The reliable combat pattern in Final Fantasy VII Rebirth is simple: use normal attacks to fill ATB, use Assess to learn an unfamiliar enemy’s trigger, satisfy that condition to apply Pressure, then spend ATB on abilities that raise the stagger gauge. When Stagger begins, use the ATB and Synergy options you saved for the largest damage and control window.
Do not treat every fight as a race to spend your first ATB bar. Attacks, blocking, movement and character switching should build the resources that make the next command matter.
The combat loop that works across most encounters
Square Enix’s official guidance describes the intended rhythm as getting into the routine of using attacks to fill ATB, then using abilities and skills to damage and stagger foes. In practical terms, each action has a job:
- Normal attacks keep pressure on the target and fill the ATB gauge.
- Assess identifies the enemy’s weakness, resistance and the condition required to Pressure or Stagger it.
- Abilities convert ATB into damage, control or stagger progress.
- Synergy Skills keep two characters active without consuming ATB.
- Synergy Abilities spend a charged Synergy gauge on a coordinated attack.
The sequence is not a rigid rotation. The correct command depends on the enemy information shown by Assess, the distance between your characters and the target, the safety of the current moment, and which resources are ready. A move that is excellent for building stagger against one enemy may be the wrong choice against another.

Assess every unfamiliar enemy
Use Assess as soon as an enemy appears if you do not already know its behavior. Square Enix states that Assess reveals weaknesses, resistances and, most importantly, what you need to do to Pressure or Stagger the target. That entry is the fight’s instruction rather than optional flavor text.
Read the condition, not just the weakness
An Assess result can direct you to an elemental attack, a particular body part, an interruption of a named move, or a positional or timing condition. These are different jobs:
- Elemental condition: equip or select the indicated element, then apply it when the target can be hit.
- Body-part condition: aim attacks at the specified exposed or vulnerable part instead of attacking the largest visible area.
- Interruption condition: watch for the named move and use the appropriate attack before it completes.
- Position or timing condition: move to the required angle or wait for the indicated opening.
The exact trigger is enemy-specific. Do not assume that exploiting a weakness automatically causes Pressure; follow the action described in the Assess entry.

- Read the target’s weaknesses and resistances so you do not waste ATB on an ineffective element.
- Find the sentence that explains how to Pressure or Stagger the enemy.
- Choose the character who can meet that condition safely at the current range.
- Build enough ATB to use the required ability, element or interruption command.
- Watch the target rather than repeatedly opening menus; the condition usually depends on what the enemy is doing.
Against several enemy types, assess each unfamiliar target when it first becomes relevant. Reusing a memorized response without checking the current target can lead to resisted damage, a missed interruption or an attack aimed at the wrong part.
How to build ATB without wasting your opening
ATB is the resource that turns ordinary attacks into decisive commands. Start with the character whose attacks can safely connect at the current distance. Continue attacking while watching incoming threats, then use defensive movement or blocking to stay alive while the gauge rises.
Use characters as a rotating resource
Switch control so another party member also builds ATB. When practical, issue a command to the first character before switching; that lets the character continue contributing while you reposition or create a second bar. This is especially useful when one character must remain near the target to maintain contact while another needs time or space to prepare an ability.

Character switching is not only a damage tactic. It prevents one character from standing idle while another is recovering, and it gives you a way to keep building resources when the currently controlled character is in an unsafe position.
Do not spend every bar immediately
Use the first ATB bar when it advances the current plan: meeting the Assess condition, exploiting an exposed weakness, interrupting a dangerous move or increasing the stagger gauge. If none of those opportunities is available, continue attacking, block while waiting, or reposition. Entering a Pressure or Stagger window with a prepared command is usually more valuable than spending ATB on an unrelated attack at the start of the fight.
Pressure: create the opening before chasing Stagger
Pressure is the opening created when you satisfy the condition revealed by Assess. It is not simply a second name for damage. A target can take damage without becoming Pressured, while a correctly timed, correctly aimed or correctly aligned action can create the opening the fight requires.
A practical Pressure sequence
- Assess: identify the target’s required trigger.
- Prepare: build ATB with attacks and choose the character best suited to the condition.
- Position: move into the required range or angle, or wait for the enemy’s specified move.
- Apply the trigger: use the indicated element, hit the indicated part or interrupt the named action.
- Confirm Pressure: once the enemy is Pressured, select abilities that raise the stagger gauge and prevent the target from recovering.
If Pressure does not appear, return to the Assess text and check the condition literally. The likely failure is not a missing damage threshold; it is using the wrong element, attacking the wrong part, acting outside the timing window or standing in the wrong place.
Choosing abilities for the situation
There is no universal best ability. Compare the available commands against the needs of the current target and the resources you expect to have when Stagger starts.

