Flock’s roadside cameras and robotaxi sensors can both collect information in public-facing spaces, but they do it from different vantage points and for different stated purposes. Flock’s automated license-plate reader (LPR) network records vehicle reads for searches; robotaxi cameras and microphones support functions such as navigation, rider assistance, safety, and technology improvement. The practical privacy questions are what gets captured, who can access it, how long it is kept, and whether written safeguards are independently verified.
What is being watched—and from where?
Flock’s LPR cameras are fixed at roads, entrances, or other locations. They capture vehicle information, including license-plate reads, that customers can search. A plate read can create a time-and-place record associated with a vehicle; it does not, by itself, establish who was driving or identify every person nearby.
Robotaxis move through streets with exterior cameras and other sensors. Some also have cabin cameras or microphones. That means the data may concern the vehicle’s surroundings, the trip, or activity inside the car, depending on the sensor and service. “Watching” is an evocative description, not proof that every camera continuously records, that every image is reviewed by a person, or that every rider is identified.

These are not interchangeable systems: an LPR search starts with a vehicle read, while a robotaxi’s sensors are described as part of operating and improving a moving vehicle service. A policy statement documents what a company says it does; it is not, on its own, an independent audit of actual practice.

What do robotaxi companies say their sensors do?
Waymo: exterior perception and rider support
Waymo says exterior cameras contribute to a 360-degree system that perceives road conditions, including traffic lights and construction zones. It says external microphones detect emergency sirens, with safeguards intended to limit collection of human voices. Its help documentation says: “We can only hear you when you’re on a call with Support or when you actively choose to have microphones on.” Waymo also describes in-car cameras as supporting rider assistance and operational checks.
In an August 24, 2026 statement, Waymo said its cameras are for functions such as mapping routes, delivering services safely, and improving its technology—not surveillance or identifying people through facial recognition or other biometric identification. It also says it does not sell personal information collected by vehicle cameras and sensors. Those are the company’s descriptions of its practices, not independent findings about every deployment or data flow.

Tesla: standard rides versus early access
Tesla’s Robotaxi Privacy Notice separates standard rides from early-access rides. It describes additional default collection for early-access riders; for standard rides, it says cabin camera and sound detection are not used by default except for specified needs. It also describes safety-event camera clips of up to 30 seconds and anonymous recordings from external cameras for fleet learning. “Anonymous” is Tesla’s description; it should not be taken to mean that every privacy risk is eliminated or that the notice supplies a single retention figure for all data.

How long is the information kept?
Flock’s published LPR period
Flock’s Evidence Policy, whose current text was listed as updated August 12, 2026, sets seven calendar days as the standard retention period for LPR data and says the data is hard-deleted after that period. The policy also allows a different period where a customer agreement or legal requirement applies. If a customer wants longer retention not already required by law, Flock says it will offer an extension of up to one year subject to approval from an elected official and/or governing body.

The Associated Press reported on August 13, 2026, that Flock announced platform changes amid public backlash. The announced changes included reducing standard retention from 30 days to seven, preserving case-linked evidence, and requiring law-enforcement customers to implement audit tooling and enter case codes for searches, with changes described as due by January 1. That report records announced changes; it does not establish that every customer had completed implementation by the time of publication.
Robotaxi retention: no like-for-like figure in the cited notices
The cited Waymo and Tesla materials describe purposes and some handling practices, but they do not establish one overall retention period comparable to Flock’s seven-day LPR standard. A particular recording’s duration, its account association, and how long derived or operational data remains available are separate questions; the cited material does not resolve them all with a single number.

Who can access or receive the data?
Flock: customer choices and law-enforcement searches
Flock says its LPR system can be used by law-enforcement agencies, private neighborhoods, and businesses, and that customers may choose to share data with law enforcement. Customer sharing is a distinct access route from a legal demand: the existence of a camera network does not by itself mean every agency can search every customer’s data.

That is a figure attributed to Flock through the senator’s letter, not an independently audited current enrollment rate or proof that all law-enforcement agencies have universal access. The letter also raised concerns about CBP access and auditing. It attributed the phrase “it is not Flock’s job to police the police” to Flock’s Chief Communications Officer; it was not Wyden’s own statement.

Waymo: legal process and stated exceptions
Waymo says it may share certain information with law enforcement to meet legal requirements, enforce agreements, or address safety matters, and directs agencies to provide valid legal process. This describes circumstances Waymo says may permit disclosure; it does not mean every request automatically results in disclosure.
What should riders and communities check?
Policies are most useful when they answer specific questions about the service or camera network in front of you. For a robotaxi ride, check the privacy notice for the ride type, whether cabin sensors are active by default, what events can trigger recording, and how to contact support or request deletion. Waymo’s help materials explicitly address whether it listens during a trip, whether recordings may be shared with law enforcement, and whether a rider can remove data; consult the current help guidance for the applicable process rather than assuming deletion works the same way across data types.
For an LPR deployment, ask the agency, neighborhood, or business operating the cameras which policy and customer agreement apply, whether sharing is enabled, who can search, what auditing records are kept, and whether case codes or approvals are required. Those details matter because a vendor’s default policy may not be the only rule governing a specific customer’s data.
