Financial digitization can widen access and improve service delivery, but it also makes financial services depend on software, data, networks, APIs, cloud infrastructure and outside providers. A failure or attack can expose information, interrupt transactions or spread disruption through connected firms. Managing the risk means understanding those dependencies, overseeing providers and preparing to keep critical operations running—not avoiding technology altogether.

What financial digitization means—and what risks this guide covers

Financial digitization is the use of digital systems, data, connectivity and external technology services to provide or support financial products and market infrastructure. It includes customer-facing services as well as the systems and providers that support them.

The central risk is dependency: a firm may rely on technology it does not build or operate itself, and a disruption can affect service availability or reliability as well as data security. This guide focuses on cybersecurity, operational disruption, third-party concentration, data exposure, fraud, AI and resilience. It is not a comprehensive account of U.S. financial law. Rules and guidance aimed at banks should not be assumed to apply identically to fintechs, brokerages, insurers, payment firms or financial-market utilities.

How can a technology problem disrupt financial services?

Cyber incidents can affect availability as well as confidentiality

A cyber incident may involve unauthorized access or theft, but it can also make systems unavailable or unreliable. That can interrupt customers’ ability to access services or firms’ ability to carry out operations. Non-malicious software malfunctions can also disrupt financial services; the Federal Reserve’s May 2026 financial stability assessment discusses both malicious and accidental technology failures.

Dependencies can transmit a shock

Financial institutions, market infrastructure and technology providers are interconnected. If a widely used provider fails, affected institutions may experience disruption at the same time. The potential impact is greater when a critical service has few substitutes, but a vendor outage does not automatically become a system-wide crisis. The Federal Reserve’s May 2026 assessment describes the possible transmission channels: severe disruption can degrade liquidity, weaken investor or depositor confidence, or lead firms to sell assets.

This makes the practical question broader than “Can this system be attacked?” Firms also need to ask what happens if a system becomes unreliable, how many operations depend on it, and how quickly those operations can continue or recover.

Why do third parties, cloud services and APIs change the risk?

External technology services can improve reach and service delivery, but they can also create access paths to sensitive data and add dependencies a firm must manage. The Federal Reserve’s July 2025 resilience report notes that fintech services and other third parties can provide avenues to private data; an improperly configured API is one example of a weakness that can raise breach risk.

Concentration matters alongside the security of any one provider. A provider serving many institutions, or one that is difficult to replace, may become a shared point of failure. Assess arrangements according to the institution’s own exposure rather than assuming every cloud, fintech or API relationship carries the same risk.

How can a financial firm manage third-party risk?

Federal Reserve interagency guidance treats third-party risk management as a lifecycle responsibility. Outsourcing a service does not eliminate the institution’s need to understand and oversee the risk. The level of scrutiny should reflect the relationship’s risk and complexity.

  1. Before engagement: Evaluate the provider’s legal authority, compliance capability, financial condition and business experience, as well as potential harm to consumers. Consider the service’s importance and the data and operations it can reach.
  2. In the contract: Assign appropriate expectations for resilience, protection of programs and data, backups, cybersecurity and business continuity. Ensure the arrangement supports meaningful oversight and response when something goes wrong.
  3. During the relationship: Monitor the provider and respond to changes or warning signs, including security breaches, data loss, service interruptions and compliance lapses. Review whether continuity and recovery arrangements remain workable as the service or dependency changes.
  4. For critical dependencies: Identify concentration and substitutability. Know which operations rely on the provider, what alternatives exist and what the institution can do if the service is unavailable.

These are decision points, not a vendor ranking or a single-tool solution. The institution’s ability to oversee the relationship and respond to an incident is part of the risk assessment.

What do Federal Reserve estimates say about provider-related cyber risk?

A 2025 Board of Governors of the Federal Reserve System discussion paper used a proprietary cyber-risk analytics model to study the 100 largest U.S. banks, nonbank financial institutions and their third-party service providers. In the paper’s modeled catastrophic scenarios involving attacks on third-party providers, losses were estimated at “up to about 60 times larger than routine incidents.” Business interruption drove most of the modeled losses.

That figure is a scenario estimate, not an observed loss, forecast or ratio for every institution. The same authors’ model found greater cyber vulnerabilities among nonbanks than banks, while banks faced larger relative losses from routine incidents. Those are findings from the paper’s sample and model, not settled supervisory conclusions about every bank or nonbank.

