A failed connection test does not, by itself, prove a firewall is responsible. To check reliably, test the exact destination and port, confirm the destination service is listening, then match the failed attempt’s time and connection details against firewall logs or audit events. If the local firewall records no matching drop, check other causes such as routing, NAT, a remote firewall, or an incorrect rule scope.
What to record before troubleshooting
Write down enough detail to identify the same connection in a test and in any logs:
- Client and destination hostnames or IP addresses.
- The application, transport protocol (TCP or UDP), destination port, and direction: inbound to a host or outbound from it.
- The time of the failed attempt and the exact error message.
- Which firewall you are checking: the client, destination server, router, cloud network, or another network device.
A log on one computer only describes that computer’s firewall. It cannot rule out a separate firewall elsewhere along the route.

On the destination computer, verify that the service is running and listening on the expected address and port. A stopped service, incorrect binding, or configuration problem can produce a connection failure even when no firewall is blocking traffic. Microsoft’s OpenSSH troubleshooting guidance distinguishes a blocked port from one that is not listening and from network or NAT problems.

From a Windows client, test a TCP port with PowerShell:
Test-NetConnection -ComputerName <hostname_or_IP> -Port <port>
Replace the placeholders with the destination hostname or IP address and the TCP port. A failed test shows that this TCP connection could not be established; it does not identify which device or condition caused the failure. This test also does not establish UDP reachability. Microsoft describes the command as a TCP connectivity test in its TCP/IP connectivity troubleshooting guidance.

Check Windows Defender Firewall logs
Windows Defender Firewall can log dropped packets and successful connections. Enable the relevant logging, reproduce the failed attempt, and look for an entry matching the recorded addresses, port, direction, and time. Microsoft describes the log this way: “Pfirewall.log contains a log of all the dropped and allowed firewall connections.” That statement refers to the Windows firewall log, not every firewall on a network.
- Open an elevated Command Prompt or PowerShell window using an account authorized to change firewall settings.
- Enable logging for dropped and allowed connections as appropriate for the investigation:
netsh advfirewall set allprofiles logging droppedconnections enable
netsh advfirewall set allprofiles logging allowedconnections enable - Reproduce the failure once and note the time.
- Inspect the default log path:
%windir%system32logfilesfirewallpfirewall.log. Check for a record that matches the test rather than treating any unrelated entry as proof.
Microsoft’s Windows Firewall logging instructions describe the available logging settings and note that the file is subject to a configured size limit. If the file is missing or not updating, check that logging is enabled for the active profile, the directory exists, and the firewall service can write to it. Follow organizational policy, and do not leave high-volume diagnostic logging enabled longer than necessary unless it is part of normal policy.

Use Windows Filtering Platform audit events for deeper evidence
If the ordinary firewall log does not reveal what happened, Windows Filtering Platform (WFP) auditing can record blocked connection or packet events in the Windows Security log. Microsoft documents the Filtering Platform Connection audit subcategory and explains how to trace an event to its origin in its Filter Origin Audit Log documentation.
Correlate an event with the reproduced attempt using its addresses, port, direction, and time. A matching blocked event is stronger evidence of a local filtering decision than a generic timeout. Preserve the event details while you investigate. Runtime filter IDs can change, so treat them as clues for tracing a decision, not as permanent rule identifiers.

Inspect the rule that applies to the connection
Once logs or audit evidence point to local filtering, check the active network profile and the rule’s scope. Verify its direction, enabled state, application or program, protocol, local and remote ports, address ranges, and whether it applies to the current profile. Microsoft documents these commands for listing rules and examining a named rule:
netsh advfirewall firewall show rule name=all
netsh advfirewall firewall show rule name="MyRuleName" verbose
See Microsoft’s netsh advfirewall command reference for command details. If the evidence supports a policy change, make the narrowest authorized change that permits the required application or traffic, document it, and retest. Turning off the firewall is not a useful shortcut: it changes the computer’s exposure without identifying the specific rule responsible.

Interpret the evidence and choose the next check
| What you find | What it supports | Next step |
|---|---|---|
| A matching dropped-packet log or WFP blocked event on the host | A filtering drop on that host is supported; it does not establish what other devices did. | Trace the applicable rule or filter, then check whether policy is centrally managed. |
| The destination service is not listening on the expected address and port | The service, its binding, or its configuration may explain the failure. | Resolve the service-side issue before adding an allow rule. |
| The service is listening, the test fails, and there is no matching local drop evidence | The local log does not show a drop for this attempt; another cause or a different device remains possible. | Check routing, NAT, remote firewalls, and other network controls. |
| The TCP port test succeeds but the application still fails | A TCP connection succeeded on that path at that time; the application transaction is not thereby verified. | Check application behavior, proxy or TLS settings, name resolution, authentication, and any additional ports the application uses. |
Do not treat the absence of a local log entry as proof that no firewall blocked the traffic. Logging may not cover the relevant event, or the filtering device may be elsewhere on the path.
Separate the likely causes without guessing
When several explanations remain possible, compare the failure along these dimensions:
Quick Recap
- Client or server: identify where the connection originates and which host’s logs you have examined.
- Inbound or outbound: check rules in the direction the traffic actually travels.
- TCP or UDP: ensure the test uses the application’s real transport; a TCP result says nothing conclusive about UDP.
- Local or upstream filtering: distinguish the host firewall from a router, cloud network control, remote firewall, or other appliance.
- Listening or filtering: establish whether the destination service is listening separately from whether a firewall records a drop.
