A “file in use” error can remain after you close the visible window because an application process may still hold the file open, another device may have it open, or a server may not yet have cleared its lock. Identify the process or shared-file cause first; then close the owning application normally and retry. Avoid forcing a handle closed as a routine fix.
Why a closed file can still be in use
Closing a document window does not necessarily end the application process or release its file handle. Office files can also remain locked because they are open on another device, or because a server needs time to clear a stale lock. The message alone does not identify which cause applies.
Start by confirming the exact file and operation that fails—such as deleting, moving, renaming, overwriting, or opening it. Close the visible app and any document tabs that might refer to that file, then retry once.

Microsoft’s Sysinternals tools can search active processes for open file references. Mark Russinovich describes Handle as “a utility that displays information about open handles for any process in the system.”

| Tool | Interface and use | Important limits |
|---|---|---|
| Process Explorer | GUI for inspecting active processes and searching handles or DLLs; search for the full path or a distinctive filename fragment. | Microsoft’s page lists version 17.14, published September 10, 2026, and support for Windows 11 or higher and Windows Server 2019 or higher. |
| Handle | Command-line search for open file references by name fragment; can identify processes whose open object names match. | Administrative privilege is required for its documented use. Microsoft’s page lists Handle v5.0, published October 26, 2022. Its handle-closing operation is separate from diagnosis and can cause instability. |
Use Process Explorer
- Open Process Explorer and use its handle search to search for the file’s full path or a distinctive part of its name.
- Review the matching process to identify which application has a handle for the file.
- Close that application normally before retrying the file operation.
Use Handle
- Run Handle with administrative privilege and search for a distinctive filename or path fragment.
- Use the matching process information to identify the application holding the file.
- Close the application through its normal interface and retry the operation.
For either tool, treat a match as a clue to the owner, not an instruction to force-close the handle. Microsoft warns that Handle’s close-handle operation can destabilize the application or system.
Release the lock safely
- Save other work in the identified application, then close the file and application through its normal interface.
- If the app window is gone but its process remains, close that process only if it is clearly the application that owns the file and it is safe to do so.
- Retry the original operation. If the error persists, check whether the file is open elsewhere or held by a remote session.
Do not use a forced handle close as the routine remedy. Releasing a handle outside the owning application can leave that application or the system unstable.

If Excel says the file is already in use
An “another user” message does not necessarily mean another person has the workbook open. Microsoft says the same user may have it open on another device, or a previous application instance may not have closed correctly. Check your other computers and devices, then allow a few minutes for the server to clear a stale lock before trying again. Microsoft’s Excel guidance also recommends supported co-authoring with Microsoft 365 Excel or Excel for the web, with the file stored in OneDrive, OneDrive for Business, or SharePoint.

If the file is on a shared network location
A local process search may not reveal a lock held by a process on another computer or by the server hosting the share. If the local search does not explain the error, ask the share administrator to check remote sessions or locks. The steps depend on the server or storage system, so do not assume that a local Windows handle tool can clear a remote lock.

When an Access lockfile may be involved
Microsoft documented a specific Access for Microsoft 365 issue in Current Channel Version 2201 (Build 14827.20158). VBA references could leave Access running in Task Manager without an open window and leave a database lockfile active. Microsoft said the issue was fixed in Version 2201 (Build 14827.20192). This is a version-specific historical example, not a general explanation for every file-in-use error. See Microsoft’s Access support notice for the original context.
