Flock Safety cameras using automated license plate recognition (ALPR) record passing vehicles—not just cars police already suspect. The system can associate a plate image and vehicle details with a time and camera location, creating searchable records of where a vehicle was observed. Flock says its default cloud retention is seven days, but access, sharing, and actual settings depend on local agency policies and agreements.

What Flock cameras record

Flock describes its ALPR system as collecting images of license plates, vehicle characteristics, timestamps, and camera location identifiers. According to the company’s Evidence Policy, data is temporarily held on the camera, uploaded to cloud storage, and removed from the camera after upload. This is the vendor’s description of its system, not an independent test of each local installation.

Because cameras capture vehicles passing them, the records can include people who are not suspected of any wrongdoing. One observation shows a vehicle at a particular place and time; many searchable observations across cameras can reveal movement patterns. The ACLU’s ALPR analysis argues that networked access expands the reach of surveillance and can expose sensitive patterns of life.

How long Flock says it keeps the data

Flock’s Evidence Policy states that ALPR data is hard-deleted from the cloud after seven days by default. It says retention of up to one year may be offered if an elected official and/or governing body approves it, unless a longer period is required by law. These are the company’s published policy terms, not proof that a particular agency uses those settings. Ask the local agency for its current configuration and applicable policy.

Who can search the records—and who can they be shared with?

Flock says agencies control sharing and can configure access. Its trust materials describe access for people who need it for work and logging of system use; see the company’s Data Privacy & Protection and Trust Center pages. Those descriptions do not tell you how a specific town configured its system.

There is also a contract-level question. The ACLU has reported that default contract language may permit company sharing for investigative purposes even when an agency chooses to limit access to its own officers. That concern does not establish that every deployment shares data in the same way. The agency’s executed contract, amendments, and written confirmation of current settings are more useful than a general description of local control.

For a local system, ask whether outside agencies can search its data, whether federal agencies have access, whether searches are restricted by purpose or offense type, and how exceptions are approved. Also ask which agency or public body administers the system and who authorized it.

What oversight safeguards do—and do not—show

Logging can make searches reviewable, but the existence of logs is not proof that they are regularly or effectively reviewed. Flock describes logging and agency review, while the ACLU’s analysis says the effectiveness of Flock’s announced audit assistance tool has not been independently evaluated. That is a specific limitation of the evaluation identified by the ACLU, not evidence that no oversight exists in every community. Flock’s Privacy & Ethics page describes the company’s stated approach; local procedures determine how oversight works in practice.

Why civil-liberties groups object

The central concern is not only the image of one plate. When a system records passing vehicles at multiple locations and makes observations searchable over time, those records may help reconstruct a vehicle’s movements. Networked access can extend that capability beyond the community where a camera sits. The ACLU’s guidance discusses limiting retention, sharing, access, and eligible uses; its analysis is advocacy, not a determination of how an unnamed town operates.

Whether those risks are constrained locally depends on the actual retention settings, contract language, access permissions, rules for searches, and oversight practices. A stated policy is only one part of that picture.
