There is no single federal cloud-credit pool that every U.S. researcher can claim. Federal support usually depends on an eligible allocation route, award, or solicitation; AWS and Google Cloud run separate research-credit programs with their own applicant and project rules; and university support varies by institution. The right option depends first on your workload and eligibility, then on the application route and the terms in force when you apply.
How the three routes differ
“Research cloud credits” can describe several different forms of support. A provider may issue promotional credits to an approved account; CloudBank may administer an allocation for use with supported cloud providers; or a university may offer its own subsidized allocation, negotiated agreement, or sponsored account. These are not interchangeable grants of cash, and their eligibility rules, supported services, oversight, and application processes differ.
- Federal or federally supported access: CloudBank provides a managed route to multiple public cloud providers through programs including ACCESS and the NAIRR Pilot. Some NSF solicitations also allow CloudBank resources to be requested in a proposal, but only when the solicitation expressly permits it.
- Direct provider credits: AWS and Google Cloud accept applications for specific research-credit programs. Each defines eligible applicants, projects, account requirements, and award limits separately.
- University support: Campus allocations, negotiated rates, and account sponsorship are institution-specific. Without a named university, there is no reliable national set of campus award amounts or rules to compare.
Before comparing dollar figures, identify what the program actually provides: a credit balance, a mediated cloud allocation, subsidized pricing, or access to an account operated by someone else. A stated ceiling is a maximum program term, not a typical award or a promise of approval.

| Route | Who may apply or access it | Published amount or period | Best-fit project or route | Key application detail |
|---|---|---|---|---|
| CloudBank through ACCESS | U.S. researchers and educators using the ACCESS route | ACCESS guide lists annual maxima: Explore up to $10,000; Discover up to $37,500; Accelerate or Maximize up to $75,000 | Examples include modest AI, research production infrastructure, scalability tests, specialized services, geographically distributed performance studies, and community tools or science gateways | Estimate costs and provide project leadership CV or résumé information; confirm the current request procedure in the allocation portal |
| CloudBank through the NAIRR Pilot | U.S. researchers and educators, subject to the Pilot’s current access process | The cited CloudBank materials do not state a single general award ceiling for this route | Multi-cloud access and management where the project fits the Pilot’s current terms | Check the current Pilot and CloudBank access requirements |
| CloudBank resource request in an NSF proposal | Applicants to an NSF solicitation that expressly makes CloudBank resources eligible | Budget caps and request rules vary by solicitation | Projects whose proposal and technical needs fit the specific solicitation | Generally requires a supplementary document with provider cost estimates and technical justification |
| AWS Cloud Credit for Research | Eligible faculty, research staff, and enrolled graduate, postgraduate, or PhD students at accredited research institutions; AWS states an exception for the greater China region | Students may request up to $5,000; the FAQ states no award cap for faculty and staff | Finite, shareable research tools, proof-of-concept or benchmark work, or community training | Set up an account before applying; AWS requests an institution-issued email and project details |
| Google Cloud research credits | Faculty, PhD students, and postdoctoral researchers at qualifying academic or nonprofit research institutions in listed countries | PhD students may apply once a year for up to $1,000; faculty and postdoctoral researchers may receive one award up to $5,000 | Research proposals with an expected-cost estimate that meet Google’s applicant and institution criteria | Create a billing account before applying; Google says decisions generally take six to eight weeks |
| University program | Determined by the named institution | Must be confirmed with the institution | Campus allocation, vendor-negotiated terms, subsidy, or account sponsorship, if offered | Ask the research computing or cloud group and sponsored-programs office about current local rules |
CloudBank allocation ceilings are from its ACCESS research guide; the provider figures and processing estimate are program terms described by AWS and Google Cloud guidance current in 2026. They are not comparable as if they were identical cash awards: the routes may differ in eligible spending, supported services, allocation administration, and duration. Confirm the live program page or solicitation before relying on a figure.
What CloudBank does—and what its allocation figures mean
CloudBank is a managed access and administration layer, not a cloud vendor and not a single universal credit award. Its FAQ says U.S. researchers and educators can access it through ACCESS and the NAIRR Pilot. The currently supported providers it lists are AWS, Google Cloud, IBM Cloud, and Microsoft Azure. CloudBank materials describe account access, allocation administration, cost monitoring, training, and user support.

