Neither plan is universally better. A fixed-rate tariff buys price certainty for the parts of the bill and contract period it actually covers. A variable-rate tariff leaves you exposed to increases, but lets you benefit when its underlying price falls and may offer more flexibility. When oil prices move, the best choice depends on your country, the fuels used in your local power market, the contract’s pricing formula, your annual consumption and your tolerance for risk—not on the oil chart alone.
Compare the expected annual bill, standing charges, taxes, fees, contract length, exit terms and supplier protections before deciding. The method below shows how to do that without assuming that an oil-price swing will pass straight through to your electricity or gas bill.
What “fixed-rate” and “variable-rate” actually mean
The labels describe how a supplier can change the energy price, not necessarily every item on the bill. Read the contract summary to identify exactly what is fixed, for how long and under what exceptions.

A fixed plan normally commits the supplier to a stated unit price for electricity, gas or both during a defined term. That commitment transfers some wholesale-price risk from the household to the supplier. It does not guarantee that the tariff will be cheapest in hindsight, and it may not freeze standing charges, taxes, network charges, regulatory levies or other items. Some contracts also allow changes after a defined event or at renewal.

A 12-month contract, for example, is not proof that every bill component is fixed for 12 months. The written terms must say which unit rates and charges are covered.
Variable-rate plans
A variable plan permits the supplier to change the price under stated timing and notice rules. “Variable” can mean a supplier sets a new rate periodically, or it can describe a tariff linked to an index or market formula. Some plans are dynamic, changing at short intervals, while mixed plans fix one component and vary another.
For any variable, indexed, dynamic or mixed offer, find the index or formula, the change frequency, the notice period, any cap or floor, and the date on which a new rate takes effect. Without those details, the word “variable” does not tell you how much risk you are accepting.

What a contract should disclose
The European Commission’s consumer guidance says to establish whether a price is fixed, variable, dynamic, indexed or mixed; ask when and why it can change and what notice applies; compare estimated annual consumption and all charges; and check duration, renewal, cancellation, exit fees and discounts. For a dynamic or flexible price, the contract summary should explain the formula, index, change frequency and illustrative bills. Where available, the Commission recommends using a national independent comparison tool before signing:
“Use your national independent comparison tool where available before signing a new energy contract.”
This guidance is intended for consumers in the European Union. Other jurisdictions have different disclosure and switching rules.
Why an oil-price swing is not a direct household tariff forecast
Crude oil can affect energy prices through several channels, but it is not a universal index for retail electricity or natural gas. The link depends on local generation, fuel contracts, pipeline and liquefied-natural-gas markets, storage, weather, regulation and the way a retailer sets its tariff.
Natural gas markets respond to several variables
The U.S. Energy Information Administration says natural-gas prices are mainly a function of supply and demand. Supply, storage levels, imports, weather, economic activity, international demand and petroleum prices can all matter. Some large users can switch among natural gas, coal and petroleum, so a change in the relative price of oil can alter gas demand. That is a conditional relationship, not a one-for-one formula that converts a barrel of oil into a household gas rate.

Electricity prices depend on the marginal generator
In EU wholesale electricity markets, the marginal generator needed to meet demand sets the market price. The European Commission explains that gas can set the price when renewable and nuclear generation do not meet demand; at other times, another source sets it. A fuel shock can therefore affect electricity prices when gas is price-setting, but the size and duration of the effect depend on dispatch, demand and supply.
Geography can dominate the result
The U.S. Energy Information Administration’s 2025 retail electricity data illustrate how local fuel exposure matters. The preliminary annual U.S. residential average was 17.30 cents per kilowatt-hour. Hawaii’s average across customer types was 35.72 cents per kilowatt-hour, a level the agency attributes mainly to imported petroleum-fired generation. These are historical 2025 averages available in February 2026, not a forecast, a rate offer or an estimate for another country. They show why an oil-sensitive power system can look very different from a system with little direct petroleum generation.
Wholesale movement is only one part of a retail bill
The European Commission reports that the electricity component averaged nearly 49% of EU household and business electricity bills in 2024. The rest consists of other bill components. Even if a wholesale fuel movement changed the electricity component by a given percentage, the total bill would not necessarily move by that same percentage.

