Error 80180003 means the user is not authorized to enroll the Windows device. It does not identify one universal cause: Microsoft lists an enrollment limit, a device-type restriction, Windows 10 Home, or a Microsoft Entra device-join setting. Check which condition applies before changing settings. The seven actions below reorganize Microsoft’s five solution sections into a diagnostic checklist; they are not seven separately enumerated fixes in Microsoft’s article.
What error 80180003 means
During enrollment, Windows may display: “Something went wrong. This user is not authorized to enroll. You can try to do this again or contact your system administrator with error code 80180003.” Microsoft treats this as an authorization or enrollment failure. The message alone does not tell you which policy or eligibility condition blocked the user.
The remedies below require access to the Intune admin center or Microsoft Entra settings, except for checking the Windows edition. If you are the user rather than an administrator, share the exact code with your IT team and ask them to check the corresponding settings.

Seven troubleshooting actions for error 80180003
1. Inspect the user’s enrolled-device list
In the Intune admin center, open the affected user’s device list and check whether the user has reached the organization’s device-enrollment limit. This is a diagnostic check: it helps distinguish a per-user limit issue from restrictions or eligibility problems. Microsoft’s instructions are in its Windows user is not authorized to enroll in Intune guidance.

2. Remove devices that are genuinely unused
If the user’s list contains devices they no longer need, delete the unused or unwanted records in Intune. This addresses the limit without increasing the allowance for everyone. Confirm that a record is no longer needed before removing it.
3. Consider raising the device limit only if cleanup is not suitable
If no unused device records can be removed, an administrator can evaluate increasing the enrollment limit. Microsoft documents a maximum of 15 devices. The setting affects all users, not only the person who received the error, so weigh the broader impact against organizational policy before changing it.

4. Check whether Windows MDM enrollment is allowed
In Intune, inspect the applicable device-type restriction and verify that Windows (MDM) is allowed. A restriction that blocks Windows MDM can prevent enrollment even when the user has room under the device limit. Confirm the restriction that applies to the affected enrollment rather than changing unrelated policies.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems5. Reset the restriction if Windows already shows as allowed
If the relevant Windows (MDM) setting already says Allow, Microsoft advises changing it to Block and saving, then changing it back to Allow and saving again. Wait approximately 15 minutes before retrying enrollment. This is an administrator action; avoid using it as a first step if the restriction is actually set to Block.

6. Verify the Windows edition; upgrade Home only if applicable
Check the edition on the affected PC. Microsoft identifies Windows 10 Home as a possible cause and recommends upgrading to Windows 10 Pro or higher when that edition is in use. This remedy applies only when the device is running Home; it is not a general fix for every 80180003 error.
7. Check who may join devices in Microsoft Entra
In Microsoft Entra ID, go to Devices > Device Settings and review Users may join devices to Microsoft Entra ID. Microsoft’s troubleshooting procedure sets this option to All, then retries enrollment. Because this changes device-join eligibility broadly, an administrator should confirm that allowing all users to join devices is consistent with the organization’s policy before applying it.

Choose the remedy that matches the condition
| What to check | Action if it is the cause | Scope or timing |
|---|---|---|
| User has reached the enrollment limit | Remove genuinely unused device records; if that is not suitable, evaluate increasing the limit. | Cleanup targets that user’s records. Raising the limit affects all users; Microsoft documents a maximum of 15 devices. |
| Windows (MDM) is blocked by a device-type restriction | Allow Windows MDM in the applicable restriction. | Requires an Intune administrator. |
| Windows (MDM) already says Allow, but enrollment still fails | Save the setting as Block, change it back to Allow, save again, then wait before retrying. | Microsoft says to wait approximately 15 minutes. |
| The device runs Windows 10 Home | Upgrade to Windows 10 Pro or higher. | Relevant only to a PC running Home. |
| Microsoft Entra device joining is restricted | Review the device-join setting and, if policy permits, set it to All. | Broad eligibility setting; requires an administrator’s policy review. |
If the displayed code is different
Do not apply the 80180003 causes to every Windows enrollment error. Microsoft documents other codes and scenarios separately, including 8018000a for a device that is already enrolled, 80180026, and Autopilot error 0x80180022. If the code on screen differs, use Microsoft’s Windows device enrollment error troubleshooting page to match the exact code and scenario.