| Decision axis | Question to ask | What it changes |
|---|---|---|
| ATB cost | How many bars does the command consume? | A cheaper command may let you meet the Pressure condition and still retain a follow-up; an expensive command may be worth saving for Stagger. |
| Damage versus stagger contribution | Is the priority immediate health loss or filling the stagger gauge? | During Pressure, favor the action that advances Stagger. During Stagger, favor the strongest damage and control options you can safely complete. |
| Range and target shape | Does it reach the target, cover several enemies or require close contact? | Range and area coverage determine whether the command connects and whether it is worthwhile against one target or a group. |
| Elemental or status interaction | Does it match the weakness or condition shown by Assess? | A matching interaction can satisfy the enemy’s trigger; a resisted interaction can waste ATB. |
| Safety while casting | Can the character complete it without being interrupted? | A theoretically powerful command has little value if the enemy can force you out of the action before it lands. |
| Stagger timer or multiplier effect | Does it extend the useful window or improve the value of damage during Stagger? | These effects can be more important than raw opening damage when the team has several commands ready. |
| Synergy interaction | Does the action help charge a Synergy option, or does it consume an option you want to reserve? | Resource timing determines whether a coordinated attack is available when the enemy is most vulnerable. |
Use that comparison after reading Assess, not before. The same ability can be a Pressure tool in one encounter, an unsafe choice in another and a Stagger finisher in a third.

During Pressure
Prioritize commands that increase the stagger gauge and keep the enemy from recovering. Keep at least one character active enough to continue attacking or applying control while another command resolves. If the target’s pressure window is short, favor an ability that can be completed reliably over one that would deal more damage only if every condition is perfect.
During Stagger
Spend the resources you prepared on the highest-impact damage and control abilities available to the party. Consider range, cast safety and whether the command can be completed before the Stagger window closes. If an ability raises the value of later attacks or extends the useful window, using it early in Stagger can outperform an immediate but isolated damage command.
How to stagger an enemy consistently
Staggering is the payoff for correctly converting Pressure into gauge progress. The reliable sequence is:
- Assess the enemy and identify its Pressure or Stagger instruction.
- Use attacks and defensive movement to build ATB without losing control of the fight.
- Meet the listed Pressure condition.
- Use abilities that raise the stagger gauge while the enemy is Pressured.
- As Stagger begins, spend the team’s saved ATB on damage, control and any command that improves the remaining window.
Prepare at least one character’s command before the gauge fills. If you wait until the Stagger notification appears to open every menu and choose an action, part of the valuable window may pass before the attack starts. You do not need every character fully charged, but entering Stagger with no ATB is a sign that resources were spent too early or that the target’s condition was not planned around.
When the gauge is moving slowly
- Recheck Assess to confirm that the enemy is actually Pressured; ordinary damage alone may not build the gauge efficiently.
- Use the ability whose purpose is stagger contribution rather than the ability with the highest displayed damage.
- Check that the command is connecting at its intended range and angle.
- Stop spending ATB on unrelated attacks until the current Pressure opportunity is used.
- Keep the target occupied with attacks, blocking and movement so it cannot recover while you prepare the next command.
Synergy Skills: useful actions with no ATB cost
Synergy Skills let two party members team up to activate useful abilities without consuming ATB. Square Enix also notes that these commands can be executed while blocking and include both damage and support effects.
When to use a Synergy Skill
- While guarding: use the command without giving up the defensive posture that is keeping you safe.
- While closing distance: maintain activity as you approach a target that is outside normal attack range.
- While waiting for ATB: contribute damage or support without spending the bar you are building.
- While another character is preparing a command: keep the partner involved instead of leaving the field quiet.
Because Synergy Skills do not consume ATB, they fit between the major steps of the loop. They are not a replacement for the ability that satisfies Assess; use the no-ATB action to stay active, then spend ATB on the command that advances Pressure or Stagger.

Synergy Abilities: save the coordinated attack for its best window
Synergy Abilities are powerful attacks in which two characters team up to turn the tide of battle. They unlock as party level rises, and the Synergy gauge is filled by using abilities before the synchronized attack is unleashed. Red XIII’s official combat feature likewise describes these attacks as combining the skills of two characters.