A fixed tariff is therefore an insurance-like choice against covered price increases, not a prediction that prices will rise. A variable tariff is an exposure to the supplier’s specified pricing mechanism, not a promise that falling oil will produce an immediate discount.
Compare the total annual cost, not the advertised unit rate
Use the same consumption assumptions for every offer. Start with your actual annual electricity and gas use from bills, a meter history or the supplier’s best estimate. Then calculate each component for the same 12-month period.
Cost components to include
- Electricity and gas unit rates multiplied by expected annual consumption.
- Daily or monthly standing charges.
- Taxes, network charges, policy costs and other regulated items that the contract passes through.
- Supplier fees, payment-method charges and administrative charges.
- Discounts, credits and one-time payments, with their conditions and expiry dates.
- Any early-exit fee, if you might leave before the term ends.
Use this general calculation:
Estimated annual cost = (electricity use × electricity unit rate) + (gas use × gas unit rate) + standing charges + taxes and pass-through charges + fees − valid discounts
If a rate can change, calculate at least three cases: the supplier’s current quoted rate, a lower case and a higher case that are plausible under the contract’s formula. The purpose is not to predict oil; it is to see whether your budget survives the range of outcomes.
Illustrative arithmetic (not a market quote)
Suppose a household uses 3,000 kWh of electricity and 10,000 kWh of gas in a year. A hypothetical fixed offer charges 30 cents per kWh for electricity, 8 cents per kWh for gas and $300 in annual standing charges. Its energy-and-standing-charge total would be:

(3,000 × $0.30) + (10,000 × $0.08) + $300 = $2,000
A hypothetical variable offer might start at 27 cents for electricity, 7 cents for gas and the same $300 in standing charges, producing $1,810 at the starting rates. If its rates later increased to 34 cents and 10 cents, the same usage would produce $2,320. The fixed offer would cost more in the lower-rate scenario and less in the higher-rate scenario. Real contracts must be calculated with their actual charges, taxes, discounts and change rules; these figures simply demonstrate the trade-off.
Five decision tests before you choose
1. Can you absorb a higher bill?
If a 20% or 30% increase would force you to miss essential payments, the value of predictable covered rates may outweigh the possibility that a variable tariff becomes cheaper. Keep an emergency buffer for items the fixed contract does not cover.
2. How long will you stay?
A long fixed term is less useful if you expect to move, switch supplier or change occupancy soon. Check cancellation rights, relocation provisions, renewal terms and exit fees before treating the term as an advantage.
3. Can you respond to changing prices?
Dynamic or time-linked pricing may reward households that can shift heating, hot-water production, laundry or vehicle charging to cheaper periods. It can be a poor fit if your demand is concentrated in fixed times or if you cannot monitor the schedule. Do not assume that a lower wholesale price automatically lowers the retail bill immediately.
4. What exactly is protected?
Mark each line in the offer as fixed, variable, indexed, pass-through or not stated. A plan that fixes only a unit rate may leave standing charges or taxes exposed. A “price freeze” promotion may end after a short period or require a particular payment method.
5. What protections apply in your jurisdiction?
Identify the regulator, switching rules, notice requirements, supplier-of-last-resort arrangements and any price cap. A protection that applies in one country may not exist in another.

Great Britain: the Ofgem price-cap example
Ofgem’s price cap applies to standard variable tariffs, not fixed tariffs. It is set every three months and includes allowances for wholesale costs, networks, policy, supplier operating costs and other items. The cap limits how much suppliers can charge under the covered standard-variable arrangements; it does not make a variable tariff risk-free, and it does not apply globally. A reader in Great Britain should check whether the contract is a standard variable tariff or a separate fixed, tracker or dynamic product and read the current cap rules before switching.

