If a program began raising UnicodeDecodeError or UnicodeEncodeError after moving to Python 3.15, find the bytes-to-text or text-to-bytes boundary that relied on a default encoding, then state the intended codec explicitly. Use encoding="utf-8" when the producer or protocol is UTF-8; use encoding="locale" only when the data is deliberately tied to the current operating-system locale. Python 3.15 enables UTF-8 mode by default, so code that omitted encoding can now read or write with a different codec than it used before.
Why Python 3.15 exposed the problem
Python 3.15.0 was released on October 9, 2026. It makes UTF-8 mode the default, implementing the direction described in PEP 686. Before this change, many text I/O calls without an explicit encoding inherited the platform locale. On one computer that might be a UTF-8 codec; on another it might be a legacy Windows code page or an ASCII-like environment. The same source code could therefore interpret the same bytes differently.
With UTF-8 mode enabled by default, an operation such as open("report.txt") now uses UTF-8 when no encoding is supplied. Python’s “What’s New in 3.15” documentation summarizes the behavior: I/O operations without an explicit encoding, including open('flying-circus.txt'), use UTF-8. The same documentation recommends supplying an explicit encoding argument for compatibility between Python versions.
The upgrade does not make valid Unicode suddenly invalid. It changes an unstated assumption. If a file was actually written in a regional encoding, decoding it as UTF-8 can fail or produce incorrect text. If a destination accepts only ASCII or another legacy codec, encoding a Unicode string for that destination can fail. PEP 686 warns that applications depending on the old default may see a UnicodeError, mojibake, or silent data corruption.

The Python 3.15.0 release page reports 5,643 commits and 1,012 contributors. Those figures describe the release effort; they do not identify the encoding of any particular file or protocol. Your producer and consumer still determine the correct codec.
First identify which side of the boundary failed
“Unicode” errors occur at one of two conversions. Locate that conversion before changing settings.
| Failure | Conversion | Typical operations | What to inspect |
|---|---|---|---|
UnicodeDecodeError |
Bytes to text | Reading a file, decoding an HTTP payload, reading subprocess output | Which codec produced the bytes and whether your code selected the same codec |
UnicodeEncodeError |
Text to bytes | Writing a file, printing to a stream, sending a pipe or protocol message | Which codec the destination accepts and whether the destination can represent every character |
A decode error usually points at the input boundary. An encode error means your Python string is already Unicode, but the next destination cannot represent one or more characters under the selected codec. The traceback line that calls decode(), open(), write(), print(), or a subprocess API usually reveals the boundary.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsRepair procedure: make every boundary explicit
- Capture the complete traceback. Record the operation, filename or stream, failing byte position, and the codec named in the exception. Do not “fix” the error by deleting the offending character before you know what the data contract is.
- Classify the data source. Ask whether the producer is documented as UTF-8, a locale-specific encoding, or another named codec. For a file, check how the file was generated. For an HTTP or database response, use its protocol or API specification. For a subprocess, check the child program’s output contract.
- Replace implicit text I/O. Add an explicit
encodingtoopen(),Path.open(), CSV and other text helpers, subprocess text mode, report generation, and any wrapper that eventually creates a text stream. - Check the destination. For writes, confirm that the file consumer, terminal, redirected stream, pipe, or receiving process accepts the codec you selected. A correct Unicode string can still fail at an ASCII-only destination.
- Test representative data. Include accented letters, non-Latin scripts, symbols, and the exact legacy bytes that previously failed. Test on each supported operating system and in redirected and interactive modes where output behavior differs.
- Remove remaining implicit sites. Enable Python’s optional EncodingWarning and fix each warning rather than relying on the environment in which the warning happened to be noticed.
Fixing UnicodeDecodeError when reading data
Use UTF-8 when the producer writes UTF-8
For a UTF-8 file, specify the codec at the point of opening:
from pathlib import Path
with open("input.txt", "r", encoding="utf-8") as stream:
text = stream.read()
text_again = Path("input.txt").read_text(encoding="utf-8")
with Path("input.txt").open("r", encoding="utf-8", newline="") as stream:
rows = stream.readlines()
Path.read_text(), Path.open(), and the built-in open() must all receive the same intentional encoding when they read the same format. Adding errors="ignore" may make a traceback disappear while silently removing bytes; it is not a substitute for identifying the producer’s codec.
Use a locale codec only for locale-bound data
Some files are intentionally produced by a local application whose format is the current operating-system locale. In that case, state that contract with encoding="locale":
with open("legacy-export.txt", encoding="locale") as stream:
text = stream.read()
This choice preserves locale dependence; it does not convert the file to UTF-8. The same file can therefore behave differently on machines with different locales. Use it only when the producer and deployment requirements make that dependence intentional. If the producer has a named codec such as a specific Windows code page, use that documented codec instead of the generic locale setting.

