.

Langley’s comments address the company’s response to customer misconduct, not whether every search described in the reporting was lawful or authorized. They also do not establish how many agencies investigated incidents internally, what sanctions were imposed on individual officers, or whether affected people were notified.
What “not fired” does—and does not—establish
- It is a date-specific status: the statement applies to Langley’s October 14, 2026 interview and does not rule out a later termination.
- It covers customers, not individual users: an officer can face discipline, arrest, termination, or resignation without the department losing its Flock contract.
- It is not an independent audit: Langley’s statement is the company’s account; it does not provide a published customer-by-customer review of alleged misuse.
- It leaves the trigger undefined: the CEO referred to knowing unlawful conduct and drastic violations but gave no numerical test, investigation timeline, or appeal process.
Why communities are challenging Flock contracts
Privacy concerns have led some communities to cancel Flock agreements or let them expire. Others have moved to rival vendor Axon, according to TechCrunch. Those choices reflect local policy decisions rather than evidence that one vendor has been proven safer or more accurate than another.

Criticism of Flock has extended beyond officer access. The company has faced questions about cybersecurity, camera accuracy, wrongful arrests, and allegations that cameras were reactivated against customer wishes. Each issue raises a different accountability question: whether data can be protected, whether a plate or vehicle match is reliable enough for police action, whether errors can be corrected before an arrest, and whether a municipality can control equipment it pays to operate.
Local officials considering a contract should treat cancellation rights, audit access, retention limits, cross-jurisdiction searches, and disclosure of federal or law-enforcement access as separate contract questions. Langley’s interview did not provide comparable specifications, pricing, or independent effectiveness statistics for Flock or alternatives.

The public-safety argument and the surveillance concern
Langley cited anecdotes about crimes solved faster, including a stolen car with a baby in the back seat. Those examples may illustrate how investigators say the technology can help, but they are not quantified studies of effectiveness. The published interview supplied no independent success rate or official audit figure.

The disagreement is therefore not only about whether a particular officer misused a search. It is also about how much location-linked information should be collected, how long it should be retained, which agencies can query it, and what remedy exists when a search is improper.
What remains unresolved after the interview
- Enforcement transparency: Flock has not publicly identified a fired customer in connection with product abuse as of the interview, and Langley did not describe a complete incident log.
- Proof of unlawful access: allegations of stalking or unauthorized searches still require case-specific findings by employers, courts, or independent investigators.
- Oversight standards: the interview did not state a uniform retention period, audit frequency, approval workflow, or public-reporting requirement for every customer.
- Contract control: communities need to verify whether their agreements allow suspension, deletion of stored data, equipment deactivation, and termination without extended notice.
What to watch next
The practical test of Langley’s position will be whether Flock publishes clear criteria for customer termination and applies them consistently when investigations substantiate illegal use. Municipal decisions will also show whether privacy safeguards, public reporting, and contract exit rights become standard conditions for license-plate-reader deployments.
For now, the confirmed answer to the headline question is narrow: Flock’s CEO said no police department or other customer had been fired over product abuse by October 14, 2026, while insisting that knowingly illegal conduct would warrant immediate action and that a drastic violation could still lead to termination.
