A successful WhatsApp API request does not prove that a recipient received a message. A send can be accepted, delayed in a queue, blocked by account or policy conditions, or delivered while your application misses or mishandles the later status webhook. Diagnose the full lifecycle—from request and queue to recipient and callback—and keep your local message state reconcilable.
Why can an accepted WhatsApp API message still fail to arrive?
Business messaging is an asynchronous, multi-stage system. Your application submits a request; Meta or an intermediary validates and accepts or rejects it; accepted work may wait for capacity; a recipient device may receive the message; and delivery or other status information may return later through a webhook. Each stage has its own failure modes.
Separate the evidence for each stage. A successful HTTP response means the request was accepted at that interface, not that the recipient received the message. Save the returned provider or WhatsApp message identifier, then use subsequent status events and provider diagnostics to determine what happened.
Trace one message through its lifecycle
- Request: Record the application request ID, destination, sender, template identity if applicable, timestamp, and response or error.
- Acceptance: Save the message identifier returned by the API. Treat acceptance as a milestone, not a final delivery status.
- Queue and sending: Check whether the route is throttling or queueing work, and measure queue depth and age.
- Recipient outcome: Track delivery, read, or failure observations when the route supplies them.
- Callback processing: Verify that your endpoint received and durably recorded the status event, then updated local state safely.
Why am I not receiving WhatsApp webhooks?
Webhook setup has two independent parts: the callback endpoint must be healthy, and the app must be subscribed to the relevant WhatsApp Business Account (WABA) events. A reachable endpoint does not receive events if the WABA subscription or field configuration is missing; a correct subscription cannot compensate for an unreachable or failing endpoint.

Check configuration before debugging business logic
- Confirm that the required business portfolio, WABA, and business phone number are in place.
- Verify the app, callback URL, subscribed event fields, access token, and permissions against Meta’s current Cloud API setup instructions.
- Confirm the app is configured for the intended environment and that the subscription applies to the WABA associated with the sender.
- Test endpoint reachability and TLS, and inspect the endpoint’s HTTP response, latency, and server logs.
- Validate request authenticity using Meta’s current webhook instructions before trusting or processing incoming data.

Make receipt durable and fast
Do not make webhook acknowledgement depend on slow downstream work. Validate the request, persist the event or place it in a durable queue, and then acknowledge promptly. Process business logic asynchronously. If persistence fails, return an error rather than acknowledging an event your system has lost.
A community-maintained copy of WhatsApp webhook guidance reports that failed deliveries may be retried for up to seven days and that retries can produce duplicates. Because this detailed retry window is not established here from a current official Meta page, treat it as an attributed report, not a guaranteed service level. Design for delayed and repeated delivery regardless: retain stable event or message identifiers and make processing idempotent.

Why does my WhatsApp webhook fire twice?
A repeated callback does not necessarily mean a second message was sent. Delivery systems may retry a notification when the endpoint times out, returns an error, or fails to acknowledge it; an earlier attempt may even have been processed despite the response getting lost. Your application should expect a notification to be delivered more than once and prevent duplicate side effects.
Deduplicate without discarding legitimate status changes
- Persist each incoming event with its stable identifier where available, plus the related WhatsApp message ID and received timestamp.
- Apply an idempotency check before sending notifications, changing an order, or triggering another irreversible action.
- Do not collapse all events for a message into one record: a delivery update and a later read or failure observation are different facts.
- Keep the raw event and processing outcome long enough to investigate retries, replays, and state mismatches.
Deduplication should suppress processing of the same event twice, not erase useful event history. If the payload does not provide a suitable unique event identifier, choose a carefully defined key from the available stable fields and document its limits rather than assuming that message ID alone identifies every event.
Why are WhatsApp API messages delayed or rate limited?
Throughput limits and queues depend on the route, provider, sender, account eligibility, and current configuration. A queue can absorb a short burst, but it also makes old messages increasingly irrelevant. Unbounded retries can deepen the queue and turn a transient throttle into prolonged delay.

