In Windows 11, Task Manager calls the old “Startup” tab Startup apps. Open Task Manager with Ctrl+Shift+Esc, or right-click Start and select Task Manager, then choose Startup apps. If that page is genuinely absent, manage registered startup apps in Start > Settings > Apps > Startup while you troubleshoot. Microsoft does not document a universal cause or fix for a missing Task Manager page, so avoid assuming a registry change will restore it.
First check whether the label changed
Microsoft’s current Task Manager instructions use the page name Startup apps, not “Startup.” Open Task Manager using Ctrl+Shift+Esc, or right-click Start and choose Task Manager. Then look for Startup apps in Task Manager’s navigation. See Microsoft’s startup-app instructions and Task Manager guidance.
If the page is not there, the evidence available from Microsoft does not establish why it is missing on a particular device or provide a universal repair. Continue with the supported controls below rather than applying an unverified registry or policy tweak.
Manage startup apps in Settings instead
- Open Start > Settings.
- Select Apps > Startup.
- Turn a listed app on to have it launch when you sign in, or turn it off to prevent that automatic launch.
Microsoft says Settings and Task Manager manage the same registered startup-app list; Task Manager also shows startup-impact information. Settings offers simple on/off controls and app settings. The Microsoft instructions describe both routes.

If one app is missing, check its Startup folder
An absent app in the list is a different problem from an absent Task Manager page. Some apps launch through shortcuts in a Startup folder instead of appearing in the registered-app list. To inspect or manage those shortcuts:
- Press Windows+R to open Run.
- Enter
shell:startupand press Enter to open the current user’s Startup folder. Useshell:common startupfor the folder that applies to all users. - Add a shortcut to have its app start at sign-in, or remove a shortcut to stop that folder-managed launch.
These folder shortcuts are separate from the registered startup-app list; Microsoft documents the folder commands in its startup-app guidance.

What Task Manager’s impact labels mean
For listed apps, Task Manager may show None, Not Measured, Low, Medium or High. Microsoft defines the measured categories by CPU and disk use as follows:

These are Microsoft’s UI classification definitions, not independent measurements or a guarantee of how much sign-in time you will save by disabling an app. The other labels do not have a numerical threshold stated in the cited Microsoft guidance.

Why registry edits are not a dependable first fix
Windows supports registry entries as one way to configure startup programs, but Microsoft warns that changing the registry can have unintended consequences and recommends caution and a backup. Its startup-app page does not prescribe registry edits to restore a missing Task Manager page. A Microsoft Q&A thread contains user-reported registry changes, but those reports do not establish a reliable cause or a universal remedy. The symptom alone is not enough to diagnose a particular registry value or system corruption.

If the missing page is part of broader startup or app conflicts, Microsoft’s clean-boot procedure can help isolate background software conflicts. It uses System Configuration and Task Manager’s Startup apps page, so it assumes that page is accessible; it is not a direct repair for a missing page. Microsoft also cautions that network policy can block steps and that advanced boot changes should be made only with Microsoft support guidance. Follow its clean-boot instructions only when investigating a wider conflict, not as a guaranteed fix for this specific symptom.
