A fintech tenant’s activation can remain pending after a DNS change because recursive resolvers may still be returning an older answer cached under its previous, longer TTL. Lowering the TTL during the cutover does not shorten those existing cache entries. First compare the platform’s exact required record with authoritative and public DNS answers; then use the old TTL and the platform’s own timing guidance to judge whether waiting is reasonable.
How an old TTL can delay activation
A DNS record’s time to live (TTL), measured in seconds, tells caches how long an answer may be retained before it should be refreshed. When you edit a record at your DNS provider, that change updates authoritative DNS; it does not remotely erase copies that recursive resolvers already cached.
For example, if a resolver fetched a record just before you changed it and the old TTL was one day, that resolver could keep returning the old answer for nearly a day. Setting a shorter TTL on the new record does not rewrite the TTL on that cached copy. This illustrates how the timing works; it is not a prediction that every resolver will cache the answer for the full period. The IETF notes that cached DNS data cannot be remotely removed and that the prior TTL creates a transition delay (RFC 9199).

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteA platform may not complete domain ownership verification, certificate validation, or traffic routing until its checks see the expected DNS answer. Those checks can involve different records, so a successful ownership check does not necessarily mean traffic is pointed correctly, or vice versa.

Check the records before assuming it is propagation
- Get the platform’s exact DNS instructions. From the tenant’s activation or custom-domain screen, note each record’s hostname, type, value or target, and requested TTL. Do not assume the ownership-verification record is also the routing record.
- Compare the authoritative zone with those instructions. At your DNS provider, check for a typo, an unintended duplicate, a wrong hostname or use of
@, and the exact requested record type, such as TXT, CNAME, A, or MX. - Check public DNS answers. Query the intended hostname and compare the returned type and value with the platform’s instructions. If authoritative DNS is correct but a recursive answer is still old, that supports a cache-delay explanation. If public answers match but activation remains pending, investigate the platform’s validation state and other requirements.
- Separate verification, certificate, and routing states. Review each status the platform exposes and confirm the record associated with it. Microsoft Entra External ID, for example, documents TXT or MX ownership verification separately from a CNAME used to route a custom URL; that architecture is only an example and may not apply to another service (Microsoft’s External ID custom URL documentation).
- Use the prior TTL to estimate cache delay. If the authoritative record is correct but some recursive answers still show the old value, allow time for the old cached entry to expire and retry according to the platform’s guidance. The newly configured TTL is not the relevant clock for an answer cached before the change.
- If answers are correct, check platform-specific blockers. Look for an error or a separate validation status. A custom domain already verified in another tenant or directory, for instance, can block Microsoft Entra verification even when the DNS record is correct (Microsoft Entra custom-domain instructions).
How long should you wait?
There is no universal DNS propagation timer that guarantees a tenant will activate after a set number of hours. Timing depends on the remaining lifetime of previously cached answers, resolver behavior, authoritative-server availability, DNS-provider behavior, the record being checked, and the platform’s validation schedule.
Provider estimates are specific to their own services. Microsoft says Entra custom-domain verification may be instantaneous or take a few days, and its instructions suggest waiting at least an hour in common troubleshooting. For its verification flow, Microsoft suggests a 3600-second (60-minute) TTL; that is guidance for that procedure, not a general recommendation for fintech tenant records. The same instructions warn that an incorrect or duplicate entry may require waiting for the 60-minute TTL to expire before retrying (Microsoft Entra custom-domain instructions).

- Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
- Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming

Separately, Microsoft’s Azure App Service troubleshooting guide says propagation can take up to 48 hours worldwide when the previous TTL was long or the DNS provider is slow. That is an estimate for the App Service troubleshooting context, not a limit or promise for other platforms (Azure App Service custom-domain troubleshooting).

TTL expiry also does not guarantee every resolver immediately stops serving old data. Under the IETF’s serve-stale extension, a resolver may continue using an expired record when it cannot refresh authoritatively. RFC 8767 recommends a 604800-second (seven-day) cap for TTL values in its amended definition; this is not a claim that every resolver keeps stale records for seven days. Stale-answer retention is configured separately (RFC 8767).

Prepare planned DNS changes to reduce waiting
- Shorten the TTL ahead of the change, if appropriate. Do this early enough for caches holding the previous TTL to age out. A last-minute TTL reduction cannot retroactively shorten existing cache entries; the necessary lead time depends on the old TTL and resolver behavior.
- Make the change and verify each record. Confirm the authoritative zone first, then check public answers for the exact hostname and value the platform requires.
- Keep a rollback path. Retain the previous record values and a clear change plan so you can restore the prior configuration if the new setup fails.
Shorter TTLs can help planned transitions by reducing how long a changed answer remains cached, but they also mean caches refresh more often. Longer caching reduces repeated DNS queries and may improve continuity during some DNS outages. The appropriate choice depends on the zone and operational needs; RFC 9199 does not prescribe one TTL for every service or cutover (RFC 9199).

The title does not identify a fintech or identity provider. Microsoft Entra, Azure App Service, and Azure Front Door documentation can illustrate how verification, routing, and platform states differ, but their record values and timing guidance should not be copied to another service. Follow the tenant platform’s own activation instructions and error messages. DNS evidence can distinguish a stale answer from a visible record mismatch; it cannot, by itself, establish why an unidentified platform has kept a tenant pending.