Decode bytes explicitly when an API returns bytes
When a library returns a bytes object, decode it where you know the protocol:
payload = response.content # bytes supplied by the HTTP client
text = payload.decode("utf-8") # only if the endpoint contract is UTF-8
If the protocol supplies a charset, honor that metadata according to the library’s documented rules. Do not guess a codec from one successful sample: many legacy byte sequences are valid under more than one encoding, so a guess can produce mojibake without raising an exception.
Handle CSV and other text helpers
CSV readers consume text streams. Open the stream with the file’s actual encoding and pass the resulting text stream to the reader:
import csv
with open("customers.csv", "r", encoding="utf-8", newline="") as stream:
for row in csv.reader(stream):
process(row)
The newline="" argument controls newline handling for the CSV module; it does not choose a character encoding. Keep those two concerns explicit.

Write files in the format the consumer expects
Specify the destination format rather than inheriting a default:
report = "Résumé — π — 東京n"
with open("report.txt", "w", encoding="utf-8", newline="") as stream:
stream.write(report)
If another system requires a documented legacy codec, use that codec at this boundary and verify that every character in the report is representable. UTF-8 is not automatically correct for an existing consumer that explicitly requires another format.
Make subprocess text mode explicit
When subprocess converts child-process bytes to Python strings, provide the encoding and error policy:

["tool", "--list"],
capture_output=True,
text=True,
encoding="utf-8",
errors="strict",
check=True,
)
print(result.stdout)
Use the child program’s documented output encoding. If it emits bytes in a locale-specific encoding, choose encoding="locale" only when that is the intended contract. The same rule applies to Popen pipes and generated reports.

Account for terminals, redirection, and pipes
print() writes through the process’s standard-output text stream. An interactive terminal may accept UTF-8 while a redirected file, CI runner, or downstream pipe uses a narrower codec. If an encode error appears only in automation, inspect the destination and its environment rather than changing the string.
For a deliberate byte protocol, encode at the protocol boundary and keep the operation visible:
message = "status: ✓"
wire_bytes = message.encode("utf-8")
socket.sendall(wire_bytes)
The receiver must decode those bytes as UTF-8. If the protocol is not UTF-8, substitute its specified codec and test characters that exercise its limits.
Choosing encoding="utf-8" or encoding="locale"
| Choice | Use it when | Portability | Data fidelity | Operational scope |
|---|---|---|---|---|
encoding="utf-8" |
The file, API, protocol, or producer is defined as UTF-8 | High: the same codec is selected on supported systems | Lossless for valid UTF-8 and all Unicode characters representable in UTF-8 | One call or stream |
encoding="locale" |
The data is intentionally tied to the current operating-system locale | Lower: results can vary by machine and deployment locale | Lossless only for bytes valid in that locale codec; not a conversion to UTF-8 | One call or stream, but environment-dependent |
| Named legacy codec | The producer or consumer specifies a particular non-UTF-8 encoding | Predictable when the named codec is available everywhere you deploy | Depends on that codec’s character repertoire | One call or stream |
There is no universal “old encoding” that repairs every application. The source or protocol contract is authoritative. If you cannot identify it, preserve the original bytes, inspect the producing application and its documentation, and avoid a destructive conversion until the format is known.

Error handlers: what they change and what they lose
Python’s codecs reference defines strict as the default error handler. It raises UnicodeDecodeError or UnicodeEncodeError at the first invalid or unrepresentable sequence. That failure is useful: it prevents your program from silently changing data.
| Handler | Behavior | Safe use | Main risk |
|---|---|---|---|
strict |
Raises immediately | Default for files, protocols, records, and anything that must be complete | Requires an explicit repair or rejection path |
replace |
Substitutes replacement characters or codec-specific placeholders | Display-only diagnostics where exact content is not required | Original information is not recoverable |
ignore |
Skips offending data | Only when documented loss is acceptable, such as a deliberately lossy preview | Silent truncation or altered records |
Choose an error handler deliberately and document the loss. Neither replace nor ignore fixes the underlying encoding contract, and neither can recover bytes that were discarded.

