Finance does not universally need its own foundation models. A firm should use a finance-focused model or adapt a general-purpose one when it can show that specialization improves a defined task and still meets its requirements for accuracy, data rights, auditability, privacy, cost, and control. For many uses, a general model connected to reliable financial data—or adapted for a narrower task—may be enough.

What counts as a finance foundation model?

“Finance model” can describe several different approaches, not just a large language model trained from scratch. A general-purpose model can be adapted with financial data, fine-tuned for a task, or grounded with retrieval from approved documents and databases. A purpose-built system might instead analyze transaction sequences or financial time series, or combine language with visual inputs such as charts and documents.

A 2025 survey preprint groups financial foundation models into financial-language, time-series, and visual-language families. It also identifies data availability, algorithmic scalability, and infrastructure as challenges. That wider scope matters: a model suited to reading filings is not automatically suited to detecting unusual transaction patterns.

Why specialize—and what the evidence shows

Financial tasks can reward domain adaptation

BloombergGPT’s authors described a 50-billion-parameter model trained on a mixture of financial and general-purpose data. They reported stronger results on the financial tasks they evaluated while retaining performance on general benchmarks. This is evidence that domain-focused training can help on particular evaluations; it does not establish that a specialist will outperform a general model in every institution or deployment.

Specialization may be worth testing when the task depends on financial terminology, document structure, transaction patterns, or domain-specific data. Examples include financial-document extraction, research assistance, sentiment classification, customer support, transaction-sequence analysis, fraud detection, and compliance workflows.

Specialization can take several forms

  • General model plus retrieval: Connect a general-purpose model to approved, current financial documents or records, and require answers to be grounded in that material.
  • Fine-tuning: Adapt an existing model to a narrower task, such as classifying documents or extracting defined fields.
  • Continual pre-training: Continue training an existing model on relevant domain data. AWS’s March 2024 technical guidance discusses this approach alongside fine-tuning and financial-domain data preparation.
  • Purpose-built model: Use a model designed for a specific financial modality or task, such as language analysis or transaction-sequence modeling.
  • Training from scratch: Build a new foundation model. This is the most ambitious option, not the default meaning of “finance-specific.”

FinGPT, an open-source framework from the AI4Finance Foundation, covers data preparation, model adaptation, and deployment. Its existence illustrates that financial model development can be framed as an adaptable workflow rather than a requirement to create a new model from zero.

Adoption does not prove universal need

The Bank of England and Financial Conduct Authority’s 2024 survey of UK financial-services firms found that 75% of respondent firms were already using AI, and a further 10% planned to use it over the following three years. Foundation models represented 17% of reported AI use cases. These are survey findings for UK respondents, not a measure of every financial institution worldwide or proof that foundation models are necessary for every financial task.

How to choose an approach

Start with the failure mode or requirement, not with the label “finance AI.” Compare approaches on the same representative evaluation set and for the same intended use.

  1. Define the task and its stakes. Specify the input, expected output, users, and what happens when the system is wrong. Internal summarization and a system influencing lending, fraud intervention, investment, or risk decisions do not have the same consequences.
  2. Set measurable acceptance criteria. Choose task-specific measures and include difficult, rare, and out-of-sample cases. Evaluate errors that matter in practice, not just average performance or a general benchmark score.
  3. Establish a general-purpose baseline. Test an appropriate general model with the same data access, instructions, and safeguards proposed for the specialist. Without a baseline, an apparent improvement cannot show that domain adaptation was responsible.
  4. Test the least complex viable adaptation. Compare retrieval, fine-tuning, continual pre-training, and any relevant task-specific model. Add complexity only when results justify it.
  5. Review data rights and freshness. Confirm that training or grounding data can lawfully be used, maintained, and updated. Financial data may be private, licensed, fast-changing, or structured rather than prose.
  6. Assess governance and operations. Check whether outputs can be traced to evidence, tested, monitored, constrained, and reviewed at a level appropriate to the decision’s materiality. Include integration, inference, maintenance, and the work needed to keep knowledge current.
  7. Plan for provider risk and exit. Examine outsourcing, concentration, security, resilience, and whether the institution can change providers or operate if a service is unavailable.

A specialist is justified when it produces a meaningful, repeatable improvement on the relevant task while satisfying these conditions. If a general model with sound retrieval or a narrower adaptation meets the acceptance criteria, a separate foundation model may add cost and operational burden without a demonstrated benefit.

Governance is part of the model decision

Model choice does not remove the need for controls around data, outputs, and deployment. The Financial Stability Board’s 14 November 2024 report identifies third-party dependencies and service-provider concentration, market correlations, cyber risks, and model risk, data quality, and governance as potential vulnerabilities. The Board says: “The rapid adoption of AI in finance means that authorities should address information gaps for monitoring, assess the adequacy of current policy frameworks and enhance supervisory and regulatory capabilities.”

In its 2024 UK survey, the Bank of England and FCA reported that one third of AI use cases involved third-party implementations. Respondents classified 71% of foundation-model use cases as low materiality, 17% as medium, and 12% as high. Those classifications describe respondents’ assessments; they are not safety guarantees. A model used in a consequential workflow still needs controls proportionate to its role and failure impact.

What commercial offerings do—and do not—show

Purpose-built financial offerings are not limited to chat. FICO has described a financial-services offering that includes a Focused Language Model and a Focused Sequence Model, with transaction analysis, fraud detection, and risk-related applications among its stated use cases. FICO also claims its focused models require up to 1,000 times fewer resources than broad general-purpose LLMs, and reports potential lifts of 38% in compliance-adherence use cases and greater than 35% in transaction-analytics models. These are company claims, not independent comparative results; an institution would need to validate them for its own data, task, and operating conditions.

What the evidence does not establish

  • There is no basis here for saying every financial firm should train its own foundation model.
  • A finance label alone does not establish that a model is more accurate, safer, more auditable, or better suited to a particular institution.
  • Research results on evaluated benchmarks and vendor-reported performance claims do not establish outcomes in a different live deployment.
  • The Bank of England and FCA figures describe UK survey respondents in 2024; they should not be generalized to all markets or treated as current adoption rates everywhere.

The defensible conclusion is conditional: finance-specific models and adaptation can be useful where the task and evidence support them, but the right choice is task- and institution-specific. Start with the decision to be improved, test a baseline against representative data, and specialize only when measured gains justify the added governance and operating demands.