What risks does AI add—and what can it help with?

AI can support defensive work such as detecting patterns, but it can also create risks involving data, output quality, security and governance. The Federal Reserve’s July 2025 resilience report discusses both defensive potential and concerns including algorithmic bias and ethical use.

Data exposure and unreliable outputs

In an April 2025 speech, Federal Reserve Governor Michael S. Barr noted that generative AI can produce plausible but inaccurate information and variable answers. Those traits can conflict with banking decisions that need to be controlled, precise, explainable and replicable. He also highlighted sensitive-data exposure, security concerns and constraints from legacy data and infrastructure.

Barr said: “To the extent banks are using Gen AI or offering Gen AI products and services, they have the responsibility to manage their risk, and should use their relationships to incentivize good risk management practices for fintechs.” The statement addresses banks and their relationships with fintechs; it should not be read as a universal rule for every financial firm.

AI-enabled deception and cyber defense

The July 2025 Federal Reserve report warns that malicious actors may use generative AI to produce phishing messages and text-message scams, and that voice cloning may challenge voice-verification controls. These are threat possibilities, not proof that such techniques defeat every control or are unique to financial services. The OCC’s Spring 2026 risk perspective also identifies sophisticated cybercriminal and state-sponsored threats, ongoing fraud and scam challenges, and the importance of understanding the benefits and risks of AI tools used for cybersecurity.

When a firm uses AI in security or customer-facing decisions, relevant questions include whether sensitive data can be exposed, how outputs are checked, whether results are explainable and consistent, and how bias or inaccurate output is detected and handled.

What does operational resilience mean in practice?

The Federal Reserve defines operational resilience as the ability to deliver core and critical operations through disruption, supported by risk management and sufficient resources to prepare, adapt, withstand and recover. It is not simply preventing every incident: the aim is to sustain important operations during disruption and restore them afterward. The Federal Reserve says severe information-system disruption can threaten U.S. financial stability when critical operations are affected.

For a firm, resilience work should connect technology dependencies to the operations they support. It should account for interruptions, unreliable systems and provider failures, not only data theft. Continuity and recovery plans need to be workable for the institution and its provider relationships; a plan that depends on an unavailable system or provider is not enough.

Do U.S. incident-notification deadlines apply to every financial firm?

No. The Federal Reserve’s operational-resilience page describes notification requirements with specific scopes. It says a banking organization whose primary federal regulator is the Board must notify the Board as soon as possible and no later than 36 hours after determining that a notification incident occurred. It also says a bank service provider must notify affected banking customers as soon as possible when a computer-security incident is likely to materially disrupt or degrade services for four or more hours.

Those deadlines are not universal requirements for all firms or all incident types. The Federal Reserve page was last updated October 3, 2022, so firms should check the operative rule and their regulator for current legal application rather than relying on a general summary.

Why is post-quantum preparation relevant now?

The Federal Reserve’s July 2025 report identifies quantum computing as a forward-looking risk because future capabilities could render current encryption standards obsolete. NIST finalized its initial three post-quantum encryption standards in August 2024, and the report references agency advice to prepare a migration roadmap.

This is a reason to plan for cryptographic change, not evidence that current financial encryption has already been broken. Preparation is about understanding where cryptography is used and having a path to migrate if standards or threat capabilities change.

How should firms judge a digitization decision?

There is no single technology choice that resolves digitization risk. Before adopting or expanding a service, decision-makers can test the arrangement against a small set of operational questions:

  • Dependency: Which core or critical operations rely on the service, and how disruptive would its loss or unreliability be?
  • Concentration: How many important functions depend on the same provider, and are practical substitutes available?
  • Data: What sensitive information can the service access, store or transmit, and how are access and protection managed?
  • Continuity: Can the institution keep the relevant operation going or recover it if the provider or system is disrupted?
  • AI controls: Where AI is involved, how are accuracy, explainability, consistency, data exposure and bias assessed?
  • Oversight: Can the institution monitor the relationship, meet its responsibilities and respond effectively to an incident?

Digitization can improve access and service, but those benefits depend on operational arrangements that account for failure as well as normal operation. The sound approach is to match oversight and resilience planning to the importance and complexity of each dependency.
