Most WordPress Multisite media-upload failures come from the request reaching a different directory, account, or rule than you expect. Find the affected site’s real upload path, verify that the PHP/web-server account can traverse and write it, then check network limits, user capability, and Multisite routing in that order.
Do not “fix” the error with chmod 777. WordPress warns that permissions that are too broad can allow attackers to upload malicious files or alter executable code.

What the error means in a Multisite network
A single-site WordPress installation normally stores media under wp-content/uploads/. Multisite uses a site-specific layout, so an upload from a subsite may never touch the directory you inspected.

The site number is the network’s internal site ID, not necessarily the site’s position in a menu or its domain name. A working upload on the main site therefore does not prove that a subsite’s directory, ownership, or routing is correct.

Identify the failing layer before changing permissions
Reproduce the problem on the exact subsite and record the complete message, HTTP status, filename, and site ID. The wording usually indicates which layer failed.

Step 1: Confirm the configured upload path
Check the network and site settings
In Network Admin, open the network settings and note the upload-related configuration. Then open the affected site’s dashboard and its media-related settings. Record whether the network is using the modern uploads/sites/<site-number> layout or a legacy blogs.dir//files/ arrangement.
Do not rely on the text of the error alone. WordPress may display a shortened path while the request is being routed to a site-specific directory. Compare the site ID shown in Network Admin with the numeric directory on disk.
Inspect the directory and every parent
From the WordPress installation’s document root, inspect the candidate locations:
ls -ld wp-content wp-content/uploads wp-content/uploads/sites
namei -l wp-content/uploads/sites/42Replace 42 with the affected site’s actual ID. The namei output is useful because a writable final directory is still inaccessible if a parent directory denies traversal. For a legacy network, inspect the corresponding wp-content/blogs.dir tree and confirm where the /files/ URL is expected to resolve.

Create only the missing directory
If the expected site directory does not exist, create that directory using the same ownership and standard modes as neighboring WordPress upload directories. Do not create a broad, world-writable tree as a shortcut. A missing directory and a directory that exists but is owned by the wrong account require different repairs.
Step 2: Verify ownership, traversal, and write access
Find the account that actually handles PHP
The account running PHP-FPM or the web server must be able to traverse each parent and write the destination directory. It may be different from your SSH login, deployment user, or the account that originally copied WordPress.
Use your hosting control panel or service configuration to identify the PHP-FPM pool user. On systems where the service account is known, inspect ownership and modes with:

ls -ld wp-content wp-content/uploads wp-content/uploads/sites/42Correct ownership first, then apply the narrowest directory and file modes that your host’s PHP and deployment model require. WordPress’s permission guidance explains the failure plainly: “So if you set the permissions too low, then your server won’t be able to access the file and will cause an error.” The same guidance calls out wp-content/uploads/ and, on Multisite, potentially wp-content/blogs.dir/.
Why 777 is not an acceptable blanket fix
chmod 777 grants every local user and process read, write, and execute access. WordPress warns that overly broad permissions can let an attacker upload malicious files or modify executable code. If a temporary test with a narrowly controlled change is necessary, revert it immediately and implement ownership and mode settings appropriate to the PHP account. Keep backups before changing a production tree.

Check mandatory access controls
Correct Unix ownership does not override SELinux, AppArmor, a host security policy, or a container volume mounted read-only. If the directory looks writable but the error persists, check the relevant audit or denial logs at the upload time. Ask the hosting administrator to apply the platform’s correct security context rather than disabling the control globally.
Step 3: Check upload size and file-type restrictions
Network Admin can reject a file before WordPress attempts to move it into the uploads directory. Review the network’s maximum upload size and allowed file types, then compare them with the file that failed. A limit can be enforced by WordPress, PHP, or the web server, so the smallest effective limit wins.
- Confirm that the file is below the value shown in Network Admin.
- Confirm that its extension and MIME type are allowed for the network.
- Retest with a small, ordinary image such as a JPEG or PNG.
- If only larger files fail, inspect PHP and web-server request limits instead of changing directory modes.
Do not enable additional MIME types merely to hide an upload error. Allowing executable or otherwise unsafe content increases the impact of a compromised account.
Step 4: Confirm the uploader’s Multisite capability
A subsite administrator is not equivalent to the administrator of a single-site WordPress installation. Multisite reserves network-wide control for Super Admins, and capability checks can block uploads even when the filesystem is healthy.