European Union: compare the contract summary and local tool
EU consumers should use the information required in the contract summary, identify the pricing category and change mechanism, and check the national independent comparison tool where one exists. National taxes, regulated charges, cancellation rights and supplier protections differ across member states, so an EU-wide statement that one plan type is cheapest would be misleading.
United States and other markets
U.S. retail structures vary by state and utility service area. Some customers have regulated bundled service, while others can choose a retail supplier or a time-sensitive product. The EIA figures above are national and Hawaiian historical averages, not offers. Use your state regulator, utility tariff and the contract’s disclosure documents rather than importing a British or EU rule.
Supplier strength is part of the risk calculation
During the 2021–2022 energy-price crisis, the European Commission noted that suppliers failed and some consumers faced unexpected costs or had to select less favourable contracts. It also notes that fixed-price offers require supplier risk management: the supplier has promised a customer price even if market prices rise. This is a reason to read the supplier’s terms and local failure arrangements, not a prediction that a particular company will fail.
Check whether customer balances are protected, who takes over if the supplier exits, how credit is refunded and whether a fixed contract can be terminated or transferred in that situation. A slightly cheaper offer may not be attractive if its service, payment or continuity terms create risks you cannot accept.
Step-by-step method for selecting a plan
- Gather evidence of use. Collect at least 12 months of electricity and gas bills, meter readings or a reliable usage estimate. Separate electricity and gas consumption.
- Write down your priorities. Set a maximum affordable monthly bill, the minimum flexibility you need and how long you expect to remain at the property.
- Classify every offer. Record whether each price element is fixed, variable, indexed, dynamic, capped or pass-through. Do not infer this from the marketing headline.
- Extract the mechanics. For every changeable element, record the index or formula, reset frequency, notice period, effective date, cap, floor and dispute process.
- Calculate a comparable annual bill. Apply the same usage to unit rates, standing charges, taxes, fees and conditional discounts.
- Stress-test the variable offer. Recalculate with higher and lower rates allowed by the contract or with a clearly labelled sensitivity range. Focus on whether the high case is affordable.
- Price flexibility. Add any exit fee, renewal risk, relocation issue or loss of discount. A low first-year estimate may not remain low after a promotional period.
- Check protections. Confirm the regulator, cap or safeguard, supplier-failure arrangement and complaint route for your location.
- Save the evidence. Keep the contract summary, tariff sheet, quoted annual estimate, meter reading and the date you accepted the offer.
- Recheck before renewal. A fixed term ends; do not let it roll into a default tariff without comparing the new terms.
Common mistakes and how to correct them
Assuming oil is the household’s tariff index
Why it fails: Electricity may be set by gas, nuclear, renewables or another marginal generator, while gas prices also respond to storage, weather and global demand.
Correction: Read the supplier’s actual index or formula and identify the local market mechanism.
Comparing only the unit rate
Why it fails: Standing charges, taxes, network costs and fees can outweigh a small unit-rate difference, especially for low-use homes.

Treating a contract term as a complete price freeze
Why it fails: The term may cover only specified energy rates, while other charges can change.
Correction: Annotate each bill component as fixed or changeable and read the exceptions.
Believing a variable tariff always follows the market immediately
Why it fails: Suppliers may hedge, reset monthly or quarterly, apply notice periods or use a formula that includes non-energy costs.

Using a current cap or price as a universal rule
Why it fails: Ofgem’s cap is a Great Britain rule for standard variable tariffs, not a global benchmark and not a fixed-tariff rule.
Correction: Identify the regulator and protection that apply to your address.
Chasing a discount without checking its conditions
Why it fails: Discounts can be temporary, conditional on direct debit or lost when a contract ends.

Bottom line: choose the risk you can manage
Choose a fixed-rate plan when the value of a known covered rate is greater than the chance of paying less later, and only after verifying what is actually fixed. Choose a variable, indexed or dynamic plan when you can absorb increases, understand the adjustment mechanism and value the possibility of lower prices or greater flexibility.
Oil prices should be one input, not the decision rule. Trace the local path from fuel markets to wholesale pricing, then from wholesale pricing to the specific retail contract. Compare the full annual cost under the same usage assumptions, test an adverse case, check protections and supplier-failure terms, and include every fee and exit condition. That process produces a defensible choice even when the direction of oil prices is impossible to know.
