FINAL FANTASY VII REBIRTH combines real-time movement and attacks with command-driven ATB actions. Basic attacks help fill each character’s ATB gauge; you spend ATB on abilities, spells and other commands. You should also rotate direct control between party members, use no-ATB Synergy Skills while blocking, save Synergy Abilities for effects that fit the encounter, and exploit weaknesses to pressure enemies before using focused attacks to build stagger.
The result is not a system where one character should do everything. Your party’s damage, defense and support options become more reliable when you deliberately manage who you control, which gauge you spend and when an enemy is vulnerable.

How the combat system works
Every fight runs on two layers. The action layer covers movement, positioning, guarding, dodging and ordinary attacks. The command layer appears when you open the command menu and select an ability, spell or item. Those command actions consume ATB, so the battle is about creating safe moments to fill gauges and then converting them into the right commands.

Square Enix describes the battle system as a combination of action and strategy, with Synergy Skills and Synergy Abilities added to the familiar ATB structure. You can read the official overview at Square Enix’s FINAL FANTASY VII REBIRTH game overview.
#1 Best Overall
ATB is the basic action loop
Fill the gauge through active play
Standard attacks and continued participation in a fight help a character’s ATB gauge charge. Once a segment is available, the character can spend it on a command such as an ability or spell. The practical loop is:
- Control a character and attack, guard or reposition while watching the battlefield.
- Build enough ATB to select a useful command.
- Pause the action through the command interface and choose the ability, spell or item that matches the situation.
- Return to movement and attacks while the party’s other gauges continue to develop.
ATB is therefore more than a cooldown. It is the currency that connects real-time pressure to deliberate decisions. Spending every segment immediately can leave you without a response when an enemy exposes a weakness, while hoarding ATB for too long wastes opportunities to control the fight.
Commands are not a substitute for positioning
An ability can be powerful, but it still needs a safe target and a useful moment. Move away from an incoming area attack before opening the command menu, guard when a direct hit is unavoidable, and avoid spending ATB on a long animation if the target is about to leave range. The system rewards selecting a command while the action is briefly under control, not blindly queuing actions whenever a gauge flashes full.

Why switching party members matters
AI allies keep fighting, but direct control builds ATB faster
Characters you are not controlling continue to fight under AI control. They can attack and contribute, but direct control gives you a faster, more deliberate way to build the chosen character’s ATB and put that character’s distinctive attacks to work. Switching does not automatically refill a gauge and is not described as granting a hidden instant bonus.
Square Enix’s combat guidance recommends controlling party members in turn and using their different abilities as the battle changes. The official tips are collected at Square Enix’s combat tips page.
A practical rotation
- Start with the character whose opening attack or spell best fits the enemy’s known weakness or opening pattern.
- After spending that character’s ATB, switch to another active member instead of waiting idly for the first gauge to recharge.
- Use the second character’s ordinary attacks and defensive tools to build ATB while the first character recovers or repositions.
- Rotate again when a third member has a more useful range, element, support option or focused attack.
- Return to the character with a ready command when the enemy is pressured, staggered or vulnerable.
This rotation keeps more than one gauge moving and reduces the risk of having only one character ready to respond. It also lets you match control to the battlefield: a ranged character can keep contributing while a melee fighter avoids a dangerous zone, and a support-oriented character can prepare a spell without making the rest of the party passive.
AI control versus direct control
| Control mode | What the character does | Best use |
|---|---|---|
| AI-controlled ally | Continues fighting autonomously, but you have less precise control over ATB generation and command timing. | Maintaining pressure while you build another character’s gauge or handle positioning. |
| Directly controlled character | You choose attacks, movement, defense and commands, giving you more reliable ATB generation and timing. | Preparing a specific ability, exploiting a weakness or using a character’s distinctive focused attack. |
Synergy Skills and Synergy Abilities are different systems
The names are similar, but the activation rules and resources are not interchangeable. Treat Skills as immediate, no-ATB defensive or supportive actions and Abilities as larger combined attacks that require a separate team resource.

Using Synergy Skills
Synergy Skills are available while blocking, so they do not ask you to stop defending and spend ATB. Watch the left side of the screen for the face-button prompts, then choose the option that fits the immediate threat. Because each skill has a different function, do not assume that every prompt attacks, every prompt blocks damage or every prompt fills ATB. Some can build both participating characters’ ATB, making a well-timed defensive action part of your next offensive cycle.
Building and spending Synergy Abilities
Synergy Abilities are deliberate team investments. The participating characters must first build their synergy gauges through eligible abilities and spells. When both gauges are ready, the combined attack can deliver damage and an added effect. It is often better to wait for an important window than to trigger the first available animation: an effect that raises a Limit Break level, grants unlimited MP for its duration or extends a stagger window can be worth more when the enemy is already exposed.
The exact availability, animation and effect depend on the ability and the two characters involved. Read the in-game description rather than treating all Synergy Abilities as identical damage buttons.
Pressure first, stagger second
How pressure is created
Pressure is the setup state. Exploiting an enemy’s weakness or satisfying an encounter-specific condition can pressure it. The correct trigger is not universal: one foe may respond to an elemental weakness, while another may require a particular action or condition described by the battle information.
When an enemy is pressured, its stagger gauge becomes easier to build. That makes pressure a tactical opening rather than the final objective.
Use focused attacks to build stagger
Focused attacks are designed to increase the stagger gauge more effectively, especially against a pressured target. Official examples include Cloud’s Focused Thrust, Barret’s Focused Shot and Tifa’s Focused Strike. Once the gauge fills and the enemy is staggered, the target becomes vulnerable to extra damage, giving the party a high-value damage window.
The general sequence is therefore:
- Identify the enemy’s weakness or special pressure condition.
- Apply the matching spell, ability or action to create pressure.
- Switch to the character with the safest or strongest focused attack.
- Use focused attacks while the enemy is pressured to accelerate the stagger gauge.
- During stagger, spend your strongest compatible commands and team effects before the opening closes.
The cited official material does not establish a universal stagger multiplier, a single damage threshold for every enemy or a complete weakness table. Enemy-specific information and your available party determine the exact method, so do not assume one element or one focused attack works identically in every encounter.