If the workflow genuinely requires unfiltered uploads, review the documented ALLOW_UNFILTERED_UPLOADS behavior. With that constant defined, all roles on a single-site install can be given the unfiltered_upload capability, but on Multisite only Super Admins can be given it. This is a capability decision, not a reason to weaken filesystem permissions.

Step 5: Validate Apache or Nginx Multisite routing
Apache networks
Apache Multisite installations require mod_rewrite and an override policy that permits the WordPress rewrite rules to operate. Check that the virtual host points to the correct document root, that rewrite processing is enabled, and that the relevant directory permits the needed overrides. A missing or ignored .htaccess can break media URLs and legacy /files/ routing even when the upload directory is writable.
After changing Apache configuration, reload the service using your operating system’s normal procedure and retest the affected subsite. Review the Apache error log if the request returns 403 or is redirected unexpectedly.
Nginx networks
Nginx does not read .htaccess. A Multisite installation therefore needs explicit Nginx rules for its network type and URL layout. Subdirectory and subdomain networks use different matching patterns, and legacy networks need rules for /files/ and, where applicable, blogs.dir. A generic single-site Nginx recipe can leave the upload endpoint or media path unresolved.

Confirm that the request is passed to the intended PHP location and that static media is mapped to the real directory. Reload Nginx only after validating its configuration, then test from the affected subsite.

- Use a small, permitted image with a simple filename.
- Upload it from the affected subsite, not from Network Admin or the primary site.
- Confirm that the file appears in the expected site-specific directory and that its URL loads.
- Check PHP-FPM, Apache, or Nginx logs at the exact request time if it fails.
- Record whether the failure is consistent, limited to one file type, or limited to one site.
Logs often distinguish “permission denied” from a full temporary directory, a rejected request body, a failed PHP upload, or a policy denial. WordPress cannot move a file that PHP never received successfully, so inspect the temporary-upload path when the destination directory is demonstrably writable.

Less-obvious causes after the basic checks pass
Plugin or theme interference
Security, media-processing, and optimization plugins can filter MIME types, alter upload paths, or block requests. Reproduce the issue with nonessential plugins disabled in a maintenance window, then re-enable them one at a time. Do not leave a security plugin disabled on a production site.
Temporary storage and PHP limits
PHP needs a writable temporary directory before WordPress can move an uploaded file. A full filesystem, an invalid upload_tmp_dir, an upload-size limit, or a request timeout can produce a message that resembles a destination-permission problem. Check disk space, PHP settings, and the PHP-FPM log for the failed request.
Inconsistent deployments or mounts
On clustered or containerized hosting, one web node may have a different local filesystem or mount state from another. Confirm that every node sees the same uploads path and ownership. A successful upload followed by a missing image on another request is a storage-consistency problem, not a WordPress role problem.
A repeatable repair checklist
- Capture the exact error, status code, filename, site domain, and site ID.
- Determine whether the network is modern or legacy and write down the expected path.
- Verify that the path exists, including the site-specific directory where applicable.
- Check traversal on every parent and write access for the PHP/web-server account.
- Correct ownership before adjusting modes; avoid
chmod 777. - Review Network Admin upload size and MIME settings.
- Verify the uploader’s site role and Super Admin requirement for unfiltered uploads.
- Check Apache
mod_rewrite/AllowOverrideor Nginx’s explicit Multisite rules. - Retest with a small permitted image and inspect logs if it still fails.
- Investigate plugins, SELinux/AppArmor, PHP temporary storage, disk space, and multi-node mounts only after the preceding checks.
When to involve your host or server administrator
Escalate when you cannot identify the PHP execution account, cannot change ownership, lack access to Apache/Nginx configuration, or see SELinux/AppArmor denials. Provide the site ID, resolved path, timestamp, HTTP status, relevant log lines, and the result of a small-image test. A host can then correct the account, mount, policy, or virtual-host rule without resorting to unsafe global permissions.
