If Windows 11 or an app reports the wrong geographic area, first find out whether the error appears across Windows, in one app, or only on a website. Then check Settings > Privacy & security > Location, including Location services, app access, and Default location. These checks address different causes: a fallback location in Windows will not necessarily change an app’s own location method or a website’s IP-based estimate.
First identify where the location is wrong
Check whether the incorrect area appears in Windows location-aware features, one particular app, or only on a website. The scope helps narrow down what to investigate:
- Across Windows: check Windows Location services and Default location.
- In one app: check that app’s Windows permission, if listed, and its own privacy or location settings.
- Only on a website or online service: consider whether it is estimating your location from your internet connection’s IP address.
Windows may estimate location using GPS, nearby wireless access points and routers, cell towers, an IP address, or a configured default location. Which signals are available—and how precise the estimate is—depends on the device. Microsoft Support explains Windows location signals and privacy.

- Open Start > Settings > Privacy & security > Location.
- Check that Location services is on for the device, if you administer it.
- Check the user-level setting that allows apps to access location.
- Find the affected app in the list and confirm that it has access. Microsoft says this page can also show recent app access.
These are separate controls: turning on device Location services does not by itself confirm that a particular listed app has permission. On a work- or school-managed PC, an organization may control some settings.

Set Default location when Windows cannot get a better estimate
Default location is a fallback for times when Windows cannot determine a more exact location; it is not a universal override for other location signals or an app’s independent method. Microsoft recommends setting one for desktop computers and devices without Wi-Fi.
- On the Location page, find Default location and select Set default.
- Choose the correct point on the map or enter an address, then save.
- To remove the saved fallback, clear the address and save.

Check the app itself if it is missing from Windows’ list
Windows’ app-permission list does not cover every desktop program. Microsoft notes that its privacy controls mostly apply to Store apps and that desktop apps can access some capabilities differently. If the affected program is not listed—or its location remains wrong despite the Windows permission—check the program’s own location, privacy, or account settings. Microsoft Support describes privacy settings apps use and desktop-app exceptions.
Distinguish Windows location from a website’s IP-based estimate
A website or online service may infer your area from the IP address presented by your internet connection rather than use Windows’ device-location estimate. A VPN or other routing service can change the IP address that a service sees, but it does not necessarily prevent an app or website with location permission from accessing device location. If only one online service is wrong, check its location permission and whether a VPN or other routing service is active. A change to Windows Default location will not necessarily change a service’s IP-based result.

GPS is one possible Windows location signal, but Microsoft’s guidance does not establish that every PC has GPS or that a particular external receiver will work with Windows 11 or a given app. A USB GPS receiver is only a conditional option for a compatible device and use case. Verify device, driver, and app compatibility before buying one; an incorrect location by itself does not show that hardware is missing or defective.
