The Flink Kubernetes Operator autoscaler and Flink Reactive Mode address changing workload capacity in different ways. The Operator autoscaler reads Flink job metrics and adjusts parallelism for individual job vertices; Reactive Mode adapts a job to the TaskManager resources made available to it, usually after an external controller changes capacity. The right choice depends on your deployment, scaling signals, scheduler, and the cost of restarting or restoring state.

How the two Flink autoscaling approaches differ

Question Flink Kubernetes Operator autoscaler Reactive Mode
What does it change? Parallelism for job vertices, with limits from configuration and the job. How the job uses the TaskManager resources available to the cluster.
What drives the change? Flink job metrics, including records entering and leaving vertices, busy time, and source backlog. Changes to available TaskManager resources, typically initiated by an external controller.
Who decides when to scale? The Operator evaluates job behavior and can apply the resulting parallelism changes. An external mechanism, such as the Kubernetes Horizontal Pod Autoscaler (HPA) in Apache’s example, decides when to change TaskManager capacity.
What happens when scaling? With the adaptive scheduler, the Operator can apply changes in place through Externalized Declarative Resource Management; otherwise, it applies a full job upgrade. A rescale restarts the job from its latest completed checkpoint.
Typical deployment context Jobs managed by the Flink Kubernetes Operator as FlinkDeployment or FlinkSessionJob resources. Clusters where Flink can use changing TaskManager capacity and an external resource scaler can manage it.

The Operator autoscaler is not generic Kubernetes pod autoscaling: container CPU and memory are not direct inputs to its parallelism decisions. Reactive Mode, by contrast, is resource-driven. Apache Flink describes it as a mode in which the JobManager tries to use all available TaskManager resources. Operator autoscaler documentation, Operator autoscaling concepts, Reactive Mode overview.

How the Operator autoscaler decides what to scale

The Operator autoscaler queries Flink job metrics through the REST API. It evaluates sustained behavior over a window rather than treating every short-lived fluctuation as a reason to act. A target utilization and tolerance range help govern when it proposes changes, and a stabilization period gives the job time to settle after a rescale.

Its decisions are per vertex, so a busy stage can receive a different parallelism adjustment from a less-loaded stage. The planner also accounts for catch-up capacity when backlog accumulates during a scale action or restart. Configured and job-level limits bound the resulting parallelism.

The Operator autoscaler can run for eligible jobs managed as FlinkDeployment or FlinkSessionJob resources. For a cautious rollout, metrics-only mode lets you see what it would do without applying changes. The exact execution behavior depends on the scheduler:

  • Adaptive scheduler: With jobmanager.scheduler: adaptive, the Operator documentation says changes can be applied in place through Externalized Declarative Resource Management, without restarting the job.
  • Other scheduler setup: The Operator applies each decision as a full Flink job upgrade.

See the Operator autoscaler documentation for the configuration and behavior supported by the version you deploy.

How Reactive Mode uses cluster resources

Reactive Mode, introduced in Flink 1.13, lets Flink adapt to resources available in the cluster. An external controller monitors an operational metric and changes TaskManager capacity; Flink then tries to use the resources it has. Apache’s documented Kubernetes example uses an HPA that watches TaskManager CPU and adjusts replica count. That is an example architecture, not a claim that CPU is the only or best signal for every workload. See Apache’s Reactive Mode overview.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reactive Mode rescaling restarts the job from its latest completed checkpoint. How much data must be reprocessed depends on checkpoint interval, while restore time depends on state size. Account for checkpoint cadence, state size, and acceptable processing interruption when evaluating this approach; Flink’s elastic scaling documentation explains the rescaling behavior.

Which approach fits your deployment?

Neither approach is universally faster or cheaper. Choose based on how you want capacity changes to be triggered and applied, and validate the behavior on your workload.

  • Choose the Operator autoscaler when your jobs are managed by the Flink Kubernetes Operator and you want Flink-level signals to drive per-vertex parallelism changes within the Operator’s control loop.
  • Consider Reactive Mode when your deployment has an external mechanism for deciding when to add or remove TaskManager resources and you want Flink to adapt to those resources.
  • Check the scheduler and restart implications: Adaptive-scheduler support can let the Operator apply decisions in place; without it, the Operator uses a full upgrade. Reactive Mode rescaling restarts from a completed checkpoint.
  • Validate the workload before enabling automatic action: Check source metrics and partitioning, data skew, sink behavior, checkpoint and restore characteristics, and available cluster capacity.

The official documentation describes how each mechanism works, but does not establish a head-to-head performance benchmark. A meaningful comparison therefore needs workload-specific measurements, including how each setup handles scaling events and recovery.

Operator autoscaler limits to account for

The Operator autoscaler’s estimates depend on which metrics Flink and the sources expose. Its stable documentation describes several important boundaries:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Partition counts are discovered only for Kafka and Pulsar. Runtime-added partitions are not considered until the source assigns them to readers.
  • For a multi-topic Kafka subscription, the reported partition count is summed across topics and may not represent the assignment of individual topics.
  • Scaling does not even out source data skew. For non-source vertices, busy-time estimates are used to infer true processing rate.
  • Flink does not expose per-edge metrics for multi-input operators, so input rates can be estimates.
  • A slow TaskManager can appear as load, and a throttled sink can resemble a workload that needs more parallelism.
  • Cluster-capacity extrapolation is limited to a particular EKS Cluster Autoscaler detection path.

These are checks for interpreting decisions and planning a deployment, not reasons to assume the autoscaler cannot work. Review the relevant source, sink, and capacity behavior before treating a proposed scale change as a workload bottleneck diagnosis.

Check version-specific Operator defaults

Operator defaults can change between releases, so verify the version you run before copying configuration or describing its behavior. The Apache Flink Kubernetes Operator 1.16.0 announcement, dated September 15, 2026, says the default parallelism-alignment mode changed from EVENLY_SPREAD to BALANCED. Its illustration uses 128 key groups and a computed target of 24: the former mode would produce 32, while the new mode produces 26. Those figures illustrate alignment behavior; they are not a performance benchmark. Version 1.16.0 also adds plugin SPIs for custom evaluators, scaling executors, and alignment modes. See the 1.16.0 release announcement.

For historical context, the Operator 1.11.0 announcement of March 3, 2025 described clearer target-utilization configuration, including target: 0.7, min: 0.5, and max: 1.0, along with scale-down improvements. These are details from that release, not a statement of the latest defaults. See the 1.11.0 release announcement.
