There is no single U.S. fishing limit or universal license. Before keeping a fish, identify the exact water, target species, date, and managing authority. Then verify the current open season, size rule, bag or possession limit, license or permit, and any reporting or gear conditions in the responsible state and federal sources. State rules generally govern state waters, while federal fishery rules apply in the U.S. Exclusive Economic Zone (EEZ), but boundaries and exceptions require a fishery-specific check.
What you must know before fishing
A correct answer to “What is the bag limit?” always depends on more than the species name. The same species can have different seasons, minimum sizes, possession limits, or license requirements in different states, management areas, or federal fisheries. Rules can also change during the year.
Use this minimum information set before you search:
- Water: Name the lake, river, coastline, bay, offshore area, or federal management zone.
- Jurisdiction: Determine which state agency, federal regional fishery council, or NOAA office manages the water and fishery.
- Species: Use the exact species or species group in the rule, including any stock, area, or management-zone definition.
- Date: Check the rule that applies on the day you will fish, not an old season calendar.
- Activity: Distinguish recreational fishing from commercial fishing and retention from catch-and-release.
Start with NOAA Fisheries’ recreational fishing resources for the state-versus-federal path. Then open the current rule page for the species and region. If the official page directs you to a state regulation, that state rule controls the details for that situation.

Who makes the rules: state water or federal water?
NOAA describes state waters generally as extending from shore to 3 nautical miles offshore and the federal EEZ as extending from 3 to 200 nautical miles. Those figures are a practical overview, not a substitute for checking a particular boundary, special management area, or fishery regulation. A state may also have rules that affect a species whose stock is managed cooperatively with federal authorities.
For a recreational license in state waters, NOAA directs anglers to the fish and wildlife or marine-resource agency of the relevant state. Federal waters can involve regional measures, federal permits, or registrations for specific fisheries. The responsible authority can therefore differ between two trips that leave from the same marina.
Use both paths when necessary:
- Check the state agency for the license, state season, size and possession rules, local closures, and water-specific restrictions.
- Check the applicable NOAA regional or species page for federal seasons, area closures, minimum sizes, possession limits, permits, and federal conditions.
- Follow the stricter or more specific rule when the applicable authority states that both requirements apply.
NOAA’s overview is the starting point, not a universal license. Read the current rule for the water and fishery you will actually use.

| Term | What to look for in the official rule | Why the wording matters |
|---|---|---|
| Bag limit | The allowed catch amount during the regulatory period. | The rule may express it per person, per day, per trip, per vessel, or another basis. |
| Possession limit | The amount an angler may possess under that fishery’s conditions. | It may differ from the daily bag limit and may distinguish private anglers from party or charter trips. |
| Size limit | A minimum, maximum, slot, or other size condition. | The official rule determines the species, measurement method, and whether a lower or upper threshold applies. |
| Season | The dates or periods when fishing or retention is open. | An opening can be year-round, bounded by dates, or changed by area, species, emergency action, or another condition. |
| License or permit | The state license, federal permit, registration, or other authorization required for the activity. | A state recreational license does not automatically satisfy a separate federal fishery permit or reporting requirement. |
Do not infer a daily bag limit from a possession limit, or assume that “season open” means every method of fishing and every area is open. Quote the rule’s exact unit and conditions when you plan your catch.