ACCESS allocation levels
CloudBank’s ACCESS guide lists three annual maximum levels: Explore, up to $10,000; Discover, up to $37,500; and Accelerate or Maximize, up to $75,000. These are category ceilings, not automatic entitlements. The amount awarded to an applicant is not established by the maximum itself. The guide directs applicants to estimate project costs and provide CV or résumé information for project leadership; use the allocation portal to verify the current process and required materials.
Workloads that fit—and workloads that may not
CloudBank recommends commercial cloud for workloads such as modest AI, research production infrastructure, scalability testing, access to specialized services, geographically distributed performance studies, and hosting community tools or science gateways. It cautions that the service is not intended for large-scale compute or GPU-intensive workloads that can run more cost-effectively on other ACCESS or NAIRR resources. Researchers with conventional high-performance computing workloads should compare those options rather than assuming a cloud allocation is the best fit.
ACCESS, NAIRR Pilot, and NSF proposals are different paths
Do not treat access through ACCESS or the NAIRR Pilot as the same thing as requesting CloudBank resources in an NSF proposal. The proposal route is available only when the relevant solicitation explicitly says it is eligible. CloudBank says requests are generally described in a supplementary document with cloud-provider cost estimates and a technical justification; the exact requirements and budget caps vary by solicitation. Review the current solicitation’s language and CloudBank’s current list of eligible opportunities before building a request around this route.
Older federal materials do not establish a general present-day entitlement. The 2019 NSF Cloud Access solicitation describes an earlier access structure and public-private credit context. A 2021 NSF CISE-MSI letter describes a solicitation-specific Google/Azure matching arrangement and is archived; it is not evidence of a current general matching offer. A separate NIH CRCNS notice describes a narrower route for NSF/NIH-funded CRCNS investigators through CloudBank or STRIDES. These examples illustrate why an award or solicitation’s exact scope matters.

Applying for AWS Cloud Credit for Research
AWS describes this program as support for finite research projects, rather than unrestricted funding for a lab’s cloud bills. Its FAQ identifies three project patterns: building publicly available science-as-a-service applications, software, or tools; testing a proof of concept or benchmark for moving workloads or open data to cloud; and training a broader community through workshops or tutorials.
Check whether the project and applicant fit
- AWS identifies full-time faculty and research staff at accredited research institutions, as well as enrolled graduate, postgraduate, or PhD students, as eligible applicant classes.
- AWS encourages applicants around the world but states an exception for the greater China region in its FAQ. Confirm current geographic terms on the application page.
- Students may request up to $5,000 in promotional credit. The FAQ does not state an award cap for faculty and staff; that does not mean an application is guaranteed or that every request will be funded at its requested amount.
- The FAQ excludes administrative workloads, general lab funding, ongoing research, and established research projects. A request should make clear what finite work the credits will enable and what useful output will remain.
Prepare the application
- Set up the account first. AWS says an account must be established before applying and requests an institution-issued email for verification.
- Describe a bounded project. Explain the research tool, service, migration, benchmark, or training activity, and distinguish it from routine or ongoing lab operations.
- Identify the AWS services. Specify the services the work needs and connect each to a project task. Include a cost estimate grounded in the expected usage.
- Set out the timeline and milestones. State what will be completed during the finite project and when.
- Explain how outputs will be shared. AWS asks for a plan to share outputs and information about potential future AWS use.
- Verify the account type and current terms. AWS states that, effective February 16, 2026, Free Tier accounts are ineligible for promotional credits. Check the live application rules before applying rather than assuming an older account setup still qualifies.
Applying for Google Cloud research credits
Google’s program has a narrower stated applicant definition and publishes separate limits for PhD students and faculty or postdoctoral researchers. Its guidance says applications are accepted on an ongoing basis, awards are discretionary, and decisions generally take six to eight weeks.
Confirm applicant, institution, and country eligibility
- Eligible applicant classes named by Google are faculty, PhD students, and postdoctoral researchers.
- The applicant must be at a regionally accredited academic institution or a qualifying nonprofit research institution in a country on Google’s listed-country page.
- Google excludes for-profit institutions. For a nonprofit research institution, it says the mission must align with expanding academic research and advancing open scientific knowledge.
- Master’s students are not eligible under the cited guidance. Do not infer eligibility from being a student or researcher alone.
Understand the stated limits and prepare
Google says PhD students may apply once per year for up to $1,000. Faculty and postdoctoral researchers may receive one award up to $5,000. These are program limits, not a statement about typical award size or approval odds. Because country lists and program rules can change, check the current eligibility page before applying.
- Confirm the institution and country. Check the live eligibility list and the institution’s qualifying status.
- Create a billing account before applying. Google’s application guidance identifies this as a prerequisite.
- Write the research proposal. Describe the research question, intended cloud work, and expected output clearly enough to show why the requested services are needed.
- Estimate costs. Provide an expected-cost estimate tied to the proposed work and services.
- Allow for review time. Google reports that decisions generally take six to eight weeks; treat that as its stated typical timing, not a guaranteed decision date.
What to ask your university
There is no established, uniform “university cloud credit” program. A campus may have an internal allocation, subsidized services, vendor-negotiated pricing, or an account-sponsorship process, but its terms cannot be inferred from another university’s arrangements. Contact the research computing or cloud center and the sponsored-programs office. Ask for current written rules before comparing any campus offer with a federal or direct-provider program.
- Does the institution offer internal cloud credits, subsidized allocations, negotiated rates, or sponsored accounts?
- Which applicant groups qualify—faculty, staff, graduate students, postdocs, or only projects attached to a grant?
- What is the cap and duration, and does support renew?
- Which cloud providers, services, regions, or compute types can the allocation cover?
- Who owns the account and handles configuration, security, billing visibility, and operational support?
- Can campus support be combined with a federal allocation or provider credits, and which program’s terms govern if it can?
Get the answers for the specific institution and project. Without those details, an amount or comparison would be guesswork.