A repeatable battle plan
1. Read the encounter before spending gauges
Look for the target’s weakness, status, attack pattern and any information that identifies a special pressure condition. Decide which party member can safely apply that condition and which member can follow with a focused attack.

2. Open with controlled pressure
Take direct control of the character best suited to the opening. Build ATB through ordinary attacks, then spend it on the weakness-exploiting spell or ability. If the enemy is preparing a large attack, prioritize a safe position or guard rather than forcing a command.
3. Rotate while gauges recover
Switch to another active party member as soon as the first character has completed the useful command or needs to move. Build the second gauge directly and use that character’s range, defense or support tools. Let the AI continue contributing, but do not wait for it to generate every resource you need.
4. Create pressure and immediately change priorities
Once pressure is active, stop spending time on low-impact attacks. Switch to the character whose focused attack can build stagger effectively and keep that character in a safe position to complete the animation.
5. Convert stagger into damage
When the enemy is staggered, use high-value abilities, spells and a suitable Synergy Ability. If a team effect extends stagger time, raises a Limit Break level or provides unlimited MP, use it when that effect will increase the value of the current opening rather than after the enemy has recovered.
6. Rebuild without losing defensive control
After the stagger window ends, return to ordinary attacks, guarding and rotation. Use Synergy Skills during blocks when their displayed function helps refill ATB or manage the next attack pattern. Repeat the pressure-to-stagger cycle rather than trying to win every fight through uninterrupted basic attacks.
How to choose a character to control
Cloud
Cloud’s Focused Thrust is one of the official examples of a focused attack. Control him when you need a close-range option to capitalize on a pressured target, provided the approach is safe and the enemy is not about to punish melee range.
Barret
Barret’s Focused Shot is another official stagger-building example. His ranged position can let you continue building the gauge while avoiding some close-range hazards, although the encounter may still require movement or guarding.
Tifa
Tifa’s Focused Strike is also cited as a focused attack. Her inclusion in a rotation gives you a different close-range way to capitalize on pressure. Switch to her when the target’s position and attack pattern allow the strike to connect without wasting the stagger opportunity.

Timing Synergy effects around the stagger window
Synergy Abilities can do more than add damage. Square Enix specifically describes effects such as raising Limit Break levels or granting unlimited MP, and gives extending stagger time as an example of an effect that is especially valuable while an enemy is already staggered. This creates a simple timing rule:
- Use a damage-oriented combined attack when the enemy is exposed and you can safely complete it.
- Use a Limit Break-related effect when raising the level will improve the next decisive command.
- Use an MP-related effect before a sequence of expensive spells, not after your spellcasting is finished.
- Use a stagger-extension effect during the stagger window so the extra time benefits your strongest attacks.
Both participating characters must have built their synergy gauges through the required abilities and spells. If only one gauge is ready, continue the normal ATB rotation instead of expecting the team attack to activate.

Waiting on one character
Symptom: You repeatedly attack with the same character while the rest of the party contributes little.
Fix: Switch after a useful command and directly build another member’s ATB. The goal is a rotating supply of commands, not permanent control of one favorite.
Confusing a Synergy Skill with a Synergy Ability
Symptom: You search for a Synergy Skill in the ATB menu or expect a Synergy Ability to work without gauges.
Fix: Skills are block-plus-face-button actions that cost no ATB. Abilities are combined attacks that require both characters’ synergy gauges.
Attacking stagger without creating pressure
Symptom: The stagger gauge rises slowly even though you are using focused attacks.

Focused attacks are most useful for building stagger after that setup.
Spending Synergy Abilities immediately
Symptom: A combined attack is used, but its additional effect does not change the fight.
Fix: Match the effect to the moment. Save a stagger-extension effect for an active stagger window, and plan MP or Limit Break effects around the commands you will use next.
Assuming switching refills ATB
Symptom: You switch characters expecting a full or instantly improved gauge.

Versions, progression options and platform availability
Version labels and feature availability can change. Square Enix’s cited update notice lists PlayStation 5 version 1.090 and Steam/Epic Games Store version 1.005. The notice also describes optional Streamlined Progression settings, including unlimited HP and MP and 9,999 damage dealt to enemies in battles and minigames. Those options can be toggled in the in-game menu.
The same notice describes a New Game – Head Start option that begins with level-65 characters; it states level 70 as the maximum. These are figures from that update notice, not a promise that every later build uses the same version numbers or settings. Check the current notice at Square Enix Support’s update page if an exact version or progression feature matters to your save.
Square Enix’s European store lists a Nintendo Switch 2 edition at the official Switch 2 product page. Editions and availability vary by region, so confirm the listing for your country before purchasing. The combat principles above describe the game’s systems, while control prompts and update options can differ by platform and version.
Putting it all together
Think of each encounter as a resource-and-window problem. Basic attacks and direct control generate ATB; switching keeps several characters progressing. Synergy Skills give you no-ATB options during a block, while Synergy Abilities spend built team gauges for powerful attacks and effects. Weaknesses or special conditions create pressure, focused attacks build stagger, and stagger gives you the opening in which your strongest abilities and timed team effects matter most.
When a fight feels chaotic, return to that order: identify the condition, build ATB under direct control, rotate members, pressure the target, focus the stagger gauge and spend the right team effect during the resulting vulnerability. That is the core combat rhythm of FINAL FANTASY VII REBIRTH.