How to find the current limit for a species and place
- Define the trip. Write down the water body or offshore area, state or territory, target species, fishing date, and whether you are private, party, or charter fishing.
- Open the responsible agency page. Use the state fish and wildlife or marine agency for state-water licensing and state measures. Use NOAA’s regional and species resources for federal measures and federal permits.
- Find the species entry. On NOAA’s Greater Atlantic recreational regulations by species page, each entry can identify an open season, minimum size, possession limit, or a prohibition on recreational fishing.
- Read every condition attached to the number. Record whether the amount is per person, trip, vessel, or another basis; whether the size is a minimum, maximum, or slot; and whether the entry sends you to state rules.
- Check licenses and permits separately. A rule page may describe the catch limit without being the page that issues a license or federal permit.
- Confirm the effective date. Look for the page’s update date, seasonal notice, emergency action, or Federal Register change. Recheck immediately before departure.
- Save the official page. Keep a current copy or offline note containing the source, species, area, season, size, possession limit, and license requirement.
NOAA names FishRules as a mobile lookup option on its Greater Atlantic page. Treat it as a lookup aid for the coverage described by that page, and verify the controlling state or federal rule before relying on an app.
Why generic nationwide numbers are unsafe
The Greater Atlantic regulations page demonstrates the problem with a single nationwide answer. Its species entries include fish with no recreational fishing allowed, species with all-year seasons, minimum-size requirements, and stated possession limits. Some entries also require anglers to check state regulations. Those are examples of how a rule is structured, not limits that can be transferred to another coast, state, species, or year.
When comparing two possible locations or target species, compare the complete rule rather than only the number of fish:
- Managing authority and water or management area.
- Species and stock definition.
- Effective date and open or closed season.
- Minimum, maximum, or slot size and the prescribed measurement method.
- Daily, trip, vessel, or possession quantity and who the limit covers.
- License, permit, registration, reporting, and gear requirements.
How state and federal rules can work together
Some fisheries use a federal conservation objective but allow states or regions to choose measures that meet it. Summer flounder is a current example. NOAA’s 2026 summer flounder recreational page says conservation equivalency was approved and that states or regions set the applicable minimum sizes, possession limits, and seasons. For that fishery, NOAA directs anglers to their state for the rules that apply to their trip.

This arrangement does not mean every species follows the same model. It means that the federal page can explain the management framework while the state rule supplies the operational details. For a species covered by conservation equivalency, record the state’s exact season, size, and possession measures rather than copying a federal or neighboring-state number.
Licenses, permits, and saltwater registration
A state recreational fishing license may be required even when the fishery also has federal rules. Conversely, a federal fishery can require a separate permit or registration in addition to a state license. Check the agency responsible for the water and the species-specific federal page.
NOAA states that, since January 1, 2011, a saltwater recreational license or registration from any state or U.S. territory other than Hawaii, Puerto Rico, or the U.S. Virgin Islands automatically registers the angler in the National Saltwater Angler Registry. NOAA also says anglers should check registry requirements when that automatic-registration condition does not apply. This federal registration detail does not replace a state license, a fishery-specific federal permit, or a reporting obligation.

Before launching or boarding, confirm:
- The issuing state or territory and license type.
- Whether the license covers the water, species, and dates of the trip.
- Any saltwater registry or federal registration requirement.
- Any species-specific federal permit, vessel permit, or charter requirement.
- Whether catch reporting, tags, endorsements, or gear restrictions apply.
How to handle size limits at the water
A size rule can be a minimum length, maximum length, slot range, or another condition. The sources establish that minimum-size rules are common in specific fisheries, but they do not establish one universal way to measure every fish. The applicable state or federal rule may specify the reference points, whether a tail is pinched or spread, or how a special species is measured.

Carry a rigid measuring board or ruler if the rule requires a length check. Measure the fish exactly as the local rule says, keep the fish wet when practical, and release it promptly if it does not meet the legal condition. Do not rely on an estimate, a photograph, or a measuring convention from another state.
Closures, emergency changes, and stale pages
NOAA’s Greater Atlantic page warns that regulations may change at any point during the year. It explains that new regulations are published in the Federal Register and that the page is updated after publication, with an effort to update information before each fishing season. A season calendar saved months earlier can therefore be wrong on the day of the trip.
Recheck the official page when you book the trip, again during the week before departure, and after any agency notice about a closure, emergency action, quota, or conservation measure. If two official pages appear inconsistent, use the newer notice or contact the named agency before fishing; do not choose the more generous number.

Confusing bag and possession limits
Correct it by writing down both terms exactly as the rule uses them and noting whether the limit is per person, trip, vessel, or another basis.
Keeping a legal-size fish during a closed season
Correct it by checking season dates before measuring or counting the catch. Size compliance does not cure a closed season.
Assuming a state license covers federal requirements
Correct it by checking NOAA’s federal regional and species resources for permits, registrations, and reporting conditions.

Where to check first
For the U.S. jurisdiction overview, state-license path, federal permit pointers, and EEZ context, use NOAA Fisheries’ Resources for Fishing: Recreational Fishing. For species-by-species Greater Atlantic seasons, sizes, possession limits, state-rule caveats, and the warning that rules can change, use Recreational Fishing Regulations by Species. For the 2026 summer flounder conservation-equivalency example, use NOAA’s Summer Flounder: Recreational page.