Choose a route by workload, not headline amount
For a finite, open research tool or benchmark
Start by checking the direct AWS program’s project definition if the work is a public-facing tool, proof of concept, benchmark, or community training activity. A project framed as ordinary lab operations or an ongoing research bill conflicts with the exclusions in AWS’s FAQ. Compare its service needs and application requirements with a CloudBank route if the project is eligible for ACCESS or the NAIRR Pilot.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →For modest AI or cloud-native research infrastructure
CloudBank’s ACCESS guidance specifically identifies modest AI and research production infrastructure among example uses. Estimate the cost and confirm the available allocation route. Do not assume an allocation’s maximum is the amount your project will receive.
For a PhD applicant seeking a direct provider award
Check both the applicant definition and the project rules. AWS allows eligible enrolled graduate, postgraduate, or PhD students to request up to $5,000, while Google’s guidance names PhD students and limits applications to once yearly for up to $1,000. These amounts come with different program requirements; the larger ceiling alone does not establish which application is more suitable or more likely to be approved.
For large-scale compute or GPU-intensive work
CloudBank explicitly cautions that it is not intended for large-scale compute or GPU-intensive work that can run more cost-effectively on other ACCESS or NAIRR resources. Consider those alternatives and the relevant federal route rather than forcing a workload into a general cloud-credit comparison.

For an NSF proposal or an existing federal project
Read the solicitation or award terms before selecting an application path. A CloudBank request in an NSF proposal is possible only when the specific solicitation allows it. For a narrower program such as CRCNS, confirm that the award and investigator meet the notice’s conditions; the existence of one specialized federal route does not make it generally available to other projects.
Verify these terms before submitting
Credit programs and federal opportunities can change. Check current official terms at the point of application, especially if you are relying on a previously saved guide or an older announcement.
- Eligibility: applicant role, institution type, geography, active award status, and any excluded applicant classes.
- Route: direct provider application, CloudBank through ACCESS or NAIRR Pilot, solicitation-specific NSF request, or a campus process.
- Project fit: permitted workload, sharing expectations, whether ongoing costs are excluded, and any compute or GPU boundaries.
- Value and term: whether the figure is an annual allocation ceiling, promotional credit cap, one-time award, or something else; verify duration, renewal, and eligible services.
- Application materials: proposal narrative, service list, cost estimate, milestones, sharing plan, CV or résumé, grant number, and any supplementary document required by the route.
- Account and operations: account prerequisites, billing visibility, cost monitoring, support, and who is responsible for operating the environment.
- Combining support: ask whether credits or allocations can be combined and which terms apply; do not assume multiple sources can be stacked.
- Currency: check live provider pages, current country lists, current CloudBank opportunities, and solicitation dates. Archived matching announcements are historical evidence, not current offers.

Can I request CloudBank credits in an NSF proposal?
Only if the specific NSF solicitation explicitly permits CloudBank resources. Which cloud-credit program fits my research workload?
Match the route to the work rather than choosing by the largest listed ceiling. CloudBank identifies modest AI, research production infrastructure, scalability tests, specialized services, distributed performance studies, and community tools as example uses, but cautions against large-scale compute or GPU-intensive workloads that can run more cost-effectively on other ACCESS or NAIRR resources. AWS is oriented toward finite, shareable tools, benchmarks, and community training. Verify the exact current terms.
Are university cloud credits available at every campus?
A standard national university program is not established. Campus allocations, negotiated rates, subsidies, and account sponsorship are institution-specific. Ask your research computing or cloud center and sponsored-programs office whether support exists, who qualifies, which services it covers, its cap and duration, and whether it can be combined with other support.
Are the published maximum amounts guaranteed awards?
No. CloudBank’s ACCESS figures are annual category maxima, while AWS and Google publish program limits for eligible applicants. None should be treated as a typical award, cash grant, or guarantee of approval. Confirm the current award terms, eligible services, account restrictions, and application process before relying on a figure.
The Bottom Line
Start with the workload and route: CloudBank offers managed multi-cloud access through ACCESS and the NAIRR Pilot, NSF proposal requests require an eligible solicitation, AWS and Google have distinct direct-credit rules, and university support must be verified locally. Compare eligibility, allowed work, account requirements, application materials, duration, and operating support—not just maximum dollar figures—and recheck live terms before applying.