- Use ordinary attacks to fill ATB and maintain the normal combat cycle.
- Spend abilities that advance the current fight rather than forcing a Synergy action immediately.
- Watch the Synergy gauge as the party’s abilities charge it.
- When the paired attack is available, choose a window in which both characters can contribute safely.
- Prefer a Pressured, Staggered or otherwise vulnerable target, or use the ability when its control effect answers the immediate threat.
A Synergy Ability is a coordinated resource, not a button to press at the first opportunity. Using it during a vulnerable window lets the team combine the attack with saved ATB and other control options. The best timing still depends on the paired characters, the enemy’s condition and the effect of that particular Synergy Ability.
A repeatable battle routine
- Start with a safe ATB builder. Choose the character whose attacks can connect at the current range without taking unnecessary risk.
- Assess unknown targets. Read the weakness, resistance and exact Pressure or Stagger instruction.
- Rotate control. Switch to another party member so more than one character builds ATB. Issue a command to the first character before switching when practical.
- Meet the Pressure condition. Apply the required element, body-part hit, interruption, position or timing.
- Spend the first bar with a purpose. Use the ability that increases stagger or exploits the exposed weakness.
- Use Synergy Skills between major commands. Activate the no-ATB action while blocking, repositioning or waiting for another bar.
- Enter Stagger prepared. Have at least one strong ability ready before the gauge fills, then chain the team’s damage, stagger-extension and Synergy options.
- Repeat the loop. Do not empty every resource at the start if the enemy has not yet been Pressured or if a stronger vulnerability window is approaching.
Troubleshooting common combat problems
“I am hitting the enemy, but it never becomes Pressured.”
Normal attacks fill ATB, but they do not necessarily satisfy the enemy’s special condition. Use Assess and follow the listed trigger precisely. Check the element, body part, named move, position and timing before spending another bar.
“The enemy becomes Pressured, but Stagger arrives too late.”
Save an ATB bar for the Pressure window and choose the command that contributes to stagger rather than the one that only deals immediate damage. Keep attacking and use defensive movement so the enemy cannot recover while the stagger-building ability is being prepared.
“My Stagger window starts and the party has nothing ready.”
Issue commands before the gauge fills when practical. Rotate characters to build more than one bar, avoid unrelated opening expenditures and use Synergy Skills while waiting so the party remains active without consuming ATB.
“A powerful ability keeps missing or being interrupted.”
Reconsider range, target shape and safety while casting. Move into the required position, wait for a safer opening or use a command that can complete reliably. A lower-risk ability that lands inside the Pressure or Stagger window can produce more useful progress than a stronger command that is interrupted.

“I cannot tell whether to use a Synergy Ability now.”
Check the enemy’s current state and the rest of the team’s resources. If the target is Pressured or Staggered, the coordinated attack can be combined with the vulnerable window. If the enemy is about to perform the action named by Assess, reserve the resource for the control opportunity unless the Synergy Ability itself answers that threat.
How to choose a party plan without a single “best” move
Party choice should support the condition revealed by Assess. Compare each available character or command by the same practical questions:
- Who can build ATB safely at the current range?
- Who can apply the required element or reach the indicated body part?
- Who can interrupt the named move or occupy the required position?
- Which ability raises stagger most effectively during Pressure?
- Which character can complete a high-impact command safely during Stagger?
- Which pair has a useful Synergy Skill for the approach and a Synergy Ability worth charging?
This framework avoids pretending that one move is optimal in every encounter. The best choice changes with enemy behavior, difficulty, character build, available materia, distance and the amount of ATB already stored. Treat the Assess entry as the starting point, then select the command that satisfies the condition while preserving enough resources for the next vulnerability window.

What the official guidance establishes
Square Enix’s published combat advice establishes three principles that explain the entire routine: attacks fill ATB; abilities and skills are used to damage and stagger foes; and Assess reveals what is required to Pressure or Stagger an enemy. Its Synergy preview distinguishes the two cooperative systems: Synergy Skills provide useful two-person actions without ATB and can be used while blocking, while Synergy Abilities are powerful coordinated attacks charged through ability use and unlocked as party level rises.
The official material does not publish a universal damage percentage, win rate or fixed performance figure for these techniques. Use the guidance as a decision system rather than as a promise that one command will always produce the same result in every fight.