Find hidden implicit-encoding calls with EncodingWarning
A visible traceback may be only one of many implicit sites. PEP 597 describes an optional EncodingWarning for operations that omit an encoding. Enable it in development and test runs, then convert each warning to an explicit choice.
python -X warn_default_encoding your_program.py
Use the warning to locate calls in your code and in wrappers you control, including:
open()andPath.open()calls withoutencoding- CSV, template, report, and configuration helpers that open text files internally
- Subprocess APIs using text mode without an encoding
- Generated logs or exports whose consumer expects a defined character set
- Tests that create temporary text files without stating their format
Warnings do not tell you which codec is semantically correct. They identify a missing decision; the producer or consumer contract supplies the answer.
Use UTF-8 mode as a temporary compatibility control
During a staged migration, you can temporarily run Python 3.15 with UTF-8 mode disabled:
PYTHONUTF8=0 python your_program.py
python -X utf8=0 your_program.py
These controls restore the prior mode for that process invocation. They are useful for keeping an older deployment operating while explicit fixes are released, but they preserve the very environmental dependency that caused the break. Keep the compatibility switch narrow, record where it is used, and test the corrected program with UTF-8 mode enabled before removing it.
Conversely, PYTHONUTF8=1 or python -X utf8=1 can make UTF-8 behavior explicit in a test or deployment that must run consistently across versions. A process-wide switch does not replace per-boundary declarations when a particular file or protocol intentionally uses another codec.

“UTF-8 decoding succeeds, but the text is garbled”
Successful decoding does not prove the codec was correct. Mojibake occurs when bytes happen to form valid sequences under the wrong interpretation. Return to the producer’s specification, compare a known record, and reprocess the original bytes with the confirmed codec. Do not attempt to repair already-garbled text by repeatedly re-encoding and decoding guesses.
“The program works interactively but fails in CI”
The destination or environment differs. Check redirected standard output, pipe readers, locale variables, and the child process’s documented encoding. Give subprocess and file boundaries explicit codecs, then test both terminal and redirected output.
“I used errors="ignore" and the job completed”
The job completed after discarding data. Replace it with strict while diagnosing. If a lossy preview is genuinely required, isolate that preview path, state what is discarded, and keep the authoritative data on a lossless path.

“Disabling UTF-8 mode fixed production”
The switch is a rollback, not a migration. It may hide additional implicit calls and make behavior depend on the host. Keep it only while explicit encodings are deployed and verified under Python 3.15’s default UTF-8 mode.
A verification checklist for Python 3.15 upgrades
- Every text file open has an intentional
encoding, or the omission is explicitly justified by a library contract. - Each HTTP, database, subprocess, socket, and pipe boundary documents the bytes-to-text or text-to-bytes codec.
- UTF-8 is used where the producer or protocol specifies UTF-8;
localeis reserved for intentionally locale-bound data. - Tests cover non-ASCII characters and malformed or unrepresentable input with the expected error policy.
- Tests run with UTF-8 mode enabled and, where relevant, under more than one operating-system locale.
- EncodingWarning has been enabled during migration and its warnings have been resolved or documented.
- Any
PYTHONUTF8=0or-X utf8=0rollback is scoped, monitored, and scheduled for removal. - Original bytes are retained when investigating mojibake or an unknown legacy format.
What the Python 3.15 guidance means for your code
Inada Naoki, author of PEP 686, states: “Python will enable UTF-8 mode by default from Python 3.15.” The practical consequence is not that every input is UTF-8; it is that an omitted encoding no longer provides a reliable way to express your application’s intent. Python’s 3.15 documentation therefore says to provide an explicit encoding argument for best compatibility between Python versions.
Apply that rule at boundaries, not as a blanket replacement of every codec with UTF-8. A documented UTF-8 file should be opened as UTF-8. A deliberately locale-bound export should say locale. A named legacy protocol should use its named codec. Once those contracts are explicit, the same program has predictable behavior instead of inheriting whichever locale or stream happens to surround it.
