The U.S. Department of Energy issued Emergency Order No. 202-26-50 on October 12, 2026, directing PJM Interconnection to use additional generating resources to protect electric reliability across its Mid-Atlantic footprint. The order is effective October 13 through October 16.
It is a preventive measure, not a notice that widespread blackouts or scheduled rolling outages are imminent. PJM can dispatch specified power plants and, only as a last resort before or during an Energy Emergency Alert Level 3 (EEA 3), call on backup generators and other covered resources.
Why the Energy Department issued the order
PJM asked the Energy Department for emergency authority on October 11. DOE cited three conditions occurring at the same time:

- Many generators were unavailable for planned autumn maintenance.
- Numerous planned transmission outages reduced the system’s operating flexibility.
Those conditions can leave less reserve capacity available if demand rises further or an unexpected plant or transmission line fails. The order gives PJM additional authority to use resources that would not normally be dispatched under routine market operations.

DOE estimates that more than 35 gigawatts of unused backup generation is available nationwide. That figure is a national estimate; it does not mean all of that capacity is connected to PJM, available in the affected hours, or capable of serving every local area.
What the emergency order authorizes
The order uses the federal government’s temporary emergency authority under Section 202(c) of the Federal Power Act. It does not permanently change PJM’s market rules or require every generator in the region to run continuously.

Because the order is an emergency finding, PJM retains responsibility for deciding when the authorized resources are needed. The directive supplies an additional tool; it does not guarantee that every threatened local constraint can be eliminated.

Which areas are covered
PJM operates the bulk-power system across 13 states and the District of Columbia. The emergency order applies to resources and organizations within PJM’s footprint, rather than automatically covering every utility or every part of a neighboring state that is outside PJM operations.

Local reporting identified the Baltimore area, Washington, D.C., and Dominion service areas as among the most acute challenge areas during this event. A reference to those locations does not mean that all customers there are scheduled for an outage. It indicates where tight operating conditions were reported as particularly significant.
Does this mean blackouts or rolling outages are coming?
No. DOE’s action is intended to lower the chance that PJM would have to take emergency measures that interrupt service. The order itself does not announce scheduled widespread outages, and the available information does not establish a probability for a blackout in any particular city, utility territory, or household.

Conditions can still change quickly. If demand, generation availability, or transmission conditions deteriorate, PJM could move through its emergency procedures, including an EEA 3. The order gives the grid operator more generation options before or during that highest emergency stage; it is not a promise that interruptions are impossible.

Large facilities often have generators intended for use when the normal grid supply fails. Under this order, PJM can direct certain backup resources to operate when ordinary dispatchable generation and reserves are not enough to maintain reliability. The authorization is deliberately limited to a last-resort role around an EEA 3, rather than treating backup equipment as a normal source of market supply.

Using backup generation can make capacity available quickly, but the order does not establish a uniform technology, fuel type, emissions profile, operating cost, or permitting status for every covered unit. Those details vary by facility. DOE and PJM also have not published a consumer price impact or an outage-risk calculation tied to this order.
What residents and businesses should understand
- The action is regional: it concerns PJM’s 13-state and District of Columbia bulk-power footprint.
- The action is temporary: the emergency authority is limited to October 13–16, 2026.
- The action is preventive: the purpose is to add operating options before reliability margins become untenable.
- The action is not a household equipment mandate: DOE has not directed residents to buy a generator, battery, or other product.
- Local instructions still control: if a utility or emergency-management agency issues an outage or safety notice, customers should follow that notice rather than infer conditions from the federal order alone.
Businesses with on-site generation may receive instructions only if their facilities are among the covered resources and PJM or the applicable utility directs them to operate. The order does not by itself require every commercial or residential customer with a generator to turn it on.
How long the order lasts and what is not yet known
Order No. 202-26-50 is effective through October 16, 2026. The available announcement does not establish whether DOE will extend, replace, or allow the emergency finding to expire after that date. It also does not state how many megawatts PJM will actually dispatch, how many backup facilities will respond, or whether any customer will experience an interruption.
Energy Secretary Chris Wright said: “This order will help ensure millions of American families and businesses across the mid-Atlantic have access to affordable, reliable, and secure electricity by making additional power generation, including backup power, available to use as needed.”
In practical terms, the federal order is a short-term reliability intervention: it expands PJM’s authority to call on specified plants and eligible backup resources during unusually tight conditions, with the goal of avoiding a broader emergency rather than signaling that one is already scheduled.
