A firewall controls network traffic between devices or networks with different security postures. Its value is practical: it enforces rules about which connections are allowed, helping limit unwanted access and separate systems that should not freely communicate. A firewall is an important safeguard, not a complete security program.

What does a firewall do?

NIST defines firewalls as “devices or programs that control the flow of network traffic between networks or hosts employing differing security postures.” The rules may use information such as network addresses, ports, protocols, applications, or other characteristics supported by the firewall. The exact controls vary by implementation. NIST SP 800-41 Rev. 1, published September 28, 2009, explains firewall technologies and policy considerations; it is foundational guidance rather than a current product comparison.

In everyday terms, a firewall applies a traffic policy: it permits connections that meet the rules and blocks or logs traffic that does not. Its effect depends on the rules and on where it sits. Traffic that does not pass through a firewall cannot be controlled by that firewall.

Where can a firewall protect?

Host-based firewalls protect an individual device

A host firewall runs on a computer or server and controls traffic to and from that device. Microsoft’s Windows Firewall is an operating-system-included example. Microsoft documents it as enabled by default, with domain, private, and public profiles. Its overview says incoming traffic is blocked by default unless it is solicited or allowed by a rule, while outgoing traffic is allowed unless a rule blocks it. These details apply to the Windows 10, Windows 11, and Windows Server versions listed in Microsoft’s Windows Firewall overview.

Microsoft recommends not disabling Windows Firewall, noting that doing so also gives up benefits such as IPsec connection security rules, protection against attacks that employ network fingerprinting, Windows Service Hardening, and boot-time filters. A host firewall can enforce device-level rules even when the device is not behind a particular network gateway.

Network firewalls control traffic at network boundaries

A network firewall is placed where traffic crosses between networks, such as between an internal network and the internet or between internal segments. It can only apply policy to traffic that passes through it. That makes placement and network topology central to what it can protect.

Application-specific controls have a narrower role

Some firewall capabilities apply rules using application-level information. What can be identified and controlled depends on the implementation. When evaluating an approach, check which traffic characteristics it can inspect and whether those controls match the policy you need; the label “firewall” alone does not establish its visibility or capabilities.

Why are firewalls important?

They make access rules enforceable

A written policy can say that a service should be reachable only from particular networks or that a device should not accept unsolicited connections. A firewall turns such requirements into traffic rules. The value comes from fitting the rules to actual security needs and keeping them current, not from installing a firewall and leaving its configuration unattended.

They help limit traffic between segments

Separating groups such as guest devices, employee computers, servers, and externally facing services can reduce unnecessary paths between them. CISA’s communications-infrastructure hardening guidance describes using firewall capabilities alongside measures such as router access-control lists (ACLs), stateful packet inspection, demilitarized zones (DMZs), and virtual LANs (VLANs) as part of defense in depth. These controls have different roles; the goal is to ensure that separation is enforced where traffic moves between groups.

They can provide useful visibility

Firewall rules and logs can help administrators see which traffic is allowed or denied and investigate unexpected connections. CISA’s cited infrastructure guidance recommends logging denied traffic. Logging is useful only when someone reviews it and can act on relevant findings.

What a firewall cannot do by itself

A firewall does not make every permitted connection safe, eliminate vulnerabilities in allowed services, or replace other security controls. It is one layer in a broader approach that may also require segmentation, authentication, endpoint security, monitoring, and secure device management. CISA’s communications-infrastructure guidance specifically places firewall capabilities within defense in depth and advises against managing devices from the internet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A firewall’s protection is also bounded by its policy and placement. Overly permissive rules may allow traffic that should be restricted; rules that do not reflect how a system is used can disrupt legitimate work. NIST’s guidance addresses policy, selection, configuration, testing, deployment, and ongoing management because each affects whether the control works as intended.

How to choose the right firewall approach

There is no single firewall type or placement that fits every network. Compare approaches against the traffic you need to control and the people who will maintain the policy.

  • Scope: Decide whether the need is protection for one endpoint, a network boundary, or traffic moving between internal segments.
  • Visibility and rule inputs: Check whether rules can use the addresses, ports, protocols, applications, users, or zones relevant to your policy.
  • Placement: Map which traffic actually passes through the firewall, including traffic between internal networks.
  • Segmentation: Identify whether guests, IoT devices, employees, servers, or public-facing services need distinct policies.
  • Management: Assign responsibility for policy ownership, logging, review, change control, and rule maintenance.
  • Operational fit: Confirm throughput, supported interfaces, compatibility with the existing router or gateway, and current software or hardware prerequisites.

These are comparison criteria, not a product ranking. NIST discusses technology tradeoffs and policy management, while CISA’s cited guidance focuses on segmentation in communications infrastructure. For example, vendor documentation for Ubiquiti’s zone-based firewall policies lists gateway and software prerequisites; check the current documentation before relying on a particular feature.

What to do in a small or home network

Start with the firewall protections already available rather than assuming you need a separate appliance. For a Windows device, Microsoft documents Windows Firewall as included and enabled by default. A network gateway may provide another policy point, but whether it can control traffic between device groups depends on its capabilities and configuration.

If you consider adding a network appliance, first map the network and decide where traffic should be inspected. A device’s role can change with its operating mode and placement. Firewalla, for example, says its Gold models work best in Router Mode and can use Bridge Mode when replacing the existing router is not possible; its visibility depends on how it is placed in the network. Those are vendor statements, not independent test findings. Check the Firewalla Gold Plus product page and Firewalla’s explanation of operating modes for current details before deciding whether it fits your topology.

How to keep firewall rules useful

  1. Define the policy: Identify which devices and services need to communicate and which connections should be restricted.
  2. Place controls on the relevant paths: Confirm that the traffic you want to govern passes through the firewall or is covered by a host firewall.
  3. Configure and test rules: Check that required services still work and that unwanted paths are blocked. Use a controlled change process so a rule change does not accidentally expose a service or interrupt operations.
  4. Review rules and logs: Remove obsolete permissions, investigate denied traffic that matters, and update rules when systems or security needs change.
  5. Use additional safeguards: Pair traffic filtering with appropriate authentication, endpoint protection, monitoring, and segmentation rather than treating the firewall as the sole defense.

NIST SP 800-41 Rev. 1 covers firewall policy and the selection, configuration, testing, deployment, and management of firewall solutions. CISA’s communications-infrastructure guidance adds practical emphasis on denied-traffic logging, separating externally facing DNS, web, and mail servers in a DMZ from internal networks and backend resources, and not managing devices from the internet. Apply that CISA guidance in its stated infrastructure context.