- Use paced sending and bounded queues so bursts cannot grow without limit.
- Apply backpressure to producers when the downstream route is throttling.
- Retry only errors that are plausibly transient, with a retry budget and increasing delays with jitter.
- Route permanent failures to a dead-letter or review path instead of retrying them indefinitely.
- Define message expiry by business purpose. A time-sensitive alert should not be sent hours later merely because it eventually left the queue.
- Alert on oldest queue-item age as well as queue depth; a modest backlog can still contain stale work.
Why can delivery status look delayed or contradictory?
Status updates are asynchronous observations, not a single synchronous answer returned with the send request. Persist the message identifier and append each received status event with its timestamp and source. Derive a current view from the history, but retain the history so late events do not destroy the evidence needed to diagnose a discrepancy.
A community-maintained copy of a WhatsApp support FAQ describes rare combinations of delivered and failed status events for one message across a recipient’s devices, and says a delivered event means at least one device received it. Since that edge case is not verified here against a current official Meta FAQ, do not treat it as a universal status rule. In general, avoid irreversible business decisions based on one callback; reconcile the events available for the route and use the current official guidance for interpreting them.

Which policy or account conditions can block an otherwise valid request?
Application code can be correct while sender setup, permissions, recipient eligibility, templates, or account quality prevent a message from being sent. Include account and policy checks in the incident path rather than treating every failure as an API bug.
Check the customer-service window and template state
Twilio’s WhatsApp guidance describes a 24-hour customer-service window opened by the user’s latest message. Under that guidance, a business-initiated message or response outside the window requires a pre-approved template. Confirm the current Meta policy and the route’s implementation before relying on a template or window rule; ensure the template is approved and that the submitted name, language, and parameters match its configured form.
Check sender and account status
- Confirm sender registration, phone-number association, and required permissions.
- Verify the destination and required user opt-in under the applicable policy.
- Inspect template approval or pause state and account or sender quality indicators.
- Check for account restrictions, business verification requirements, or applicable messaging limits.
- Use the error code and current route documentation to distinguish permanent rejection from a retryable failure.
These conditions and limits can vary by account and route. Meta’s Developer Hub links to policy enforcement and opt-in material, while provider documentation describes additional route-specific errors and behavior.

How should an incident be diagnosed?
Start with a specific message and follow its identifiers across systems. Avoid inferring delivery from a successful API call or inferring a code defect from a policy rejection.
- Find the request: Search by application request ID and confirm the exact request timestamp, sender, destination, and response.
- Check acceptance: Determine whether an API or provider message ID was returned. If not, inspect the response and error code rather than searching for a delivery webhook that may never be generated.
- Inspect the queue: Check route throughput, queue depth, oldest-item age, retry count, and expiry behavior at the relevant time.
- Inspect account conditions: Confirm sender registration, permissions, template status, opt-in, and any quality or policy restriction relevant to the attempt.
- Trace callbacks: Search webhook logs by event and message identifiers. Check subscription, endpoint health, TLS, response code, latency, durable receipt, and deduplication outcome.
- Reconcile state: Compare the complete sequence of status observations with the application’s current state. Preserve conflicting or late events for investigation.
- Check service health: Consult Meta’s API status, troubleshooting, and support resources, and the intermediary’s status and support channels if a provider is in the path.
A useful operational record correlates application request ID, WhatsApp message ID, webhook event identifier, timestamps, status transitions, queue age and depth, retry count, HTTP and API error codes, sender/account state, and template identity. This lets teams distinguish request rejection, queue delay, callback loss, duplicate processing, and a recipient outcome without guessing.
Should you connect directly or use a provider?
There is no universally better path. A direct Meta Cloud API integration and an intermediary provider can differ in account ownership, abstractions, throughput approvals, queue semantics, webhook tooling, support, billing, and migration effort. Treat these as operational design choices and verify the current terms for each candidate.
