The FCC broadband label’s published order runs from provider and plan identification through price, fees, discounts, and the Affordable Connectivity Program (ACP) field, then covers speeds, data, network management, privacy, and customer support. A footer provides FCC consumer-resource text and a unique plan identifier. As of October 11, 2026, changes to the core label and point-of-sale rules adopted in 2026 are delayed indefinitely, so the existing requirements remain the operative reference.

What order do the sections appear in on the FCC broadband label?

The published label sequence is:

  1. Provider Name
  2. Service Plan Name and/or Speed Tier
  3. Monthly Price
  4. Additional Charges & Terms
  5. Discounts & Bundles
  6. Affordable Connectivity Program (ACP)
  7. Speeds Provided with Plan
  8. Data Included with Monthly Price
  9. Network Management
  10. Privacy
  11. Customer Support
  12. Footer, with FCC consumer-resource text and a unique plan identifier

The section names and order are shown in the published label figure and FCC consumer fact sheet. The FCC describes the label as a nutrition-label-like disclosure: “To meet the label requirements, ISPs must create a label for each of their stand-alone broadband service offerings in the format described and displayed in the Report and Order—one resembling the format adopted by the FDA for nutrition labels on food products.” — Federal Communications Commission, FCC 22-86 (2022 Broadband Label Order). The Federal Register label figure description gives the sequence; the rule defines the format by reference to that figure, rather than requiring every surrounding provider webpage to use the same full-width visual layout in every context.

What each label section tells you

Provider Name and Service Plan Name and/or Speed Tier

These fields identify the provider and the specific plan or tier. If a speed appears in the plan name, it must be accurate and consistent with the speed metrics elsewhere on the label.

Monthly Price

This begins with the stand-alone service’s retail monthly price. If the displayed offer has an introductory rate, look for the post-introductory rate and how long the introductory period lasts. The headline price alone may not reflect the amount you pay after the offer period.

Additional Charges & Terms

This section covers recurring and one-time provider charges and relevant terms, including contract length and early-termination information when applicable. The FCC’s 2023 reconsideration affirmed that monthly discretionary fees must be itemized. Check both the amount and whether a charge recurs.

Discounts & Bundles

This field points to discounts or bundled offers. The label’s base price is not simply the discounted price, so check the offer’s conditions and whether it applies to the exact service you are considering.

Affordable Connectivity Program (ACP)

The published template includes an ACP field, but the program ended on June 1, 2024. The FCC’s 2026 order adopted removal of this outdated information; that does not mean the template change is already operative. The distinction matters because the instruction that would revise the core template is delayed indefinitely.

How to compare labels for plans you can actually get

Use the same comparison points for each plan, and confirm that each label matches the exact plan and service type being offered at your address. A label describes an offering; it does not establish that the plan is available everywhere.

These are comparison criteria, not a universal ranking: which plan fits depends on the household’s needs and the actual offer available at its location.

Where providers must make labels available

The 2024 edition of 47 CFR Part 8 requires a label for each stand-alone broadband internet access service currently offered, with disclosure at the point of sale. That includes provider websites, retail locations, and telephone channels. Online, the label must be close to the associated advertised plan. Providers must make labels accessible to people with disabilities, provide them in English and other languages in which they market service, and offer access through customer online account portals when those portals are available. The rule text also includes machine-readable spreadsheet data and a two-year archive requirement for withdrawn labels. See 47 CFR Part 8 (2024 edition), § 8.2 and Figure 1.

The FCC’s 2026 final rule says its changes are generally effective September 14, 2026, except for the instruction revising § 8.1(a), which is delayed indefinitely pending a later Federal Register notice. Consequently, the order’s proposed implementation of an aggregate passthrough-fee option, a point-of-sale link or icon substitute, removal of machine-readable spreadsheet files, and removal of the archive requirement should not be treated as operative. The order also retains disability-accessibility and language requirements. See the FCC 26-48 final rule.

The FCC’s historical implementation deadlines were April 10, 2024, for providers with more than 100,000 subscriber lines and October 10, 2024, for providers with 100,000 or fewer subscriber lines; these are past dates, not upcoming compliance deadlines. The FCC consumer fact sheet explains the label’s intended use for comparison shopping.
